TUESDAY FEBRUARY 16, 1SG9. state Normal School. We have been free in the expression of our opinion, that oor State Normal School will cost too much moDey. We believe the building for the School was unnecessarily expensive; that a smaller and plainer edifice would have been ample for several years to come, for the instruction of such teachers as would avail themselves of its privileges. While this is so, we do not think it would be pood policy or wise economy for the Legislature to withhold the appropriation nccessar to insure the completion of the edifice, costly as it promises to be. Nothing, apparently; remains to be done but to finish and furnish the house, and put the' school in operation. A refusal to do this will only r.'sult in the absolute sac rifice of hat has already been expended. O ir Terre Haute friends need not think that we are hostile to the school because it is located there Next to Evansville there is no point in te State where we would prefer to Bee public funds liberally l expended than, in Terre Haute.. Bat, we do think, burdened down as ths people are with national. State, county and municipal taxation, greater prudence should be manifested in the expenditure of public funds. Financial. A Washington dispatch says that the House Committee on Binks and Currency have agreed to favorably report and urge the passage of Mr. Boutwkll's bill, which provides that hereafter no percentage, deduction, commission or compensation of any kind shall be allowed to any person for the sale, registration or exchange of any government bonds, gold or securities; and hereafter all sales and exchanges shall be made at public auction after advertising. The same Committee have also taken such action on the question of redistributing tLe national bank circulation 83 indicates that they are pretty certain to agree to the division of the banks into four classes, viz.: Those with a circulation not over $200,000; those with over $200,000 and not ovetfSOOf000; those with over $300,000 and not over $l,00),QOi), and those with over $ 1,000,000. Tho rates of circulation to be respectively eighty per cent., seventy per cent., sixty per cent., and fifty per cent., with a proviso that no bank shall have over $1,000,000 of circulation. This change will give about $19,000,000 for distribution to new banks in the South and West. Triai, op New I-'ireakms. At a recent trial of breech-loading firearms adopted by different nations, at the School of Musketry at Spandaa, ir. Prussia, according to an official report, the Prussian needle gun can fire twelve shots a minute, the Chassepot eleven, the Snider ten, the Remington (Denmark) fourteen, the Peabody (Switzerland) thirteen, the Wconzl (Austria) ten, ;the Werndi (same State) twelve, and the Winchester repeating rifle (United. States) nineteen. Tub Rebel. Loan. A curious feature marked the business of the London Stock Exchange a fortnight ago. There wa3 a revived demand for the Confederate loan, which was quoted at 0 10j. " The idea that some, recognition of these bonds may be given by the ADglo-American Commission has brought about this renewed speculation. ' Tire Cotton Crop. The New Orleans Times is in high spirits over the results of the last year's cultivation of cotton. Tho receipts in New Orleans have already reached 000,000 bales. This ia within 00,000 bales of the whole receiptsof last year up to September 1st. ; The Times thinks its estimate -of 900,000 bales for last year's crop will'' be fully unstained. Seventeen thousand bales were sold on the 3d inst., which was, in money value, the largest sale ever made in one day in New Orleans, as the CO0.00O bales received have exceeded by several millions the value of any previous year's to date. This enormous business has suddenly changed the condition and prospects of our planters. From the great despondency and the wide-spread desolation of the war, they now begin to rise rapid?" to a degree of prosperity and ir.dependence which in some respects equals and in others exceeds that which they enjoyed in the ante-bellum uays. II their aggregate receipts and their means of luxurious indulgence and extravagance are not so targe, neither are their debts, their liabilities, nor the temptation to invest in uncertain and fluctuating values as great. They have or ought to have more money to expend in the improvement and furnishing their plantations than they ever had. Few of them have any debts to pay. A large portion of the sixty millions already realized from the crop of this reason has, gone into the country. This is shown in the constant drain upon the banks for small notes, which arc being drawn hither irom every part of the country. It is quite obvious that our planters have profited by the sad experience of the past years, and are not disposal to part with their hard earnings as easily and as improvidently as in tae old flash times In fact, l would appear that they were hoarding or quietly investing in land, what they were wont to expend ' in luxuries and extravagance. The trade of the city, though improving does not equal the just expectations excited by so large nd profitable a crop. The question is constantly asked, where are the millions that the crop has realised; why- are they not manifested in a largely increased demand and consumption of the goods, groceries, utensils, etc., which are usually so eagerly sought by the agricultural classes ?
This question can be better an " swered in a few weeks, when the

Some Englishman has made the assertion that the American Govern ment is in theory the most beautiful. an i in practice , the most corrupt, of any Government in the civilized world. Let us aeree with him wholly in the first proposition, and half in the second and then what had we better do? Try to bring the nractice no to the standard ot our beautiful .theory, or make the theory as wretched as the practice? The latter expedient appears to be the one generally adopted by a class of men that can be found in almost every community, whose principal business appears to be to attend to other people's business, who always stickle at strict justice, and never could tolerate high pay for public service, except when iteoe3 into their own poakets. i Let us apply this to the question of paying our county othcers, wnicn now vexes the minus ot many good people The proper keepine and managing of these offices is perhaps of more direct importance to the citizens a county than any other branch or govern mental anairs; mismanagement or neglect therein wonld produce incal culable miscnier, and olten wrongs that could never be remedied. 1 herefore all agree that to fill them prop erly we should seek the higher degree or skill, integrity and industry. And here our theory really is beautiful There is a moral propriety and fitness that these affairs should be held, not as mere clerkships at so much month, but as a kind of prize for a high character tor talent, industry and integrity, acquired by a long life without blemish in a community The understanding of the people be ing about this: We expect from you the highest degree of application of tne taient oi wnicn we mint you possessed, and strict integrity: as for pay. we hope you will make a good thing of it. This is really the theory all over the country. But now come our friends of strict justice, whose business it is to keep other people just. They discover that some individual officer has charged unlawful fees; if they cannot discover it they can imagine it, which answers as well; or, alas for poor human nature, some officer really yields to temptation, and actually pockets unlawful gains. Now, what is to bo done? Why, prosecute him of course. Is that all? Oh, no; call public meetings. Tell the people that the income of their public officers, as allowed by law, are really immense.- You can manage that by telling what they receive, and say nothing of what they have to pay out; petition the Legislature to reduce the salaries of all public officers; hire the offices oat to the lowest bidder; in short, destroy our beautiful theory, and make it as mean as they imagine the practice, or as much meaner as possible.
