In the Journal cf yesterday we exposed the ialsenefs of the statement in Mayor Walker's Iterort that at the time ho took charge of the office, on the 13th of'April, 1SGS, there was a cash indebtedness against the eity which he had to provide for within the first four months of his term of Thirty-four thousand and Sixty Dollars and Twcnty-tico Cents. We also exposed the falsehood that, at the time he took charge of the city's affairs,there was an indebtedness which he ha l to provide for out of the duplicate of 1SG3 of $222,020 U. This latter was a falsehood, gigantic in proportions, and phowa the desperatene?s of the Mayor's situation, that geeks relief throHgh such an instru mentality. V?e -shall proceed, to-day, to show that Mr. Walker, by the very policy ho adopted and pursued durirjg the year, convicts himself of talsehood in his financial statements. We propose to demonstrate this by no system of garbling. We shall give reports and items as we find them officially made out. We leave the garbling to Mr. Walker and the Courier. As we said in the outset, if a candid investigation does not convict Mr. Walker of duplicity and misrepresentation in order to deceive the peo pie and cover up his mismanagement, wo shall cheerfully give him credit for the financial acumen and administrative ability claimed for him by his fiiends. Suppose, for the present, we admii that at the time Mayor Walker was inaugurated he found an indebtednessof $222,020 41 to be provided for out of the Duplicate and revenues of the city far the year 18G8. That amoun' was very nearly equal to two-thirds of the entire revenue of the city during tin yejtr 1SC7. Under such an alarming condition of affairs, what would have been tho policy of a prudent, economical and skillful financier? lie would most assuredly have adopted a most rigid aud faithful collection of the revenues of the city, and guarded the treasury so closely that tho cx penditures would be cut down to thr lowest possible limit. Indeed, Mayoi Walker had pledged himse'f to do this or resign. His organ asserted that Mayor Baker had pursued a "blundering" and "corrupt" finan cial policy, that he had been recklessly extravagant, and that he had not only diminished the trade of the city, but enormously increased the taxes. Mayor Walk er'k election was to change al th's. The trade of the city, and consequently its revenues, were to be in ci cased, and taxation was to be ma terially lessened. Now, in view of thiit twi hundred and twenty-two thousnni dollar indebtedness, how did Mayoi Walker proceed to meet it? Let uexamine. First, as to how he in creased the receipts; second, how hi decreased the expenditures. In order that wa may arrive at a correct conclusion, wo place the receipts and expenditures of 1867, the last year o Mayor Baker's term item by item and side by side with those of 18C8, the first year of Mayor Walker's ad ministration. In will be seen that with the largely increased trade resulting from the success of the Democracy last Spring, Mayor Walker's receipts foot up $30,631 51. If we add to this one-eleventh of the amount, for the additional month, we have for the year's receipts, exclusive of the tax duplicate, $13,23137. against 47,111 47 under Mayor Baker's administration. The account then stands thus: Mayor Maker's receipts.... Mayor Walker's receipts....!! 517,111 47 43,254 37 f , 3.S77 10 In other words, with a largely increased trade, Mayor Walker falls behind his " blundering and corrupt" predecessor nearly FOUR THOU SAND DOLLARS, or about tcnr cent. 1 But having failed to reap advantage from the largely increased trade of the city occasioned by his election, surely Mayor Walker sustained the credit of his party and made good his pledges by largaly cutting down the ordinary or regular expenses. We therefore turn to the expenditures for the desired saving. Here again we

The ordinary expenses of tho city under Mayor Daker the " reckless and extra7agaut" for the year 1S07, were $;4,S37 17. The expenditures for eleven months of the " economical aud prudent" Walker amount to $SS,t?l0 33. Add to this one-eleventh for the additional month of March, (3,053 21,) and we have tho neat sum of 4;0G,G'.S 51. A summary of the two accounts shows as follows: Walker's expenditures, (12 mos.) ?0i3,0!(3 51 B.ik..T's " ' ... 71 S'i7 17 Difference in favor of I5aker..821,.Vil 31 In other words, it took TWENTYONK THOUSAND EIGHT IIUNDRKD AND TIIlliTY-ONE DOLLARS AND THIRTY -FOUR CENTS more money to run tho city uudor a prudcntN and economical Mayor, than under a " blunderin? '' and extravagant Mayor like Mr. U.vker! How will Mr. WalkeiI reconcile such. a policy with the statement that he found, on taking his office, that he had an indebtedness of over 222.000 to provide for? In the name of common sense, how could he expect to meet such a liability by cutting down tli 3 receipts of the city TWN PER CENT., and increasing tho expenditures THIRTY PER C10NT? Tt follows, therefore, from this cxhibi', either that Mayor Walker did nit find an indebtedness of $222,020 H oa taking possession of his office, as he asserts and that he knew he wa3 making a false statement when ho made the assertion or that he totally mismanaged tho revenues and expenditures of the city in attempting to provide for that indebtedness. In either ca-je he has proven himself unworthy of confidence, and can only save his credit by doing as be prop.iised he would under such circumstances, resig.v. The Mayor may take cither horn of the dilemma. Professor Edward T. Cox, of New Harmony, has been appointed State Geologist, under the late law passed creating a Department of Geology, Mineralogy, &c. The new department is under the control and direction of the State Board of Agriculture. We think a better appointment could not have been made. We know Prof. Cox to be thoroughly competent in every particular, and he will fill the position with credit to himself and to the State. Death of Judge Morrison. We have heretofore neglected to Jnotiec the death of this prominent lawyer and politician of our own State, and one of the early settlers at Indianapolis. He Avas born iu Ayrshire, Scotland, but his parents removed to this country when he was quite youne, and settled in Western New York. Ho studied law and moved to Indiana in 1S19. In 1323 ho was elected Secretary of State. Afterward he was Judge of the Indiananolis CimnU and was the first Attorney General of the State. lie was a prominent member of the Episcopal Church, being one cf the first clans confirmed in In dianapoiisjthirty years ago With his death passes away almost the last of those who were prominent in leal circles in his early days. Thw proves to have been an expensive farce. By remaining in session five hours longer, one hundred and fifty thousand dollars might have been saved from the tax duplicates, and the revolutionists could then have accomplished their purpose by the same high-handed, unjustifiable means that they employed five hours earlier. It is still, as of old, a cardinal principle in the " Democratic" faith that "Democratic" minorities shall not submit to the dictation of constitutional majorities. How long the people will indulge them in the exercise
of this principle, paying at the rate of $150,000 for each illustration thereof, remains to be seen. In a Nut-suell. Tho Cincinnati Gazette disposes of the claim set up for the ScnENCKbill, that it improved public credit, by the following pithy paragraph : Several of our simple minded cotemporaries have triumphantly called our attention to the fact that the passage of the Schenck bill to raise the obligation of the bonds has raised their price, and have reproached us that we regard this improvement of the public credit as no gain. Will they please to inform us how much of the publia debt the Schenck bill has paid, or how much the promise to pay in coin the bonis that ware by law payable in legal tenders basincreased our means of paying? Of course wo are aware that if we take our bill which the creditor holds and add thirty per cent, to the promise, it will be worth more to him.
