Tho probability is, however, that at least , thro of the talkcd-of roads will never bo constructed, and we 'ad vise firmers not to dispose of their teams uatil they hear tho snort of the iron horse on their premises. We have repeatedly expressed the opinion that tho improvement of the common roads is being overlooked in tho mania for railroads, and that in many instances the construction of good turnpikes would prove even more , beneficial than railroads. Short line railroads have almost invariably prov- ,! nnnrofitable and swamped all the flfltiital invested in them. The buildin" of a railroad is not the greatest of the expenses. The running of the cars and the incidental expenses con-np.-tid therewith, to say nothiDg of the heavy outlay required to keep tho road bed in repair, mafco a certain amount of business absolutely necessary to prevent the road going into bankruptcy, even after it is com pic ted. Good turnpike roads, while they cost somethinir to keep them in repair, are not near 60 costly in the first instance as railroads, and are really more available for local purposes. We honestly believe a good turnpike to Boonville would result in pouring into our city a greater amount of produce, daily, than would be secured by a railroad. We may be mistaken in this, but think not. A farmer, although the railroad mav run through his firm, unless he is fortunate enough to have a station, and few can do ; that, is compelled to hitch up his horses and drag his produce through tho mud for miles in order to get it shipped. , Were the railroad a turn pike he could at once convey his pro ) duco to market with, less delay and labor than he had to put forth to get it to the station, and at the same time save tho freight, no insignificant item. Local freights on alt roads are heavy, and on a short road. would have to be unusually so to keep it up. So mueh by the way. 4 ; We have received the copy of a handbill calling a meeting of the citizens of Gibson County and Mount Canncl, Illinois, at Patoka, on Thursday, the 11th inat,, to take into consideration the propriety of building a railroad from New Albany to ; St. Louis, via Patoka and Mount Carmel. Oflato New Albany has gone into the railroad meeting business extensively. She has three gigantic enter prises on foot: one from New Albany to Terre Haute; another to Vincennes; and the third to St. Louis In the meantime, one of the two roads that she already possesses is about to be abandoned; or, at least, is in the condition of a badly spavined horse, and is constantly changing hands. - The meeting at Patoka on the 11th, ii for the'purpose of selecting delegates to a meeting to be held at New Albany, some time about the 2Cth inat., and also to ascertain, if possible, what amount of stock and interest would be taken, should New Albany desire tho construction of the road. A correspondent suggests that the road would be advantageous to Evansvillo. It would, beyond a. doubt, and we hope it may be built. We also hope some of our leading business men will make their arrangements to attend the meeting and represent Evanville in talking up the enterprise. Every undertaking that is in the least calculated to improve tho country tributary to our city, improves the city, and to that extent, if no more, we are interested in it. We are anxious to Bee how muoh stock New Albany takes in the enterprise, because upon that, to a great extent, will depend the sucoess of the road. We are aware that'the talking part of the road will have justice done it in New Albany. Bat the cash subscriptions are what builds roads. Evansrille has one or two enterprises on foot, now, which are progressing noiselessly, bat none the less surely. When they are all well nigh completed, we think she will d:rect her attention to a road to St. Louis through Southern Illinois. Next to the enterprises on foot, we regard the St. Louis Road of most importance. The day is not far distant when it will be built. In the meantime, if the New Albany project is successful, our merchants will reap a rich harvost from it, in epite of a discrimination against U3 in freights, which will undoubtedly bo made. I date this at what Borne of its people would call the Athens of Suckerdom, it being noted not only as the seat of the;humane institutions of the State, but also of several institutions of learning. Illinois College is hero, under the care of the Congregation! alists. It was originally the property, as is said, of both Presbyterians and Congregationalists, but by some process of manipulation, not approved by the former denomination, waa transferred to the sole care of the latter; a thing which I cannot but regard as unfortunate, as the College is not in a "prosperous state having at the pres

It ba3 a fine corps of The Rev, Dr. Stnitevant, its Prei dent, is a man of mark, always fore most in all the loading humanitarian enterprises of tbe-ge- - One advantage the people here reap from the . existence of tho College, is a first-class oourse of lectures every Winter. They are secured by the two Literary Societies, and are a source of revenue to them and a means by which their libraries are annually supplied with new books. It is rarely tiis case that a lecture does not draw Bumeiently well to leave a balance over for the societies, as the citizens have not only a lecture-going tendency, but an inclination to encourage the students in their laudable aim. Mark Twain lectures ior them next Tuesday evening. Better thmcs can be said ot the Female Seminarios of the city. One under the patronage of the New School Presbyterians, another under that of the Methodist, and a third. the Atltemtum, under the care ot Professor Saunders. In each of these first-class schools, there are about one hundred and fifty pupils. The citv. within the last live years, has prospered more in the way of church buildings than anything else. Dr. Glover, New School Presbyterian, has the largest Church and church building in tho city. i.nc house seats readily a thousand persons, and is elegant in all its appointments, both internal and external. On last Sabbath the Eastend Meth odist Church dedicated the basement of a beautiful building in process of erection. The exereises were doeply interesting, and by popular appeals through the day, no less than nine thousand dollars were pledged, by which the main audience room is to be finished early in the season. Directly opposite, on State Street, is a new Church edifice, belonging to the Christian sect ot liaptists, an ornament to the.city, but it is unfor tunate that they have paraded in glaring letters, cut in marbto " The Church ot Christ, leading some to feel that they would thus advertist the world that their opposite neigh bor was not, even as they, the Church of Christ. - Still further east, and perhaps on a grander scale, the lioman Catholics are also rearing a beautiful structure and I find that here, as in almost all other cities, they are largely aided by the outside world and by Protestants Bat if Protestants will thus do what Roman Catholics consider an incon sistency, surely they are not to be blamed for taking advantage of this super-abundant liberality. Is there so little difference between Romanism and Protestantism, that the latter can, consistently with their implied protest, help the former to propagate their dojermasr One ot the noblest charities 1 know of is now being made by a Jackson ville lady. A Mrs. Ayres is about transferring a large property, with a building erected apon it originally for a lheological school for the Christian sect, to the Society of " Dea conesses of the State of Illinois,' who are to receive it in trust for, and superintend in it, an Orphan Aayiuni I learned from her that before ehe could legally make the transfer, she had to pay to the United States five per cent, of its valuation, bho justly regards this as almost outrageous: as she says, " If I choose to rent it for a beer garden and place ot low resort, 1 can do it without charge, and have a handsome income; but it 1 give awav as a home for orphan children am to pay hundreds of dollars for the privilege. It does not scemrigat; and 1 agreed with her. And, by-the-bye, Jacksonville must bo a very beautiful city when it is not, as now, involved black mud. .And this prairio mud i abominable. You slip in it as thouel it was half grease, and it sticks to you as if it were putty. Jacksonvill claims to be a very moral and sobc place. I was told by citizens that spiritdous liquors were not sold within the corporation: though 1 was to! by some persons, who said they spoke by the record, that there were places enough where it can be bought. lhey are awake on temperance surheently to hold weekly meetings which rotate from church to church Last night it, was in the Congrega tion u Church. Great excitement prevails in part of the State because of an endeavor on the part of the temperance men secure a clause in the new constifu tion prohibitory of the manufactures or sale of liquors for other than man ufacturing and medicinal purposes lhe temperance men are trying make this a test question. to Business in Jacksonville is said to be very dull. Tho population is about thirteen or fifteen thousand. Its rail road facilities do not conduce to th building up of a wholesale trade. Of the population, there are, it is said about two thousand Portuguese, wh were driven away irom the island ot Maderia, some twenty years apo, on account of their religion. They have a remarkably good reputation for industry, honesty and piety. They have two churches, both Presbyterian, and givo more time to worship than any other denomination in the city. I have had the pleasure, while here, of being the guest of Mr. W. Knox, father of our good friend in the Insurance Office of the Ejrst National Bank. Mr. K. is doing a substantial business in one of the large flouring mills of the city. He has a delightful family, making my visit here extremely pleasant. He is at the present time deeply interested in bringing out a new adjustment for scouring wheat, which he thinks will be of great benefit to the trade. By it the cleansing of wheat is accomplished so perfectly and so easily, that the imErovement or "patent" is like'y to e universally introduced. Talking of wheat, the farmers here making long faces because of poor prices, and yet withall we have to pay dearly for the best brands of flour. But I am weary and doubtless so are your readers, so good bye. Yours, M. Education of Colored Children. The question of providing by law for the education of tho colored children of the State is one of general interest, and as the bill reported from the Committee on Education, in our State Legislature, is likely to excite considerable debate, we lay it before our readers this morning: A Bill to provide for the Education of Colored Children, apjilfftng all school laws thereto, and repealing all laws inconsistent herevnth. SECTION 1. Beit enacted by tlie General Assembly of the State of Indiana, That in assessing taxes for school purposes, there shall be no omissions or distinctions made on account of race or color; but each-and t. very person s property, of every kind and description, shall be assessed the saiuo as any other person's property, for the same purpose. SjEC. 2. It shall be unlawful for any Trustee, Trustees, his or their agent or agents, of any township, town, or
city, in sa iking ao enumeration of the children of school age of said township. townor city, to omit the hame3 or number of any person on account of the existence of any previous law or prejudice; but he shall enumerate and list, according to the forms of law, every parent, guardian, and child living within such townshis, town, or city: Provided, That in any school district where colored children live, tho said Trustee, Trustee, his or their agent or agents, hhall enumerate and list such colored persons in sepa
rate lists, but in the same manner as thcr persons are enumerated and IStCd. Sec. 3. If in any school district of any township, town or city, there shall be a parent or guardian who obacts to the attendance ot any colored person at such school, on account of race or color, there shall bo called, by public notice, stating time, place and purpose, a meeting ot the regular voters of said school district, at which meeting the question shall be, Shall the colored children of this district be excluded from our school on account of race and color?" And if there are one-third of the legal votes of said school district given in favor thercol, then such colored children shall be excluded, and not otherwise. Sec. 4. V hen the colored children of any school district are excluded as above, it shall ha the duty of the Irustec or lrustees ot said township, town or city, to organize the colored children into a separate school, under the same rules and regulations, and having the same rights and pnvilegea of aoy and every other public school in the township. But if there are not enough colored children in the dis trict to form a separate school, he may consolidate uoh colored children with those of any or all other school districts in the township, town or city, that is sufficiently near to be avail able for that purpose; which consol idated school shall be controlled in all respects as othsr public schools of the same township, town or city. But if there arc not a sufficient number within reasonable distance to bo thus consolidated, the said Trustee or Trus teea shall provide such other means ot education for said colored children as shall use their portion ot school revenue to the very best advantage. Sec. 5. Every portion of all laws in regard to nchool matters, not inconsistent with this act, shall apply equally to all, without regard to race or color; and all laws and parts ot laws, inconsistent with the provisions of this act, aro hereby repealed.
