The time to save the three per cent, expires, we believfe, oit "Saturday, and heavy taxpayers, especially, are anxious to save that amount. ttittna Magnificent Glass. The showwindows of the store-room in the new opera house, corner or First and Locust Streets, have been put in, and attract much admiration on account of their size and beauty. Each window consists of a single light. 4 by 10 feet. They are indeed perfect beauties. What we Want. Amid the rapid growth of the city there is a neglect on the part of owners of real estate and capitalists, to build convenient and commodious tenement houses that can be afforded at reasonable rents. Mechanics, artizans, and laborers of moderate means require such houses, and these classes are indispensable to the real prosperity of any city. We would be glad to see an interest taken in this matter. It would prove a good investment. Finished. The bowldertng at the foot of Main Street was finished yesterday, and if the weather continues good for ten days longer, the pavement of the wharf will be completed W Locust Street, and the riveri?int will be the finest of any city between Orncfnnati and Hew Orrean The work has been a stupendous one, and has copt large mm of moneyhut it is a permanent improvement thafjill not have to be renewed for the next hundred years. Bl'ILDINtl LTP. The vacant ground on First Street, between Carpenter's large block and Division Street, is being built up with plain but neat and substantial three-story brick business'houses. Three are already finished, and the cellars are excavated for two others; and we notice that the two wooden buildings adjoining Carpenter's building are being removed, preparatory, we presume, to building upon the ground they occupy. We notice, also, that Mr. F. Hammerstein, the famous carriage-maker, is building a spacious carriage shop on the corneT of Locust and- Fourth Streets, extending from Fourth to the alley baok of the old Carpenter Block, burned out last Winter. Mr. Hammerstein has leased all the vacant ground on that corner for ninetynine years, and will occupy that block with his manufactory.
Circuit Court. Most of the day yesterday was occupied with civil cases, in which the general public is not interested. Patrick Farrill was arraigned on a charge of assault and battery with intent to kill, by shooting, John McClain. Tried by a jury. Verdict: not guilty. The grand jury returned several indictments, yesterday, which were ordered to be entered. The parties, we believe, are all in jail. There are a large number of State cases on the docket, and the court will doubtless continue in session throughout next week. Cut Down. Those nice shadetrees on Locust Street, by the side of the Opera House, have been cut down. Their removal gives a better view of the massive building, but we regret, nevertheless, to see them fall beneath the woodman's ax, and could have exclaimed, with the poet: " Woodman, spare that tree." Had they been closely trimmed, they would not have interfered with the building, but would afford a genial shade on the side-walk during the forenoon. We always regret to see a h andsome shade-tree destroyed. Recorder's Court. There was a considerable run of business in the Recorder's Court, yesterday, and the contributions to the City Treasury were quite liberal, of the money which was collected. The name of the frail female fined on Tuesday evening, for being drunk and disorderly, was Kate Moore not Mary Cook, as we were erroneously informed, and stated in yesterday's Journal. We make this correction in justice to Mary Cook, if fjb6Te is any person of that name in the city. Yesterday, Otoff Illing was tried for being very drunk on the street. The charge was sustained, and he was fined $1, with $7 75 coste, including $1 50 for drayagc. Lon Watson, for an assault and battery on Kennedy Higginbottom, Jr., was fined $20, with $6 25 costs, and on a charge of being, runk he was fined $5, wi tn "$40V costs, taking a total of $35 30 one half of which he paid, and gave his word for the balance. Conrad and C. V. Ernest, for continuing a wooden building on their lot, adjoining Gilbert's block, were fined $5, with $3 05 costs. The City Council had, on Monday night, remitted a previous fine of $15 against them for erecting the wooden addition. They now propose to remove the building. It is rather a hard case, but it is the city ordinance and the law. Last Illness of Capt. Cox. Mr. Frank Banksraith, who was in the city yesterday, having arrived the night previous direct from Memphis, attended Capt. James T. Cox during his last illness, and was with him when he died. They had fixed to leave Memphis on Tuesday evening, October 1st. On Monday evening Capt. Cox complained of feeling chilly, and at an early hour was compelled to go to bed and send for a physician, who administered remedies for the chills. On Tuesday morning the physician discovered symptoms of yellow fever, and the disease grew upon him rapidly, defying all the usual remedies; and despite all efforts on the part of his physician and the most assiduous attentions on the part of hie friends, he died on Friday evening. He had previously settled up his business and had arranged to leave or the Saturday previous, but -was unavoidably detained, and deferred his contemplated departure until Tuesday. The time was too late, and the noble, generous-hearted' Captain sleeps in a quiet grave in a land of stranger?. Council Proceedings. On motion, the reading of the min- : utes of the last meeting was dispensed with. The following bills were presented and ordered to be paid : Leonhard Kobb, earth, $14 13; Philip Decker, oils, $22 55; Wm. Heilman, cistern top, fec, $22 50. Joseph L. Kahn was permitted to

Adler x Weil There being errors discovered in it, it was laid over for amendment. The Mayor submitted the estimate of the cost of grading the alley back of Alvah Johnson's premises. Approved.
A communication was received from Richard Raleigh, complaining of the assessment on certain real estate owned by him. Relerred to the Committee on Erroneous Taxes. The cases of Mrs. Kron and Mr. Negley were in a like manner disposed of. The Mayor submitted a detailed
and fioal report of the measurement of the Sycamore and Vine Street sewers, showing the total cost of the sewer to the southeast side of Sixth Street to be $50,768 42, and from Sixth Street to the terminus, $24,209 14; grand total for the whole work, $74,978 06, and it was ordered that the amount due to Messrs. Lant Bros, be paid. For additional excavation from Seventh to Tenth Streets, Mr. Lant claimed some compensation; consideration deferred until Monday night next. A communication was received from Mr. B. Nurre complaining of excessive assessment un Lot No. 239. Donation Enlargement, he having sold it for $400 less than the assessment. Also, in reference to his personal property. Referred to the Committee on Erroneous Taxation. A bid was received from Lant Bros, for finishing Oak Street Sewer at $9 per lineal foot, the city to furnish gravel on the ground, and take the risk of a rise of the river. The Mayor was instrnciued to pay off the Aikman bonds as fast as money accumulates in the City Treasury. Certain inlets were ordered to be built in Oak Street Sewer. Ordered, that gas posts be purohased to supply the streets as far as the pipes are laid. Referred to Reitz and Ileilman. Mr. Muhlhausen, from a select committee, made a report relative to the purchase of fractional parts of lots near th Ninth Street School House, recommending their purchase, and Mr. Muhlhausen was instructed to make the purchase. A sidewalk of Class 1 was ordered on the southwest side of First Street, from Elm to Pine. Ordered, that crossings be constructed on Chandler and Government Streets, at the slough. The subject of building earth causeways across the canal on Sixth and Ninth Streets was postponed until next Monday night. Mr. Schmute again appeared before the Council, asking compensation for injury done by firemen at the fire on Market Street last Summer. Un motion, he was allowed $5. Ordered, that the centre of Market Street be raised, and that Seventh and Ingle Street be also improved. Ordered, that Lant & Brother be allowed to haul gravel for the city to Oak fetreet sewer without requiring them to take out cart lieanfeM The Mayor made a report on the subject of the Brinkmeyer property, proposing that $3,000 be deducted from his assessment on condition that the streets and alleys shall be opened when necessary without cost to the city. Mr. Brinkmeyer being present, raised objections, and proposed new conditions, and the subject was dis cussed at length, and incidently the whole subject of assessment and taxation was talked over. Another unproductive conversation ensued on the subject ot changing the grade of Leet and Sixth Streets, Lamasco. On motion, Council adjourned Amusements. Turner Hall. Quite a select audience attended the theatre last night to witness the exceedingly pleasin play " Asmodeus," which was received with great applause. Mr. Wood Benson and Miss Sallie Partington played well, and were loudly encored, and in fact the whole company drew forth applause, the audience being well pleased. To-night " Asmodeus" will be repeated, with a new afterpice, a splendid bill. If you wish to be delighted do not fail to go to-night. LOCAL NOTICES. City Orders for Sale.
