Probably never in the history of tbe National Congress has any new member been so promptly recognized as one of the leading men of those bodies as Senator MORTON, of Indiana. From the first day that he took hia seat in the Senate he . was conceded a prominent part in shaping the leeislation of the nation. From the time of hia first speech on ReconBtrnotion, which attracted national attention, every utterance ofc-liis on pending legislation has been received with marked consideration. But in the estimation of Senator Morton there are other questions which are worthy of the carefnl study and atten tion of United States Senators besides those of a political or party charac ter, and we are glad to know that he has been giving them his careful eon alteration. Prominent among these is the important subject of Western commerce and navigation, representing as it does one of the largest interests of the great central chain of the Mississippi Valley States. When the navigation of the Western Rivers, especially that of the Ohio, threaten ed to be in a great measure broken up by a number of short span railroad bridges, Senator Morton, almost un supported, attacked the combination in the Senate, and aroused the com mercial and shipping interests of our cities to the danger which threatened them, and thus far has succeeded in defeating their projects. We are glad to know that he has iust succeeded in rendering our steam Knai intoreRt. and the whole of the Ohio Valley, a signal service itf secur ing an appropriation of $450,000 for the enlargement of the Louisville Canal. Last week, when the Appropriation Bill came up in the Senate on its passage, a determined and concerted effort was made to strike out this provision, and it would undoubtedly have been successful but for Senator Morton's earnest and con tinued opposition to the movement, lie contested the motion from day to day with all his ability; and from his lone study of the subject he was en abled to i nswer al! the inquiries of Senators so satisfactorily, and to reply to the objections of the enemies of the appropriation so conclusively, that he carried the Sen ate with him by the decided vote of 32 to 22. He has thus secured the success of a measure of vital interest to steamboatmcn and shippers generally, which has been pending before Congress for years. The section of the Appropriation bill to which we refer appropriates $450,000 for completing the work of enlarging the Louisville canal, and assumes the debt of the Company, amounting to $1,500,000; thus iusuring the completion of the work, and we soon may reasonably expect to have a canal of sufficient capacity to pass the largest steamers in the Ohio River, thus removing almost entirely the natural barrier of the Falls of the Ohio. For the accomplishment of this great work, the commercial men and shipping community of the West are mainly . indebted to Senator O. P. Morton, of Indinna, and we are confident they will fully appreciate and remember his services. There still remains an important measure to be carried out to cemplete the good work which he has done, and that is to abolish altogether all tolls through the Canal, and make the navigation of the Ohio absolutely free. This will be a fitting conclusion cf his great service to internal commerce and trade. The Kentucky-kit klax. We have already given an account of the breaking up of the Kentucky Ku Kluz in Union, Webster and Henderson Counties, by the armed authorities of the United States. We have private letters from -Union men of that region, detailing the most fiendish, brutal and filthy conduct of these devils in human Bhape, which would be beyond credence, but for the undoubted veracity and high standing of the citizens who give us the facts. The infamous scamps. with sepulchral masks, spared neither age nor sex, dragging men from their homes and their beds, and whipping them publicly, by moonlight, in the town of Dixon and the neighboring country; and others with drawn pistols in fiendish glee committing such outrages upon women, which we cannot publish, as would be a disgrace to the most barbarous people on the face of the globo Soon after these occurrences the grand jury of Webster County was in session in Dixon, and yet there was ;ot an arrest, an attempt at an arrest, o: even an inquiry made in regard to them. But when the United States Commissioner, a loyal Kentucklan and an ex-Federal officer, attempted to proceed against them, the Judge of the btate Court required him to appear and answer before him for his conduct, and decided that he had no authority to arrest the fiends, notwithstanding the Civil Rights bill and the decision of Chief Justice Taney plainly on the point; and discharged the Ku Klux. And it was not until a company of United States soldiers was sent down from Louisville, -wjLf the band broken up and the scoundrels held to answer for their crimes. Thi3 state of affairs demands the serious attention of the respectable citizens of Kentucky. Such fiendish outrages as these cannot long exist without a remedy, and if the people of that State do not act, it will not be unreasonable to expect Congress to interfere. If the State courts and judge, stand ready to protect such

The project of completing this road. has again been fptunsy, and; oaVY ednesday last Willard Carpenter of Evansville made a peechto "our'eitizehs in favor of the road He; stated that the old company was now about perfecting a sale of the road bed to a new company, which proposed to take up the road where it was left off and put it through to completion at the earli est moment practicable, if a donation of three thousand dollars a mile can be raised, which donation was assured him from this cot nty if this place was made a point on the road. It was limber , proposed, to secure the services of j an engineer and ascertain the probable cost of the change in the line of the road so as carry it across the river at the Aqaeduct, which eonstructare we are in formed can be got for railroad purposes at very reasonable figures, and theuce up the canal embankment to Sandy Hook, carrying the road di rect to Washington, which place pro poses to donate, accorcmg to Mr Carpenter's statements, enough ; to cover the expense of the change, in addition to the three thousand dol lars a mile.
