It b Bald that the Adams, United States, American, and Merchants Union Express Companies have agreed on an arrangement whereby the Erst two named companies will recover the routes and lines heretofore conceded by them to the Merchants' Union Express Company, and the consolidated company will occupy the routes and lines originally held by the American Express Coniranr. The arrangement does not in volve any increase of the capital stock of the companies who recover their lines; and hereafter each com pany will operate on an independent footing, without combining the earn ing. Wk hnnfl the nrecJiction of the Pittsburg "Commercial will be verified, and that if General Grant, as President, ever uses the veto, ii will be to protect the national treasury : from being tapped to subsidize roads. ITe has eaid that lending onr-rail credit was only an indirect way to get money, and that he is as much opposed to that form of subsidy as direct money propositions. It is safe to assume, therefore, that the combination of half a dozen roads, actual and real, which have induced the Senate Committee to report in favor of subsidizing them with the national credit, must get the measure ihrough during President Johnson's term, or hang up their fi Jdic f They cannot expect Grant to yield his settled convictions of duty to join their raid upon the Treasury. . , . . , - Apprenticeship. ' . t A bill is before the, New Yort Legislature which proposes to revive the old laws for enforcing the relations of apprenticeship. The apprentice is to be bound for five years at least; the roaster is to teach him every branch of his business, and see that he has proper school ,edacation, and is to be held responsible for his moral, as well as his mechanical training. Heavy penalties are imposed on every master who harbors or employs another master's apprentice, and - provides that the apprentice, when he has oerved his time, shall receive a certificate stating thej; number of years he has worked at his trade, and his general qualifications. It is claim ed that the law is heeded, since now a boy who has been six months at a trade thinks he has all the knowledge requisite, quits his place, and finds employment as a journeyman. There never has been a greater demand for skilled workman, while the supply eeeins continually on the decrease. The difficulty is found, as stated above, in the fact that apprentices leave their employers before finishing their trades. We think the present system might be improved by forming associations on the part' of employers, obligating themselves' in heavy penalties not to give employment to runaway apprentices; or perhaps the passage of a law similar to that, pending in New York would secure the desired end. , The Omnibus Educational Bill. All legislative Omnibcs Bills should be looked upon with suspicion. ."When measures having little intrinsic merit ate brought before our State Legislatures or Congress, they generally are so combined as to bring to the support of all the advocates of each, and thns become laws. So well established is this system of tactics, that no public rascality dares to present itself before our Legislatures unless it is strongly sustained by other swindling jobs, and the whole, perhaps, sugarooa eJ with legislation that is is i i itself honorable and desirable. Fn,- this reaMoo, we say Omnibus Bills suould be scrutinized with the most unsparing suspicion, by members of the Legislature who have the welfare of the State and the interests of their constituents at heart. We think Senator Hughes's Omnibus Bill for building up the State University at the expense of other important educational interests, should be looked at closely. The artful manner in which the Senator seeks to force conflicting interests to support his scheme only makes it more otligatory upon the people to notify their Legislators to be careful how they endorse it. If the summary of the provisions of the bill, which we copy from the Slate iStntinel, is correct, the scheme is to place the main educational interest of the State in the hands of the State University at Bloomington. We believe this would be the acme of folly. No intelligent man believes, for a mo went,, that the Trustees or the Faculty of the State University have the ability to run half a dozen branches in different parts of the State successfully. The idea that our Commou Schools should, directly or indirectly, be placed nnder the influence of the State University, is unwise and certainly most impracticable. We are in favor of making the State University all that it should be as an institution of learning. But it ought never te be given a power that would retultin seriously crippling the efficiency of the Common Sohools. We agree with the Sentinel, that the HUGHES Bill looks to the ultimate absorption of our State Common School system, by the University at Bloomington, and the result would forerer be a political scramble for the control of the State University. It would become a monopoly of the educational , interests of the State, and our experience with monopolies in general, warrants us in saying that euch a result would be disastrous to those interests. But the Hughes bill, if its provis
ion era correctly set forth; in the
summary to which we refer, not Qaly eives tho University a monopoly of the schools, but also a decided voice in the management of our State, peni tentiaries. . The University is to have all the jreveaueihat may arise from the State prisons. If no revenue is forthcoming, we apprehend the University will be demanding investigations to know the reason, and will not be satisfied short of getting" control of the prisons, in order that it may secure the revenue. ! The Hughes Bill is to be supported by Indianapolis and the adjacent country, in consideration of the fact that the Medical College branch of the Institution is to be located at Indianapolis. Lafayette and surroundings is offered the Agricultural College branch of the University for its support. Terre Haute is to be won over by an additional appropriation of $75,000 ' for" " the Normal School branch of the University.- The Terre Haute Express eagerly responds, "make the appropriation $100,000, and we are yours!" ' Mf. ITiifiiiEs will no doubt be perfectly willing to vote he extra $25,000 of the people's money, that the University may get control of the ' Normal SchooJaud lictate its management and course of study. We are fully persuaded that our i-ouimon schools ought not, in the slightest particular, to come under the. influence of a University which has mainly been devoted to the en couragement of classical learning. In proportion as their policy and pur poses are shaped by an institution of that character will they become less efficient as schools for the children of the masses, who can spare time to learn only the more common branches of English education. By placing the Normal School nnder the control of the University, and -permitting the latter through the former to dietate the kind of teachers which shall fill our common . schoohi,..their course of study and general management will be at the dictation of the University We think such a result would bo deplorablo in the extreme . Ji 1 The summary upon which we . base these reflections may not be strictly correct.! If it is, we warn members of the Legislature that the passage of the bill will resju.lt in wido-spread dissatisfaction throughout the State If the State University is absolutely suffering for money, let an appropria tion for it be made direct. So of the Normal School. : We do not have any very pressing necessity for a State Medical School or an Agricultural College, and both, if established, will prove more expensive than beneficial. At the present' progress wo shall soon be called on to make appropriations to establish colleges for learning trades at the expense of the State. We see no reason why - mechanical as well as agricultural or medicinal colleges should' not be established and sustained by the State. . State Educational Syitem. Mr. . Hughes introduced ; into the Senate, yesterday, a proposition that looks to the reorganization ot the educational system of the State, and it is of so comprehensive a character as to demand serious consideration. The bill in question virtually makes the State University the center the head, in fact, of the system and all the other institutions that receive aid from the State tributary to jt The idea of the bill, as we understand it, is to make , the State University, a University not only in name but in fact, Jo which all the branches "of learning and science shall be taught, including law and theology. So far as the University is concerned, the bill coutains provisions for incioa-siu and securing its endowment, appropriati ng hereafter $25,000 annually, in addition to the appropriations that have heretofore beeu made for its support, and pledging the faith of the Slate that the aid thus appropriated shall never be withdrawn without the con sent of the Trustees and Faculty of that Institution. ,' ' ; The bill contains other provisions for the immediate benefit of the State University. It proposes to endow a law school and law library therein, by appropriating thereto any net revenue that may arise from the State prisons, or either of them, and in addition to provide free tuition in said University. The object of the bill, so far as the University is concerned, is to make it the leading educational institution in the State for all the higher branches, furnishing to it, by tho liberality of the State, such additional facilities that will draw to it all who wish to obtain the most thorough and liberal education. The bill also provides for establishing and endowing in this city a medical department of the said University, appropriating f 5,000 for the contingent expenses connected therewith. In connection there is a provision for the sale or lease of square No. 25, in Indianapolis, known as the University Square, empowering the city to purchase it, and providing for the investment or management (for said mediaal department,) of the proceeds thereof, and also for the government of said medical department. The establishment of this department if ihe University is the inducement held out to Indianapolis to vote for the bill, and the disposition of the University Square, so as to make it available for educational purposes in some way, will make it acceptable to all not immediately interested in the city or preserving the square for a public park. The bill, also, gobies up the Normal School at Terre Haute, places it usder the care and keeping of the mother institution. To make the bill acceptable to the people of that city and commend it to the favor of the educational interests of . the State generally, it proposes to appropriate $75,000 for the completion of the building and preparing it for occupancy. This would make the Normal School subsidiary to the State University a kind of preparatory department, in addition to what has been its primary, if not sole object the education of teachers. The bill likewise provides for the location of the Agricultural College at the Tippecanoe Battle Ground, settling that contested question by accepting the proposition of the Commissioners ot Tippecanoe County and others, and making the college a department of the State University and of course tributary to it. The bill is suflicicntly comprehensive, not only to locate the Agricultural College, but to provide for its organization and

.department ot that institution, with the care and responsibility of its su pervision. 1 his omnibus educational bill seems well ' calculated to 'satisfy and har monize many conflicting interests.. Lt the bill should become a law, with its present provisions, another step will probably.btt taken in. tho iuture, and that is to give the State University the- charge or administration of the State Common School system, dispensing with the Superintendent or Public lnstructiooi which, in many, respects, is an useless office, but affording a grand opportunity for a sharp, scheming man to put money in his purse out of its indirect emoluments, to a very considerable extent. Except in a speculative wav there is but little duty, if any, in the office of .Superintendent or Public Instruction that could fiot be just as well discharged, if not better, by other offices, without cost to the school fuud or the State Treasury. ' As we remarked in the beginning. the bill offered by .Judge Hughes is ot considerable, and it may be of ma terial, importance to the educational interests of the State, and ' hence it should have the careful consideration of all interested in the diffusion of knowledge, not only in the facilities afforded through the common schools. but in the endowment ot an institu tion with ample provisions for teaching the highest branches of learning and science. (? Aentmel. The Spring Elections. . It is to be hoped the Legislature will abolish all Spring elections, and have the tVate. county, township and city elections ail on the same day. Such a law would save Floyd County over three thousand dollars a year m the direct 'outlay for elections; and three times the amount in the time wasted over potty campaigns by can didates and their- friends. This is legislative reform that appeals alike to members of both parties. N, A. (ommercial. We agree with the Commercial that the change ought to be made. ; In the contested election case be tween Judges Thayer and Greenbank, tor the seat upon the bench ot the District Court of Philadelphia,-the votes in the ballot-box oi the bix (cenlh division of the Twentieth ward were recounted in the Legislature on Friday, and the result proved that Thayer had an actual majority of thirteen. The return ot the election officers had given Greenbank a majority ot sixtv-six in this division, and the result shows they were . either guilty of cross carelessness or ot traud Judge Thayer, Republican, will get the seat. " TriE number of hogs packed - in Illinois, Indiana, Kentucky, Ohio, Iowa, Wisconsin, and Missouri this season is estimated at 1,046,377, or 61.G7G less than the number packed last vear. ihese figures do not in elude Chicago. But it is generally admitted that the number packed in that city will not exceed 00,000, which would be 11)0,000 less than was packed last year. W. E. D.
