It is stated that the Insurgents outnumber the Spanish garrison on the Island, aifd that there is every prospect that they will be successful. It Is thought that if they c.tn hold out till March, independence is certain. They conteinplete the total abolition of slavery, and will not have annexation to the United States unless as a final resort. The New York Tribune of the 4th Inst, edi tot tally says: We hope to see a constitutional amendment framed and adopted which will couple universal amnesty with impartial suffrage, and make It apart of our fundamental law. Of course, the Republicans of West Virginia, Missouri, and Tennesseewillnotliketo.be voted down In their respective States or In portions thereof by the now disfranchised rebels; bet no more will the now dominant rebels of Maryland, Kentucky, and Delaware relish the enfiancbisement of their black neighbors. A Biston dispatch of the 4th says Mayor Shnrllffe and the other members of the new city government were duly inaugurated to-day. The Mayor's inaugural message Is a document of great length, reviewing in detail the work of all branches of the city government during the past year, and speaking encouragingly of the material growth of the city. The landed debt of the 4th of January current is over sixteen and a half millions of dollars; the unfunded debt nearlv two and a half millions. A. suit has been brought in the Supreme Court by the stockholders of the Merchants' Union Express, to restrain the consolidation thereof with the American Express Co., and to prevent the collection of an assess ment of $'5 per share on the stockholders of the former company. The police captains and sergeants held a meeting, at the police head quarters to-day, to devise means ot securing ao increase of salary by the State Legislature. A committee wa? annotated to co to AlbanjK and if possible secure the necessary legislation. New York, Dec. 4 A premature explosion occurred yesterday noon at the wreck of the steamer Scotland off Sandy Hook, which resulted in the death of four men and the severely wounding of several others. The Neptuno Submarine Company made a contract with Government . last Fall to remove the wreck of the Scotland, and have been at work for several weeks, whenever the weather would permit, in blowing the wreck to pieces. There were about twenty men employed in this pervice, under charge of Capt. Wm. L. Churchill, late of the Navy, with the Company's steamer Commodore Trustos. Yesterday two charges cf powder were taken on board a small boat at Sandy Hook, aad towed out to the wreck. Another small boat was loaded containing an air pump, diving apparatus, two divers and tour men. The boat containing the two charges of powder, 87 pounds in each, was now manned by Captain Churchill himself and three men. The diver went down and signaled to have one charge sept down, which was done, leaving one charge in the boat. oth charges are connected by a wire several hundred feet in leusth. After placing the charge, the diver came up aud reported everything ready, when both began to pull away, but had proceeded half the usual distance, when from some unexplained cjusg the submerged explosion took place, followed almost instantaneously by the explosion or the reserved charge in the boat, blowing Captain Churchill and the men to atoms. It is supposed the. charge in the boat was exploded by the concussion Several men in the divers' boat were severely injured, and have been seat to hospital by the officers of the (Jom6 any. Beardsley, the electrition in the employ of the Company, was not present. New Yokk, Jan. 4. Morton and Thompson, the robbers .of the Merchant's Union Express, arrived at White Plains, late Saturday night. It is believed they will be used as witnesses against P. W. A- writer in the Tim-es discusses the present situ ation of France. He says: Ihe year ends with the most precarious peace the world ever saw, and pronounces M. Rouher a mere Afaire du Palais: notices the growth of democratic sen timent in r ranee, and declares that the Emperor must either check the press or abandon his present govern ment. London, Jan. 4. In view of President Johnson's amnesty proclamation of December 25th, Jeff. Davis, John Slidell, James W. Mason, A. Dudley Munn, and other ex-rebels are preparing to return to the United States. The press of London generally approve of the treaty between China and England, recently concluded by Lord Clarendon and - Minister Burliogame, FRANCE. Paris, January 4. The Ambassadors of China will have au interview with M. Laviolette, Minister ol Foreign Affairs, ou Wednesday. The Greek Government asks for a postponement of the meeting of the conference on the eastern difficulty, until the arrival at Paris of M. Delijounis, the Greek Minister to the Sublime Porte. ST. LOUIS. Tbe Bridge Across the Mississippi at Leavenworth, St. Louis, Jan. 4. Proposals for building a bridge across the Missouri River at Leavenworth, Kansas, were opened on the 1st. No award has been made, but the contest seems to lie between Charles Kellogg, of Phce nixville, Penn., and L. B. Boomer & Co., of Chicago. The bid of the former for a bridge, with cast iron top cords, is $628,500; for a bridge with wrought iron top cords is 6GG5,000, and for a railroad to carry material from the Missouri Valley Railroad track to the work, 1G,000. The bid i me jailer compaay ior uriusre with cast iron top cords is $673,490; and with wrought iron top cords is 699,490, accompanied with an offer to take a large amount of stock in the bridge. jHAVANA. Geo. lersundi Itolds a Grand Review Another Skirmish: between the Regular and Insurgent Troops Arrival of the Newly Appointed Captain General.. Havana, January 4. Captain General Lersundi held a grand review today of all the troops in, and around the city. No Dews has lately been received from Count Valmezeda, who, at last accounts, was out on the line between Nuevitae and Bayamon. The Gazeta publishes an account of a skirmish between the regular troops and the insurgents on the 2Gth ultimo, ia the vicinity of Manzallio, and claims a victory for the Government. No statement of the losses on either side is given. The newly appointed Captain General Dulce arrived this morning from Cadiz. He disembarked at noon, and was conducted to the palace, where he was installed and took possession of the Government. None of the demonstrations, which it was expected would be made by both Spaniards and Cubaa3 on his arrival, took

WASHINGTON. Treasurer Spinner (irant'a UeluraTaken Sick Gen -Army Affairs. Washington, January 4. Treasurer Spinner was taken quite sick this morning, and forced to retire from his desk at the department. He hai been exerting himself much lately iu the exercise of his official duties. General Grant will return to Washington this evening or to-morrow. The public debt statement will be issued about Friday. It cannot be definitely stated what reduction will be shown. During December. $G,7G0,000 was issued to the Pacific llailroad Companies, $-1,810,000 being issued to the Union, and the balance to the Central Pacific. A claim agent named L. F. Ito!fe has been arrested in this city, by officers of the Secret Service Division of the Treasury Department, charged with au attempt to commit fraud on the Government, by presenting claims to the Quartermaster Generai's Office, which had been paid. MEMPHIS. Affairs la Arkansas Rebel Accounts of the Same. Memphis, January 4. The shooting of citizens at Marion, Arkansas, reported last night, is said lo have occurred at Augusta instead of Marion. Numerous outrages by the militia having been reported here, General Granger sent Captain Poole, 25th Infantry, to investigate them, but he reported that he was unable to trace them to any reliable source. L meeting of refugees from Arkansi was" held here yesterday, Colonel D. C. Cross, President. After considerable discussion it was resolved to hold a meeting to-morrow at Mound City. General Granger and other United States officers are requested to attend. George li. Butter, of the Tennessee National Bank, wa3 brought before Jude Hunter this afternoon. The trial began, but was not concluded. The bail, however, is reduced to $3,000. The trial will probably be concluded to-morrow. LEAVENWORTH, Railroad Bridge BalMIn. Leavenworth. Ks., Dee. 4. The contract for building a railroad and hishway bridge over the Missouri River at this place, closed to-day with L. B. Boomer & Co., of Chicago the work to be commenced the first of February next, aud the bridge completed in eight months thereafter. The County Board this afternoon, by unanimous vote transferred its stook of five hundred thousand dollars in the Missouri River Railroad to the Leavenworth & Atchison Railroad Company'. This action ou the p.irt of the Bridge Company and Board of County Commissioners is believed to be the most important ever taken in behalf of Leavenworth. The railroad to Atchison will be built immediately, and the bridge within the time specified. The business prospects of Leavenworth are such that the old citizens believe the city will increase from l'ortv thousand inhabitants to one huudred thousand within five years. NEW ORLSJAETS. Meeting of the Lonlslana Legislature. New Orleans, January 4. The Legislature met to-day. A quorum was present in both Houses. A dispatch from Jefferson, Texa, reports that Capt tin W. Perry, an old and promioeut citizen of that place, was shot and killed last night. The deed ,is supposed to have , been done by soldiers through mistake. " Toronto, Jauuary 4. The Whelan case came up to-day before the Court of Error on appeal. The Judges unanimously cecided that the writ of error was the proper course to bring the prisoner before the Court. Hon. J. II. Cameron theu proceeded with his argument. Messrs. Robinson and Anderson replied for the Crown. The prisoner was remanded until the 22d, when a decision will be given. Atlanta, Ga., Jan. 4. It is generally understood that, when the Legislature of Georgia meets in thi3 city on the 13th, it will pass a resolution declaring that ia i's former action it was governed by an unbiassed construction of the Reconstruction Acts of Congress and the new Constitution of the State, and that it was not its purpose to deprive the negro of any political right.
