The General Convention of - the Protestant Episcopal Church, now in session in New York, commands the most extensive interest of any ecclesiastical body that has met for many years in this country. It is composed of all the .Bishops in the United States and Territories, numbering forty-two altogether; and of four clerical and four lay delegates from every Diocese, and chosen by the respective Dioceses. . These usually are selected with reference to learning and experience, and henco represent - the best taleut in the country. ; tThe House of Bishops constitute one branch of this legislative afseniblynd the House of Clerical and Lay Deputies the other, the one corresponding to our Senate, the other to the House of Representatives. Notice hu been called to the fact that thia is, the first deliberative gathering f any -kind, whether secular or religious, which has met since the beginning; of the civil war, and representing every State and Territory of the whole .Union. The Bishop who is oldest by cuiuecratioa presides in the Upper House. By the death of Bishop Hopkins, of Vermont, this duty now falls upon Bishop Smith, of Kentucky. Dr. Craik of Louisville, was unanimously chosen President of the Lower House, and thus Kentucky gives both presiding officers at the present session. The Convention meets only every third year. ' ARKANSAS. How the Ku-Klnx Beraocracj Rule. St. Louis, October 7. A Batesville, Arkansas, letter of September 2Sth, says there is intense excitement in that section of the State, occasioned by the assassination of Captain Mason, the President of the Board of Registration, and the subsequent killing, by Major Monks and his Missourians, of tour of the assissics. Capr. Siler, editor of the Latesville Republican, and the Lieutenant commanding a company of in'auiV,ttt batesville, bad gone to l'ulton .yuuijr 10 pacuy the neon a if possible,-" but u was th wouia do difiieulf ttt I.. -- although in , a minority, aro thoroughly exasperated at the conduct of the rebels Ihe letter further says, over three hundred and fifty homicides of Union men have been committed Bince the war, and not one capital punishment has taken place for all this crime. At no time have rebels been so contumacious and defiant as now. They gloated over the death of Mason, a' 'they did over the assassination of Dr. Johnson and the attempted murder of Wheeler and Darker. Rut to-day, when they see that the volcano which bas been quietly slumbering for three years, is

Decrease of tbe Public Debt. A Bore calamity has fallen upon the tribe of croaking Copperheads, and from an unexpected quarter. .: . . Notwithstanding Mr. McCulloch a promise to use all the influence of His office to promote the election ot &eymour and Blair, he has failed them at a' time when theymost .needed help, For-weeks t part the salaried news-mongers and lying PwpheU, maintained at Waghmgton by the donations of the whisky thieves, have been writing and telegraphing to the Seymour newspapers that the October of.foir.ont of the nublie debt would show an increase. On this the willing editors indited mournful homilies on the rapid" progress of the nation toward bankruptcy, and urged the ne cessity of putting the agents of the whisky ring into power to restore tne finances. :,,"V-.-,; :i.--: ' . But, to their utter amazement, the official statement shows an actual, re duction of the debt during the month of September.lncluding cash in tne treasury- ot fD.zyu.KH W. it. irom this, we deduct the amount of Pacific railroad bonds issued within the month, the decrease is still $97v 594 Q8; but these are n it properly .t debt of the Government, as the inter est and principal of them is primarily charfeable on the railroad companies, and the Government will not be called uDon to Dav them, except in the very imm-obable event of the insolvency ef those companies, and then . it would have the Pacing Railroad pledged a3 indemnity. f .-.i i'.f . This is a stunner to the croakers, bat it will not stop - their falsehoods. Luckily, however, their , occupation will be gone alter next Tuesday. Una item ot itadical extravagance during the past month .was the pay ment, in i gold coin, by the Demo cratic Secretary of the Treasury, of f 290,55a. of the Mexican war -debt contracted by the Democratic party over , twenty years ago. . This ' was a remnant of a debt ot many millions left unpaid by the Democratic ad ministrations of Presidents Polk Pierce, and Buchanan, and -which the latter specimen of a Democratic "statesman bequeathed to his Re publican successor, along with a civi war organized by the Democratic States of the Union for the avowed purpose of breaking up the Nationa Government.
