On thotvventy-pecond ballot Horatio Seymour, of New York, was put in nomination yesterday, in the Democratic Convention, by McCook, of Ohio, and ehoson the candidate for President, amidst great applause and confusion. Tub Indiana delegation shamefully abandoned Pendleton on the 17th ballot io tho Democratic Convention. Nad the delegates continued to vote for him on that ballot he would have had a clear majority of all the votes ca.-t. Just at the point of time the vote of Indiana was particularly needed for Pendleton, the Indiana delegation split. With a clear majority, Pendleton's friends could and would have insisted that the wishes of that majority were entitled to respect. Tho delegation from Indiana ir therefore, clearly responsible for the defeat of Mr. Pendleton. I'e rlodlcals. Tue Wabash Magazine. The North loitish I iev lew for June has recently been issued bv the Leon ard Scott Publishing Company, and completes their series of publications for the quarter just closed. This lit v! io is a reat favorite with many readers; the editor has of late years .shown tfood judgment in the selection of subjects, and it has ceased to be the organ of mere local interests. Of the eihfc articles in the present number, those on the History of Writing, on Sleep, and on Louis IX of France (Saint Louis), will be acceptable to all classes of readers. The first named article gives an account of fae-si miles of national manuscript lately published by authority in Eng. land, and is full of antiquarian in formation of the most readable kind and the paper on Louis IX is one of marked biographical and historical interest. Other articles are Mistral's Mireio (a review with many extracts, of a very ideasine Provencal nocm). the Greek Idyllic Poeta, Memoirs of l.aron Junsen, Schools and Universities, Churches and Creeds. lie must be hard to please who finds this number dull reading. The AVrjf?, for July, has a striking frontispiece from tho Eastern story in the " Arabian Nights," of tho Alrite who was released from a jar by the fisherman; a terrible, portentious figure rues like a great cloud and overspreads tho sty, while the fisherman is seen on his knees in startled horror, supblicating the monster. For out-door summer scenes there are two papers of excursions: "My Three Gardens," and "About Frogs," together with more of Mr. Abbott's " Hunter and Tom," while Alias Thomas, a Western writer, describes, with apieturesqe power, scenes on the prairies. The Fourth of July i3 re. memhered iu various ways, by an account of Joseph Warrcu'a oration in Pom ton Old South Church, just before the Revolution; by the beginning of a short, series of pictures of New Vork in early days, in which tho threw noticeable entrees o!' Washiugtou into tho city make the central point; by a sketch of Patrick Henry, aud by a series of eight auiuMug pictures headed "Mi mid Warfare." There are some lively verses, alo, on tho "Third of July." One quaint paper is called " Three Little Artists," and contains f.ir, simile sketches of the little artists' work. Tho number has a good show of illustrations, and more than the usual variety of articles. Published by Hard ,t Houghton, New Vork. Pack'ard'h Monthly, (Now York: ,S. S. Park ud). for July, i the third issue of a very sensible magazine "devoted to the interests, and adapted " (as the title page tells us), "to the tastes of the young men of the couutry." New York, July 4, 1868, Editors Journal: The heat for the past forty-eight hours lias been most unusually in t nse. The thermometer lias ranged from OlP to 100", and it requires all the ingenuity of acquaintanceship with the cool places of a New Yorker to find any comfort whatever. The delegates to tho Convention from the more Northern and Northeastern States especially, who seem to have no other resource than mint julepa and various other forms of iced li quors, are manifestly suffering in the flesh. The chaotic condition of the question as to who the Convention will nominate for President and Vice President does not have a tendency to mako them any cooler. The diseussions among themselves are as fiery as the weather. On every eorner of tho street, in every restaurant and bar, and in all the hotels, groups of excited patriots may be found wrangling and disputing as to who is the strongest man the party can put an put t that in nomination, it is apparen the question of strength and popularity with the people is the only one to be determined. All the delegates proless ludiuerence as to the candi date, iu every other particular except that oi the probability ol Ins sueccss. lhe Chase men are better organized and are making a stronger ficht than was anticipated by the Pendleton delegates, who are becoming excited and indignant in proportion as they meet with obstacles. Tho Chase men unhesitatingly assert that if Pendleton is nominated the party is doomed to inevitable defeat, and it is hardly worth the while to attempt a canvass. The Pendleton men, with equal positiveness and more bitterness, insist that if Mr. Chase is nominated Gen. Grant will be elected with certainty aud without difficulty, for the Western States will be lost to the Democracy beyond all hope. At this juncture the friends of Mr. Hendricks suggest him as a compromise, and meekly inquire if it will not be better aud safer to take a second rate politician upon whom the party can harmonize and unite, rather than to attempt to elect any one who is objectionable to a large portion of its members. This is an artful way to electioneer, and we are not sure but that it will prove successful iu the end, though Mr. Hendricks shows "less strength iu the outset than your correspondent anticipated. It is Btill urged that Gov. Seymour, of this State, is playing a deep game and will be sprung upon the Convention at an honr and in a way that will render his nomination certain. Rut we can Bee no good reasons for this belief TnE convention. Tho arrangements of the Associated Press for sending detailed re ports ot the proceedings of the Con vention are so pood that I presume you reoeive them daily, aud shall not, therefore, burden my letters with them. 1 will, however, say that your correspondent obtained admission to the Convention through the attention aud courtesy of our Congressman, Hon. William JJ. Niblack. As at Chicago, the arrangements for the Press were exhausted by persons who registered their names and assumed to represent papers with whom they nau no connection whatever, ana Dy this means secured the places designed for their reporters. There seemed to be no remedying the difficulty, and the real Bohemians could do nothing but give vent to their exasperated feelings in curses. The delegates and visitors began to fill the hall as early as 10 o'clock. The delegates came in pretty much together, having been previously assembled in State caucuses. The ersonel of the delegates is good. They seem to be intelligent and earnest men. The great majority of them, perhaps, honestly think the Republi cans ore all that is asserted of them enemies of the dangerous to the Government, and liberties of the IMjople. Somo additional decorations had been made to tho hall to those -mentioned in tho letter of yesterday. Four largo and gorgeous baskets of flowers adorned the stand in front of the President. The flowers were arranged so as to represent the national colors, and correspond with the general display of bunting throughout the hall. In front of tho building two rows of policemen stretched across the street above and below the entrance, keeping back all tho crowd except those who had tickets or badges. On the steps, policemen and ushers wero thickly stationed to direct the various members of the Convention to the quarter ot tho Hall set apart for them. All tne arrangements were so ordered that no confusion existed, aud less noise prevailed than could have been anticipated in so hrgo a crowd. At ha If-past 12 o'clock Mr. Bel. mont limped across the stage and rapped with his gavel to call the Convention to order. Somo time elapsed before Kilenee was secured, after which he proceeded with his speech. Mr. leImont possesses all the physiognomical peculiarities of his raeo. He is a thick, swarthycomplexioned man with black eyes and hair, rather thick lips and nose more inclined to turn up than down. His head is bald in front, and heavy black whiskers adorn his cheeks. He in mainly celebrated for his wealth, his magnificent private residence on Fifth Avenue, and his picture gallery, which is said to be the finest private collection of master pieces in America. His speech had in it the usual quantum of denunciation, but failed to elicit much enthusiasm. Some portions of it were feebly cheered, but impatience was manifested at its length, aud the hum of conversation in the hall became so loud, before it was finished, that it was unintelligible to the greater part of the audience. Tho speaker could not forget the associations of the place in which ho was talking, and used the same amountand kind of political denunciatory clap-trap in which the Tammanyites delight to indulge. That portion of the speech which seemed to be tho most acceptable, was when he introduced to the Convention the Hon. Mr. Palmer, of Wis-

Tho last named gentleman stepped forward and was received with a slight manifestation of applause. To the mass ot the delegates he was un known, and there was nothing ap parent in his presence -or man ner in the least calculated to awaken or inspire enthusiasm. The inquiry ran around the hall, "Who is he, where is he from, showing that an unknown man ' had been uuexpectly thrust upon their attention. Mr. 1'almer is a sharp-faced, sallowcomplexioned man ot middle age, rather tall and spare made, with thinset whiskers fringing a sharp chin. His voice, as the WurlJ, poetieally expresses it, has a " melancholy cadence," and his manner has in it nothing peculiar or attractive. His speech was common-place, but was well received, one expression provokring a round of cheers and other man ifestations of enthusiasm. The first point raised in the Convention, that brought out any discussion and unmasked the opposing batteries, was very appropriately sprung by the impetuous McCook, of Ohio. He attempted to steal a surprise in favor of Pendleton by flanking the two-thirds rule. This motion was that the rules governing the House of Kepresentatives be adopted tor the guidance of the Convention, until otherwise ordered. But the wily politicians of New V ork saw the trap, and unhorsed McCook by a single dash. Some tall fellow suggested that the present House of Representatives was ' a ' poor place for a Democratic Convention to obtain its rules, and the insinuation " took " with the delegates like wildfire. McCook saw his danger and struggled to ward off the blow, bat could not, and the terrible two-thirds rule was virtually adopted. This was a hard blow for the Pendleton men, and one from which they will recover wiih great difficulty. They still profess to be con fident, but their whistling is evidently only for the purpose ot keeping their courage up. But little was done on Saturday beyond securing a temporary organization, and the appointment of the various . committees.. It is conceded that Governor Seymour, of New York, will be permanent President, and ho is reported to ' be now preparing his speech. It seems to us that tho Fondle ton men will look forward to the delivery of the speech with some trepidation. The Governor's well-known views on the bond question are diametrically opposed to those of Mr. Pendleton, and he may avail himself ot the opportunity auorded by his position as President of the Convention, to enforce his views with arguments which will prove damaging to that gentleman's nomination. The latter part of the day and tomorrow (the Sabbath,) will be devoted to log rolling and gouging generally. The feeling of bitterness apparent weeks ago is increasing and becoming intensified. Unless it be allayed, by soma as yet undiscovered process, it will have a tendency to discourage and dispirit the party, whoever may be the nominee. The kind of argument urged iu favor of the different aspirants is of itself most demoralizing in its tendencies. To take the position, that General Grant's s defeat depends upon the nomination of a candidate upon whom the party is unable to agree, is to admit, in the outset, the certainty of his election. The wiser men of the party see this, and struggle to exclude the argument from their discussions and deliberations, but, like Banquo's ghost, it will not down at their bidding. The developments made thus far indicate that the nomination of Chase will lose the party the entire West and Northwest, while the nomination of Pendleton will prove equally disastrous in the Last and South. pMraUt is this opinion that we cannot think either of those gentlemen will be successful, and we look with the more confidence to the triumph of Senator Hendricks, notwithstanding his present apparent low status in the Convention. The weather to-day has been furiously hot, and the running to and fro to find cool spots has been great. Coney Island, the Central Park, Greenwood Cemetery, and tho fishing and boating resorts, have been thronged. .Every omnibus, street car, hack, and excursion steamer has been crowded. Drunkenness abounds ; and although the police fairly swarm, there can be little doubt that the chapter of accidents and crime in Monday's papers will be unusually large and heart-sickening. F.M.T.
