McCarty, the retiring Auditor, with a very handsome silver service. :; Twenty six thousand dollars is the ' sum of individual subscription asked of citizens of New Albany for the :. The Gazette estimates : the expenses for 1809 at The Tariff Men. , The Washington correspondent of the Cincinnati Commercial shows up the tariff men in a manner that ought to be highly satisfactory to the people of the West, if not to the gentlemen . themselves.. We copy a few paragraphs concerning the debate on " printing Secretary Wells' report. Referring to Judge Kelley's speech the correspondent saysr The Judge bfgm by admitting that Wells' tgures were correct enough, but so marshaled as to create a false impression, or rather a fraudulent y conclusion. It was saying to the laboring meu of Europe. You must not come here, for here the rich grow richer and the poor poorer. Then forgetting what he had admitted, he began attacking the facts "by giving . some from his own observation. . He thought Congress would do a great " wrong by spreading such a document before the world. This was all, and the monopolists who had heard in advance that the learned Penosylvanian was going to annihilate Commissioner - Wells, and hal gathered around him, turned away disappointed. Gen, Gar- -, field . replied, in a happy little impromptu speech to this war on statistics. Ho. expressed his surprise that the gentleman from Pennsylvania should admit away his case by confessing that Commissioner Wells' figures were correct. Mr. Wells claims to set . up no theory or advocate no policy. He has only gone to great " labor, and collected a multitude of facts. He leaves us to draw our own conclusions, and with these conclu- " sitfns the gentleman makes his fight. General Garfield mierht have left Judge Kelley's speech, with this clsar statement of its condition, but he continued by calliag attention to the fact that in May last he had asserted that the cost of living had gone up ninety per cent., and waees had augmented only sixty per cent.: and now he had the satisfaction of finding that his own observations were sustained by this masterly array of figures, collect- , ed with unparalleled clearness and labor. Turninsr to page fifteen of the report, he read the statement that the cost of living, food, clothing, and shelter of families, in this country, was seventy-eight per cent, higher now than it was the year before the war, while the wages for unskilled labor had increased only fifty per cent, and skilled labor only sixty per cent. And all this comes of the mean, eelfish U3e of this immense power of the General Government, that has been wielded without conscience or principle, for the benefit of capital concentrated in the hands of a few men. The result is a failureof republican government, for under the thing socalled the rich grow richer and the poor poorer. Let any man, reading this, look about him and note how capital has doubled and trebled in the hands of a few of his neighbors, while embarrassment, want, and even poverty, stare the masses in the face. Look at the Savings Dank," roared Kelley; " see how the savings of the poor have accumulated." i heJact that 8ach deposits pay only half taxation ot other property, 'oirinst of the Sfat..s, accounts for that, responded General Garfield " Talk about your tariff being prohibitory, when railroad iron, at the cost of millions, is being bought in . Europe," screamed Kelley. & "I know something of that," responded Garfield. "I leprese'nt a large iron interest, and the reason that our railroads are driven abroad . for iron is to be found in the fact that their orders cannot be filled at home. . Come. now. Let any gentleman on . this floor dare say that the rolling .mill in his District is not crowded with work has not more orders than if can fill, and I am willing to listen. The fact is, these mills are running to their full capacity, at their own prices, and realizing vast sums every year."

The worst feature eonnecTpd with this is the utter demoralization of the service. The law-making power, being devoted to tho building up of first one interest and then another, brings about its lobbies a horde of hungry scoundrels, whose very breath poisons the atmosphere, lhe masses, noi understanding tho process, sicken over the results and grow disgusted with their own institutions. I passed from the House to the Snatfl and found that dignified body of imbeciles discussing the proposed tariff on copper. They resembled a hand of thieves dividing their plunder. "We must," cried one, "make the American people pay more for corner, so as to save the miners of Lake Superior- from ptarving." Mr. Davis was so touched by this destitu tion that he offered to transfer to the miners the Kentucky branch of the r reedmen s lsureau. . lucre was a laugh, but the eloquent advocates.of the destitute miners looked upbraidingly at the heartless Kentuckian. The lobby representing these destitute nitners. had only expended about a million in getting through a bill for their relief, lbat horso-roarine. ben ator Wilson, said the tendency of all such legislation, protecting certain interests not found in New England, was to raise up and strengthen the enemies of our whole tariff system, and he was, therefore, opposed to it. And so we eo. We owe our late success to tne louy oi iue enemy and the Presidential popularity of General Grant, to whose military coat-tail we swung our organization with desperate energy. Hon. D. D. Pratt. The Senatorial contest, which has occupied the attention of the people ot the State, aa well as tne memoers of the Legislature, for the past two weeks, was happily terminated yester dav. bv the - nomination of the Hon Daniel D. Pratt, of Logansport, as the successor of Hon. lhomas A. tien dricks, in the Senate of the United States, for six years from the fourth day of March next. The vote stood 83 for Pratt to 60 for Hendricks. Mr. Pratt was born in Cazeaoria, Madison County, New York, in 1814, and is now in the fifty-sixth year of his age. lie graduated at Hamilton College, New York, in . 1831, at the early age of seventeen, with tne highest honors of his class. He was an earnest and laborious student pover ty spurring him to almost super hu man exertion to make the most of his only opportunity. In the Spring of 1832, afoot and alone, he started for the great West, to begin the struggle and battle of life among strangers, with no capital but his education, backed by great energy and perseverance, and with scarcely funds enough try defray hi3 expenses, lie reached Cincinnati in April, where he entered into an engagement as teacher in a common school at Lawrcnceburg, Dearborn County, in this State, which he retained until the Soring of lSkiJ. when he was elected Principal of the Seminary at Rising Sun, Ohio County then one ot the most nourishing institutions ot learn ing in the southeastern part of the State. Having determined upon the law for his profession he came to In dianapolis in 182 1 and began hi legal studies in the office of Messrs. Flclher & Butler, then among the leading members of the bar in the State, and remained with them until 1836, when. having been admitted to practice in the various Courts of the State, he located at .Logansport, Cass Uounry, where he has devoted himself almost exclusively to the practice of his pro fession in that and the adjoining Ju dicial Districts, up the the present. with great credit to himself and honor to the profession. In 1S17 he was nominated by the Whig party of the Ninth District as their candidate for Congress, but the District, as well as the State, being at that time Democratic, be waa deleated by a small majority. In 1851, and again in 1S53, he was a member of the lower branch of the General Assembly of Indiana, and was an active and earnest member, taking a laborious part in its pro cecdines, and exerting great influence in the important legislation of that period. In 185(5. he "was a candidate for District Elector on the Republican ticket, and hassinco the organization ot the party been an ardent and zeal ous supporter ot its principles. In 1860, he was selected as a dele gate for the State at large, to the Na tional Republican Convention at Chicago. Being a man of large and prepossessing appearance, with a voice in proportion to his mental as well as physical proportions, he was selected I as Heading Uierk, and will be well who assembled at that great and im portant convention. In 1S63. he was put id. nomination aud supported by the Republican minority of that ever-memorable ses sion of the General Assembly as their candidate for the United States Sen ate, but as the Legislature was largely Democratic, there was no hope of success. In 1868. he was nominated for Con gress in the Eighth Congressional District, and abandoning all else. devoted his whole energy and power to the canvass, and by his eloquence and convincing argument, added no little to the success of the Republican party. In his profession he sustains a most enviable reputation as a jurist he is eminent; as a member ot society he stands deservedly high. A finished scholar, of great and refined mental culture: with a genial disposition, in termingled with a never-tailing fund of humor, wit and sentiment com bined, he is the life of the circle of his professional friends and neigh bors. Upright in his character, gen tlemanly in his deportment, generous and sympathetic in his disposition. unostentatious in manner, modest and retiring to a fault, strictly exem plary in his deportment in short, possessing all the qualities which should ever characterize a great and good man. He will fill the high and honorable position to which he has been chosen, with honor to himself and Credit to the State and the party which has chcen him, without even soliciting his cinsent. With two such Senators as Oliver P. Morton and Daniel D.Pratt in the Senate of the United States, Indiana will be second in point of ability and influence to no other iVate. Extension of the K. & C. B. R. Our people will be pleased to learn that new life has been infused into the enterprise of extending the Evansville & Crawfordsville Railroad from Rockville, its present terminus, through Crawfordsville and Fankfort to Logansport. There is now every prospect that the work will be pushed forward, and probably completed the coming season. Some time since the Commissioners of Parke County voted a donation of ten thousand dollars

per mile, to the county Ims, to any company who would build a road connecting Rockville with some railroad point north, and the friends of the above mentioned route, acting upon the maxim that the early bird catches the worm, have gone to work in earnest to secure the donation and build the road. An adjourned meeting was held at Waveland pn. That meeting also appointed General Wallace and Mr. Milligan a ftnmmittea to attend a meeting of the eitizons of Clinton County oa last Saturday, at Frankfort. The meeting was verv large v attended, every part of the county being fully represented; together with the eastern part of Montgomery and the northern part of Soone County. Hie meeting passed a resolution declaring that the Com missioners of . Clinton County ought tn donate a sum not to exceed ten thousand dollars per mile, to build the road. The meeting adjourned to meet at Darlington, to-day. when the nermanent organization of the Company will take place, to Duua mo second link in the extension, namely, from Crawtordsville to if ranktort The verv best men in the country, throneh which the road passes, are taking hold of the matter, and backed, up as they are by the earnest desire of the masses, that the road may De speedily completed, there is ho doubt that the roaa wm De Dune. The opening of this road will give the people of that section of country easy access to the coal fields of Parke County, and will , also atford the longdesired direct communication with Evansville, and thereby lurnish a desirable outlet to Southern markets,Terre Haute Express, Saturday.
