Seward. whojost the fight at Black River, was this morning arresteu here and fined $30. He paid the fine and left for Cleveland. CONGRESSIONAL PROCEEDINGS. , Washington, July 9. Senate. Immediately after the reading of the journal, the Senate took up the Reconstruction Bill, reported,, by Trumbull, " yesterday. Trumbull's address to the Senate at length supported the bill. Wilson followed Trumbull, advocating iu lieu of the second section of the' bill a provision "to vacate all civil offices in the South. House. Soon after meeting, the House resumed the consideration of the Reconstruction Bill. - . . . Mr.. Brooks, of New York, spoke at length in opposition to the bill, as an utter violation of every natural and national law. Therewas.no parallel in history, except in the conduct of the Duke Alva-Garfield. Referring to Mr. Brooks' allusion to the aggrariarism of Mr. Wade, reminded him and the House that the Senator had disclaimed the sentiments imputed to him. Mr. Wood spoke in opposition to the bill, as unconstitutional generally and in detail. Mr'. Stevens intimated' his intention to move the previous que8tioo,modifying the fifth section by striking out the the words, "or unless he ehajl consent to be relieved," and insert the words " more on arrest ' for an offense punishable by dismissal from the army, or disqualified by sickness from the performance of. his duty.", - Several amendment-fwere proposed by Schenck, Baker, Butler, Cohurn and Garfield, but Stevens declines to permit them to bli offered. i .'
