Commenced, and Parties Give Bonds for Trial.Every Republican who pava more - than a passing thought to the result - of i the? last city election, w is at the timo satisfied in his own miud that it was carried for the Democratic ticket by fraud. The outward evidences were apparent to all. Two or three days before the election leading Democratic politicians boasted that ITlMAX would be defeated at all hazards, notwithstandinst the known facts that the Fifth Ward, in which he was" a f candidate, wa3 decidedly Republican. The declaration wa3 openly paraded that they "had the votes" with which to beat William Baker for Mayor. It was known that the Irish and river boardins-houjes were filled to their utmost capacity with men but a 6 ,fjw days, before thejolection.. Strange face were seca upon the streets oo every hand. "Tha City Collector's office was filled with men who had never b'en seen before, procuring certificates of non-taxation. When the election 5 day caaic, ! these same men swarmed about the Vine Street votiDg pJaee; 'oiid when, .their votes , were challenged and their names were not found on the Registry, they invariably presented the Collector's certifi- ' cate and 'produced the affidavit requited by the Registry Law; and in the Hurry, press and excitement at the polls, their votes were received. When, the election day was over, the Irish boarding houses were speedily emptied, and the strange faces disappeared and have not since , been seen in the city. There was no question ia the minds of Republicans that , these men voted in large numbers in the Fourth ind Fifth Wards, and several of them in the Third Ward. That at feast three Councilmen, the Mayor "and the Democratic city ticket were elected by fraudulent and imported vote, well-informed Republicans do not doubt. And yet the facts, suffi cient to convict the giilty partus aad satisfy the public, were not then within reach. Bat the fraud was not forgotten. It required time, however, , to Vwotk" up ? tha cases. " Murder will oa'!"anl the ill-gotten triumph of the Democratio officials and leaders could not always be kept a secret. Recently, facts and documents came to liht which established the frauds and the mtnner in which they were accomplished so clearly that soma of the guilty pirties could be punished, veu ;under our lame and deficient election laws. To bring them before the public, several of the defeated Republican, candidates decided to commence prosecutions against a few of the guilty parties in the Magistrates' Courts, iu order that the public might be informed before tha peodiug election of the methods by which the people of this city were defrauded out of a free and honest election. The restof the cases were resarved for the consideration of the Grand Jury and the Circuit Court, where conviction could not be reached until after tho election. Affidavits were filed against Thomas O'Conner and Oeoree Fierlong, , two , Irish river boarding-house - keepers, chargin? them with eTectioa frauds, in aidioir men to vote who were not legal voters, and with parjury in swearing that they were freeholders when they were not. Prosecutions were also filed against A. T. WniTTLESET, the Postmaster, Geo. SrACKliousE and John Burke, well Jcnown and active Democratic politicians, charging them with perjury in sweariag in votes by making affidavits that they 'i were freeholders (as required by the Regisfry Act). These are only a few of a multitude of oises wherein the election laws weie evaded and the Democratic triumph secured. 'The cases were set down for trial Wore Esquires Sunsox,. Emery and Davidson; but the prisoners, upon the recommendation of the Demb- . cratic managers and Iawyorsj waived (pi ivsMiiation, and gave bond to an--M-cr tothc charges before the Grand 1 isJ.ufry;1inr- the Circuit Court. They wHr3 aUUDg to have the evidence brougTiTout,; for fear of injuring the prospects of the' Democratio County tioket, ( .Tbey were anxious ; to get control of Vanderburgh County by the same means as they had triumph ed in the city election. It is . now clearly ascertained that the Democratic managers, at the last city election, were engaged in a regularjand systematic method -to carry the election by the free expenditure of money and importation of voters. In the light of the facts which will be developed, the boast of leading Democrats a day or two before and on the morning of tho election,, that they "luid the votes," 'may be understood. Let us look a little further. Thos. O'CoxsiEB is the keeper of an Irish boardiog house in that well known quarter, " Whisky Row," and was one of the most active members of the Democratio Rallying Committee in the Fifth Ward. He was ready at all times to make affidavits for the strangd men who wre challenged and rejected by the Election Board. O'CoNNia is now under' bond to answer the charges of election frauds and perjury, in swearing in the votes of some of the very men whose names are found in the following bill: .. j . BOARDING BY T. The indorsement on the back of the bill is recognized as the handwriting of a person of high standing in the Democratio party, and who now occupies an official position in the city, by reason of the votes of these very men, whom O'Connee swore through. Though the committee is not mentioned in the bill, the amount was paid O'Conner by the Democratio Central Committee, and the fact can be proven by the official who made the indorsement, if he does not-perjure himself. No wonder William IIeilman was slaughtered, when the Democracy had such efficient electioneering as was done by Mr. George Fleblono, who " wcyked for us faithfully, and by his aid helped to swell the Fifth Ward majority." And the second day after the work was done he presents his bill, which is cheerfully paid by the Treasurer, out of the abundant fund of the "the Democratic Central Committee." A Democratic triumph was " cheaply purchased at only one or two days board for the- " Sovereigns." Flushed with the glorious victory, the Treasurer liberally makes an allowance for u liquor : for the men," and the " Headman " cheerily files away the bill from the light of day, walks out upon the streets and meets the gaze of honest citizens and receives their congratulations unabashed 1 -What a commentary this is upon the glorious privilege of the elective franchise, he freedom of elections. and the purity of the ballot-box! If uch a system is countenanced by the people of Vanderburgh County, then surely are our elections a Bolemn mockery. They will no longer be an - m Ml 1 expression ot popular win, Dut a triumph of monied corruption, rascality, perjury, and high-handod fraud. No wonder, in view of these facts and others, which will in due time be presented to the public, the parties charged before the magistrates with the crimes of election frauds and perjury shrank from an investigation! No wonder that the Democratio Township Trustee, whose "friends" and supporters these boarding-house voters were, the Democratio County candidates, and the party leaders and newspaper, should bo loudly and persistently object to the creation of new precincts! No wonderjthat the Democratic Mayor and Council should consider themselves "insulted" when the Republican ExecutiveCommittee presented a request that they offer a reward for illegal voting at the coming election. It was due to those "sovereigns " who were " boarded for the election," and by

Editors Journal : Since writing to you on the 15th inst., the Republicans have had two more rousing meetings at Cooper Institute, with speakiog inside and out. At the first General Sickles was one of the speakers. After the speaking there was . a grand torchlight procession, the number of lamps being estimated at over six thousand. Tbe men marched eight abreast, and were over an hour passing a given point. Many bands headed the different clubs, and besides the lamps a perfect blaze of fireworks went up from the whole line of the procession. Wagons loaded with rockets and every description of fireworks were driven along the line supplying the marchers. The display wa9 splendid, and to Democratic eyes " fearful." The second meeting was yet lareer, and was addressed by General Fremont, John A. Griswold, the Republican candidate for Governor of New York, and by several other gentlemen of note. The steam is up on the Republican cide, and the indications are that, the State of New York will go for Grant, in pnite of the vote of the Five points and Mackerelville. in this city, which heretofore have usually controlled the State result. On t o other hand the Demosracy seem quiet ; but they are at work with unabated energy. They are busy with the foreigners, naturalizing them by the thousand, this being one of their chief measures to keep good their rapidly thinning ranks. That they feel discouraged, admits no doubt, yet they are working with the enerey of despair. Among other " fearful " facts confronting them is the threat ened I may say the actual secession, of thousands of the Irish from their ranks. That this is true, is well understood here, and is likely soon to become manifest to the dullest and most doubting comprehension. The fact that there are twenty-three Irish Republican Olubs in this city has something to do with it. And it is also significant that these Clubs are largely composed of Irish Catholics. The fact, too, that the newpaper. The Irish People, heretofore a red-hot Democratic organ, has come out for Grant, and is doing a yeoman's service in the Republican cause has something to do with it. Rely upon it, there is a great ground swell moving the Irish population of this city, and moving them to the Republican party. Last night they held a large meeting a grand rally at Cooper Institute, being preliminary to further meetings connected with this movement. The house was packed, and stirring epeeches were made by Senator Conncs, General Kiernan, Judge Lynci, ot .Louisiana, Colonel O'Connor, and several others all Irish-Americans. There was a large crowd outside the building, but no speaking. The enthusiasm was high, and the demonstration a decided success. As I have said, the Democrats are discouraged here as to their National ticket, and manifestly concede the election of Grant. Their ettorts are more to save the State ticket, and thus secure the local spoils, than to benefit their Wade-Hampton ticket or Seymour and iilair. - Let the Republicans of Indiana be of good cheer: but let them not abate in work. With thorough effort they will be" victorious in Ootober; and just as sure as Indiana goes Republican in October, so sure will New York follow suit in November. Let the renegades mark and ponder the fact. Aside from politics, all moves along here in the usual track. The fashionable world which hies to the country during the summer heats has returned, and the throng of business men from alU quarters, to make their Fall purchases, is setting in, giving new life and activity to all tho departments of trade. Business prospects are encouraging, and with our abundant crops and superabundant currency, we need nothing but the election of Grant to give general prosperity to the country. Mr. Lemcke is here, and will leave to-night for home, to improve what time is left in canvassing our county. With " Vincit omnia Veritas" and the eloquence of our new Ciceros against him, his chances of election may look "fearful;" but having "Epluribus Unum," "ILril Colvmbia" and "Yankee Doodle" on his side, there is surely hope for him. . Having done well on simlens, why not now be tried on eggs? His opponent wilt doubtless understand the question. It is not true that the position of Secretary of the Treasury was tendered to the Doctor. He made the best Bhow of figures, and if any one could pay the Democratic national debt without taxation and money, he could certainly do it; but the Tenure-of-Office bill is in his way until Seymour cornea in.
