MONDAY... -FKBaUAKY 8, Vae Booavllle Kallroad. We iiave repeatedly expressed the opinion that the building of a railroad frora our city to Boonville ia impracticable. We are quite confident the road would not be self-sustaining were it constructed. But, as the friendit of the enterprise are enthusiastic jmd sanguine, we copy their proceedings, in order that our readers may knour just what is being accomplished. The gentlemen who represented the real estate and business interests of our city at the last Boonville meeting may hare spoken intelligently of the action of our people with regard to the road, but we think they did not. When Mr. Whittusiy asserted that the city of Evansville would contribute ne hundred thousand dollars toward the enterprise, either by corporation or by private subscription, and more, if necessary, ho efidently drew on his imagination -'strongly. We do not believe the half of one bun dred thousand dollars could be obtained ia this city for the construction of the road. We make this statement, beeause we believe it to be due to the people of Warrick County to know the facts in the case. We advise thevi to maJce an effort at ob taining subscription before incurring any expenses i the way of surveying a route for the read. They will soon ascertain in this way what can be accomplished. We should be gratified to see the subscription papers started and ascertain how much those who are so enthusiastic for the road will set down opposite their names. The people of Warrick County need an outlet to market, but the railroad will prove too expensive to be profitable. We think a good turnpike could be built for much 1 ss money, andVould prove even taoreteneficiat. We would at leaBt be gratified to have a committee of competent men examine into the whole matter and give ua the result of their investigations. Tfie Courier of Saturday contains a labored article to prove that Lour city taxes are not very high. It urges that the way to make a city grow is to expend money freely, notwithstanding it' will result int.igh taxes'It seems to think the growth and prosperity of a city may be' measured by the amount of taxes that are assessed We must not compare our taxes with small inland towns like Indianapolis, but with cities like Chicago, St. Louis, Cincinnati and New Yfirk. It thinks such a comparison will tell in favor of Evansville! The Couriet looks forward hopefully. The progress made by Mayor Walker's administration, in increasing taxation, indicates that the day is not far distant when we may rival even the tax-ridden city of New York. Two more years of shrewd financiering, such as converting six per cent, bonds into debt bearing twenty-two per cent, interest, will, in all probability, enable us to put on metropolitan airs so far as taxation is concerned. The Cou ier evidently has this in view, when it talks so joyously over a still further increase of our taxes. We presume, however, the people who pay the taxes will look at the matter differently. The Easiness and Commercial Pros preta of the I'ltj ihe Baltimore and Onto Bailroad VagnlAcent Scenery and a First Class Uoute. t BiLTiMOBi:, Md., Feb. 4th, 1S69. ; A visitor to this city, who has not seen it since the war, will be surprised at its growth and business activity. During the hostilities it suffered very materially in the loss of its Southern and Southwestern trade, which was by no means made up by. the large Government business created by army operations. But since the close of the war the merchants and capitalists of this city have been very active and enterprising, and have not only regained most of the trade of former days, but are pushiog out into new fields. The manufacturing interests of Baltimore are especially prosperous, and have a material influence upon its business activity and growth. An earnest effort is being made to make this a great entrepot between the Great West and Europe, by lines of first class steamers to European ports, by the enlargement of its harbor, warehouse and dock facilities, and by its greatly improved railroad connections to the West. By these means it is hoped to make it at least the second city on the seaboard as a port of import for merchandise and the landing of the vast stream of imigration from the German States, and point of shipment to Europe of the great staples of tobacco, Cotton, grain and provisions from the West. And it appears that this grand scheme is beginning to receive Ithe first fruits of its realization. The most prominent influcDca operating to secure these great results for Baltimore is the Baltimore & Ohio Bailroad .Company. Its , President, lion. John W. Garrett, has a national reputation for financial skill and business foresight and intelligence; and his far-reaching schemes for the extension atjd ramification of this great railroad corporation, are being rapidly made accomplished facts. The road, through its Wheeling and Parkeraburg branches, and extensions through Ohio to Columbus and Cin-
tlQfe into Biiotitfssful competition with the New Y "rk Central, Erie and Penoeylvaniarbads, thereby facilitating the tranfpr of shipments between Haiti more and the West. As a passenger route, it is also in a good position to ensure its full share of Eastern travel, and to distance all competition to the Southern seaboard States. A ride over the road from Bellaire to Baltimore' is one of the most delightful on the continent. By the present running arrangements, passengers from Evansville by the morning express leave Bellaire on the following morning in time to pass over the mountain ; scenery of the Allegheniea in daylight; thus obtaining a view of the Monocgahela Valley, the wild ' region of Cheat Riyer, with its steep grades, nigh' bridges, and dizzy line of travel, and the elevated mountain section, with, its magnificent views. We arrive at Cumberland in time for a good supper; and those who are not in great haste, and have an eye for the beautiful in nature, will take a night's. re"st at one of the comfortable! well-kept hotels of the attractive little city of Cumberland. After' a good,,brjojikfaat,.take: the morning train East, and the day's travel brings us along down the charming valley of the Potomac to Harper's Ferry, rich in war reminis oenee8,and presenting what J effkrson claimed as the most magnificent views of nature oa the " continent; thence over the mountain range, down into and along the lovely valley of the Patapsco, reaching -Baltimore in the afternoon, completing one of the most delightful day's travel to be selected anywhere, ,,No American, wha takes a pride in 4 his country should forego the pleasure of such a journey. A large number of the readers of the Journal will soon bo coming to Washington Cify to attend the Inauguration Ceremonies of our Soldier President. Ttie Company tm bi Org-nn'sed on Haliiriiajr ib 131 h lust. , Pursuant to notice, a large and influential assembly of our citizens met at the Court House in Boonville, on Saturday last, to forward the projected railroad between Evansville and Boonville. .It had been announced that a Company would be organized on the occasion, and many came fully expecting such would be the case, but owing to the fact that the Committee appointed at the last meeting to draft the necessary papers. tor the formation of a Company, had failed to report, a new Committee of three was appointed, and the organization postponed until Saturday, the 13th inst. . , 1 The city of Evansville was represented by the following gentlemen, who were appointed a Committee by a late meeting held in that city, to confer with our citizens, and take such initiatory steps as may he proper to build the road: Messrs, Jas. D. Saunders, A. T. Whittlesey, Hermann Fendrich. Thomas D. Smith and John App. Several other citizens of Evansville were also present. On motion, the officers of the former meeting, held here on the ICth ultH consisting of .Dr. Wm.jL. Barker. President; Messrs. Nathan Pyeatt and Peter Goad. Vice President?. and LE. L. Crawford and M. W. Bennett, Secretaries, were unanimously reelected. Ai T. Whittlesey, Eeq ; and Mr. Lowenstein, 1 of the Evansville Democrat, were added to the list of Secretaries. ; On motion, the proceedings -ot the railroad meeting, held in Evansville, on the 23d ult.r was . read, , , , .,.-. i A. T. Whittlesey, Esq., . was ; called upon,' and made a speech favoring the road, and fully explained the modus operandi of organizing a Bailroad Company, die thought that how was the proper-time to eomtnenco the workwblie the fever was. up. - Vanderburgh and Warrick Counties were fully able to build the road, and the great interests of the two counties de . manded it. The, city -cf Evansville would contribute one hundred thousand dollars towards "the enterprise, either by the corporation or by private subscription and more if necessary, lie closed by urging the necessity of immediate action being taken in the matter. The President called upon other gentlemen from Evansvillo to express their views upon the subject. Loud calls were made for Mr. Hermann Fendrich, who stated that he thought there had been talk enough upon the subject, and the time for action had arrived. He sanctioned everything that Mr. Whittlesey said regarding the project, and would say that Evansville would back Boonville in the matter in a substantial manner. Mr. James D. Saunders, an experienced engineer and surveyor, of Evansville, being called upon, gave a probable estimate of the cost of the road. He thought a road similar to the Crawford svifle & EvansviJle Iload, could be built for $15,000 per mile, including roiling stock and suitable depots at both ends of the line. He stated that after the Company was organized a survey eould be made of the different routes proposed in a few weeks. : - The Committee appointed to draft Articles of Association being called for, and failing to report, on motion, the Committee was discharged, and a new one appointed, who were instructed to employ Judge Igleheart, of Evansville, to draft the said Articles of Association. On motion, a committee of three were appointed tooallupon the County Commissioners, and get their views upon the subjact of calling an election of the people to vote a tax. bled in Indianapolis, to nass an act authorizing the Couuty Commissioners to call a special election of the voters of Warrick County to levy a tax to build a railroad from Boonville to Evansville, or such a tax as may be necessary, in addition to what may be subscribed by private subscription. ft Messrs. S. D. Dial, Dr. W. W Slaughter, and J. B. Bethel, were appointed to serve upon this Committee. Dr. Wm. W. Slaughter was called upon for a speech, which he responded to in a very happy manner. He believed the people of Warrick County were thoroughly aroused to the importance of immediate action in this matter. The road we must have. He favored the Newburgh route, and thought the road could be constructed that way cheaper than by way of the canal. He thought, also, that more money would be subscribed by that route Ohio and Anderson townships alone would contribute $50,000, and, if necessary, $100,000. Dr. Slaughter thought the time would be short until the road would be extended on to Mitchell, where it would connect with the O. & M. R. 11. This would give us railroad communication with, the East and South. ... Speeches were also made by Captain S. D. Dial, Major E. A. Baker, John App, Esq., and Nathan Pyeatt, Esq,, urging the necessity of the speedy construction of the road, and showing the great advantages to be derived from it by the citizens of Warrick and Vanderburgh counties On motion, the President requesled all m favor of immediately commeue ing the proposed road to rise. The vast assemblage rose to their lect as one man. - Oa motion, the Warrick and Van derburgh county papers were requested to publish the proceedings of the meeting. On motion, the meeting adjourned, to meet again on Saturday, the loth inst.. when Artieles of Association would be produced, and a company ormed. Such laws to apply to State and county officers. Important Transaction In Insurance. We learn that the Travelers' Insuranco Company, of Hartford, Conn, through the Manager of their West em Department, .Gen. Julius White, have concluded negotiations with the 1'rovident lute Insurance and Investment Company of this city, by which all the outstanding accident policies of the , latter have been assumed by tne iraveiers . The arrangement also embraces the relinquishment by the Provident to the Kailway Passengers' Assurance Company, of all their business of accident insurance by tickets, heretofore sold by them at the railway stations. Both the Travelers and the Kailway Passengers' Assurance Companies are under the Presidency of James G. Batterson, Esq., of Hartford, who was the originator of accident insurance in "the United . States, and who, by reason of his eminent ability in the science of life insurance, was recently elected President of the National Chamber of Life Insurance. Under such management a high-toned, liberal and expanded view of the relations of the insurer and insured may be expected. Accident Insurance is a necessity the people cannot afford to be with-' out. Its magnitude and importance. in a business point ot view, and its benefit . to policy-holders, may be gathered from the fact that, during its comparatively brief history, embracing a period of less than five years, the Travelers' Insurance Company 1 Hartford, Conn., has issued one hundred and fifty thuiaul accident jxlicie and has paid more than ten thousand claims lor injuries, fatal or. nonfatal, thus disbursing to its policyholders nearly nine hundred thowsind dollars, cooftrring upon the insured a larger benefit than any other company has ever done in the same period of its liistoo7. t . . Take a single instance of its value, the case, of Charles M. Rogers, lately murdered in New York City. When Mr. Rogers paid the- Travelers a premium of fifty dollars, far a year's insurance of: $10,000, there was probably no one hazard against which he considered himself more secure than that of being murdered. ; The ample security, and the valuable insurance granted for ro small a premium, makes it unquestionably the most desirable policy ia the world ; for it cannot be disputed that, in proEortion to the premium paid, the enefit3 conferred are incomparably larger than has ever before been known in the history of insurance.
