Yesterday much curiosity wasmaoifesfced by members of the liauie, as well as outsiders,, in relation to the disposition the Senate would make of the resolutions pending before that holy at tha time of adjournment the evening previous, and notwithstandiog the exceeding inclement weather, at the hour for the meeting; of that body, the lobbies were filled with spectators. Promptly at 3. P. K., Hon. Will Cumback, President of the Senate, surrendered the Uhair to Col. Robinson, the Senat&r from Madison, when the Senate was resolved into a Committee of the Whole for tbe purpose of Consider! 9g the resolutions of censure and couijbendatiou of which ' mention wasi made in my last letter to tha Journal. The Senator from Switzerland, Mr. Bellamy, wasr called to the Chair, and immediately J adge Uughea took the floor, and proceeded to speak at length, commencing at the beginning of the proceedings, and traveling over the entire ground, which had been traveled over in debate twice before. After the conclusion of hia remarks, further debate sprung up between members of the Senate, which was protracted ' long after the usual hour for adjournment. The Committee then rose, reported progress, and the Senate adjourned uail Monday at 2 P. M., when a further discussion of this matter will be had. The discussion, from the commencement, has been the most extraord'niry for a legislative ' body, it The widest range has been allowed the members speaking on both sides of the question ; and matters personal, and in many cases entirely irrelevant to the subject under consideration, have been dragged into the discussion with a freedom that was most astonishing. It was the opinion of many that after the cauctis nomination .for Senator, some disposition 6f this matter would have been readily made,' but it is not out of the way of the St, oat e yet, and Mr. Cum back's opposers appear determined to keep-up' a are upon him nntil the last Tnomcnf, ana defeat him if it is possible to do so.; But this cannot be done, since the Republican members of both Houses except tren, participated in the caucus, and are of course pledged to his support. Messrs. Stein and Hooper decline to support Mr. Cumback in consequence of this correspondence, as they allege, while Cravens declares that hid ob iection is purely upon the ground of the constitutional ineligibility of the Lieut. Governor. The Democrats have been most industrious in their efforts to sow discord in the ranks of the Republican members, but how far they have been ?ueiiessf ul has not yet transpired in full. They held a caucus last night in the Senate chamber, at which Williams, of Knox, presided. Nothing has transpired since the last writing, to ehanse the opinion that the Democrats will unite on some Republican to defeat Mr. Cumback, except it be the faint denials of Senators yesterday, which denials must be received with " many prairs of allowance," if you wish tD be on ihe safe side. The Rjpuh'ttan caucus was in session again hst night, in the Representatives' Hall, and proceeded to the nomination of candidates for State Prison Directors. For the State Prison, North, A. JXlHannick, oi Putnam, James M. Tyner, of Miami, and l.-aao W. Hart, of Fountain, were loosen; and for the State Prison, South, Mr. W. W. Cuiry." The caucus then proceeded to the nomination of a fckate Librarian, and the choice jell upon Mr.M.G. MeLain.of Putnam, a one-armed soldier. They said they ruled the villages, begged for peace and permission for their people, to come in, asking no terms but from a paper to protect them from the operations of our troops while en route. They report the tribes in mourning for their losses, their people , starving,, their ponies dying, their does all eaten up, and had no buffalo. We had forced them into the canons on the eastern edge of the staked plains, where there was no small game or buujlo J, hey are in a bad fix, and desire to surrender unconditionally. Yesterday we received a few papers. the first for a month, and I see it alleged by the Indian agents that the lilack Kettle band were on their reservation at the tin?? they were attacked. This h a falsehood. The Reservation cxrends but thirty miles np the WaMitita, from xort Cobb. The battle took place one hundred and twenty miles up that stream, from here. ' It is also alleged that "the band was friendly. No one could make such an assertion who had any Tegard for truth. The young men of this band commenced tae war. 1 - can 'give the names of some of Black Kettle's young men who were out depredating at Fort Dodge when the village was vriped out.. Mules were taken from the trains, mail matter carried off, and couriers; murdered. . Photographs, stolen from the Bcenes of the outrages on the iSplomon and silver Rivers, in Kansas, were lound in the captured camp, and in addition 1 have their own illustrated history, found in their camp, showing the different fights or murders this tribe were engaged in. the trains attacked, the pay parties attacked about Fort Wallace, and the women, citizens and soldiers killed. It is at the service of any one desiring information on the subject. It should be known, also, that I invited Black Kettle and family to come in with the Arrapohoe chief. A council waa being held by a large number of chiefs. Ihe object of the council was unknown. The Indians are quiet along the Upper Missouri. A party has returned from the pursuit of the Indians in the Cache la 1'andre, and succeeded in capturing HXI horses and killing one Indian.; ing of the Woman's Suffrage Association mis aiternoon, a good deal ot business was transacted, and an in creased interest in the cause was mani fested. Ihe attendance was quite large.' Mrs. John Phelps was added to the delegation to attend the Wash ineton Convention. A large delega tion ot ladies was appointed to visit Jefferson City to lay the subject of female suffrage betore tbe Legislature, with the view of obtaining an amend ment to the Constitution striking out the word male. 1 hey also amend ed their own Constitution by striking out the word female, and a number of gentlemen joined the Association. Tho first-ef-t fort has been made by many bills, and already a bill has passed "the Senate which reduces the rates for passenger travel on the railroads of that State to three cents ! per r;mile.' It is reported this will pass the House and be signed by the Governor. . , A similar movement is on 'foot in Iowa and Wisconsin, and the bears calculate this scheme will be success ful, and reduce tbe earnings of the western roads, and thereby depreciate the market; values on stock exchange. It is reported on the street that some roads will increase their capital stock for equipment, and it is rumored that the M. S. Directors have already authorized Ircsh issues for this purpose. Ihe bears calculate upon demoralization; the bulls ou any new issues of stocks, and take comfort from this. ,"The foregoing is the bear campiisrn as far as known, and it seems from this, the bears are not to remain mere passive observers of events in Wall Street any longer. The bulls will, of course, resist this attack of the bears, and battle between contending forces. This is the situation in Wall Street at present, and we are likely t t-ee lively times in the immediate luture. Tho Committee appointed by the Colored Men's National Convention, to wait upon the: Judiciary Committee of the House," had au interview with tho Committee yesterday, and were received in the most cordial manner. Mr. Weir addressed the Committee at length, stating fully tho wishes of the Convention, and the people he represented, relative to their condition, and uict respectfully urged upon them the importance of taking speedy L action in tho matter ol tho ulanchisement of the colored population, Nor ,h aud West. Mr. Downing respectfully urged upon the Committee the necessity of Congress passing au act providing that iu the payment ot bounties to colored soldiers u distinction! ou account of their former condition shall be made, but that those, borne on the muster roll as slaves shall receive the same bounties allowed to other soldiers for the same period and term of service. The Chairman of the Judiciary Committee in replying to the address of Mr. Weir, assured them that Congress was fully alive to the question of equal rights, and would not fail to take aatiou in the matter in a short time.
