The renort or the majority or the Judiciary Committee in the case of Senator Hill, of Georgia, bases his exclusion on the fact that he received the votes of the larger number of the members of the Legislature who were disqualified under . the fourteenth Amendment, and on the additional fact of the expulsion of the colored members ot the .Legislature. Ihe Committee also state, on the author ity of the agents or the h reedmen s Bureau, as another reason for Mr. Hill's expulsion, that Georgia is in a condition of anarchy, 336 murders having been committed in the State between January 15th and November 1st, ISCS.and that its civil government has evinced inability or unwillingness to protect the rights of all its citizens.
