He also shows that the National Govn ntiient ha repeatedly made citizens by treaty, and tnat its power of naturalization is not limited by color. Under that it may naturalize all Africa, if its inhabitants should come here. It might also do it if we should aDnex Africa. He shows that the pretence that -the National Government has not the power to declare the extent of citizenship u absurd, End historically untrue. He also sdiows that the Constitution given black persons the rights of citizenship in all the States, dv the clause that the eltizens of each State frhall be entitled to all the privileges and immunities of cititeBs in the several States. Even . the limitation of tho term citizen to voters would not exclude the blacks, for negroes voted in five States when the Constitution was adopted- The Judre held that the power was generally conferred upon Congress to enforce all the provisions of the Constitution by proper legislation, and that the Ciyil Rights Act is legal. Unhappily, Kentucky is governed by a spirit of rebel fanaticism, which seizes upon every mode of expressing hostility to the United Slates Government. This spirit . sanctifies and protects crimes against humanity. The villain who comes from the rob-, bery, rape or murder of- black persons, and whose crime had no other witnesses than blacks, is taken up as the representative of -" Kentucky's hatred of the National Government, and is acquitted, becnuse thereby, an indignity is done to the lawsof the United Stat s. Thus the ttate embraces the most revolting crimes, and beetMs a party to them, to vect her spite against the National Government. It is a fanaticism which takes away all sense of justice and all humanity, and which encourages brutal crimes against persons for the sake of political expression. FORTIETH CONGRESS. Lht of Members.
