The Governor shall also appoint an attorney, who shall be present at all the meetings of "said Commissioners, and B"iall act as the attorney of the State, and shall look after and protect the interests of the State. Kaid attorney shall, before entering upon his duties, take an oath to faithfully discharge the duties of his office. Fourth. 8aid Commissioners shall have power to appoint a Clerk, who shall take an oath to ytllwliarga .the, duties, of, his office. And it shall be the duly of said Clerk to keep a complete record of the proceedings of said Commission, and file and reserve the papers thereof under the irectioH of said Commissioners. , v. Fifth. Kaid Commissioners shall organr late on or before the first Monday of June,' 1no7, and a session of said Commissioners shall be held at the county seat of each one of the counties through which the raid of said Morgan's forces was made and at such other plaees as said Commissioners may determine. Due notice shall be given of the time and place of such meetings by the Commissioners, and the Clerk of each county shall also notlly each claimant of the time and place the Commissioners are to meet in such counties.- - Sixth. The Commissioners shall have power to compel the attendance of witnesses and ad mm lster oaths in the same manner as is provided by law for the Circuit Court, and the (Sheriff of the county in which the Commissioners are holding their sessions shall be required to serve all erocess required by said Commissioners; ut the Htate shall in no event be liable for the cost of witnesses summoned in behalf of the claimants, nor for the cost of summoning such witnesses. .Seventh. Maid Commissioners shall examine all claims duly presented and ascertain the amount, of loss thereon, and whether the claim be meritorious, as upon the evidence before them they may deem lust and equitable. Separating said claims into the following classes: 1. Claims for property taken or destroyed or injured by the Uulon forces, under command of the United .States officers. 2. Claims for property taken or destroyed or injured by the Union forces, under State officers. 3 Property taken or destroyed or injured by the, rebel.-,. - . , - 4. Property taken ordestroyed or injured where claimant is unable to identity by which the loss occurred. Eighth. Said Commissioners shall have power to adopt all such lorms, rules, and regulations as may be necessary and proper to facilitate the discharge of their duties; and they shall require the Clerk of said Commission to make a complete record of each claim presented, and a comprehensive abstract of tne testimony taken and also the finding of said Commission or its decision thereon, which decision, shall be signed by said Commissioners and attested by the Clerk; and, upon the completion of their labors, on or before the first day of January, 1808, said Commissioners shall report' their proceedings; their findings, and the facts upon which each claim is founded, o ihe Governor, who shall report the same to the next General Assembly, with 'hU recommendatton thereon. t ; , . i The Governor shall also recommend the amount of compensation which, shall be.
