S. .Trimble, have been Southern sympathizers and anti-war men. t'oLWolford, who fought gallantly . for thejUnion, was a candidate for Lieutenant Governor: but the majority could not swallow him. His record woulda't do.' There are no personal objections to the ticket. -They are men of ability and character; but a more thoroughly Southern ! party ticket could not , have been put up; and the Congressional nominations are of the same sort. . .., , ., , lie past, instead of being forgotten, has been made a test with great fidelity, Of course, they can't expect Union men who have not repent ed of the sin of having put down the rebellion, to support this ticket. They will, no doubt, bank altogether on the sins of the Radicals, and, if they could upset this Radical party, we should have some temptation to aid then, in that. Rut, unfortunately, the Radicals can bank as largely on their Sins, and these Radicals have jail advantages. ; They have the power now. In fact, this so-called Democracy' in this State are the' man--agersof the Radical Ordinance Department, and furnish a plenteous supply of ammunition to kill off the Democratic party of the Northern States. ' , These Democrats were notoriously against the war for the Union. They sympathized with the effort to break up toe Union.. Some of them are rewarded by office for their active zeal in the lost eause. The Radicals can ask at home, with terrible effect, will you trust this party with the power of the Union? ' Will they not make use of it to accomplish a purpose they desired to accomplish, and . which they still believe a good one? What will be the popular reply at the polls? Surely we ought to act in this State so as to give Conservative men North pome chance. But they are reduced to silence.. Here is the fact presented. The dominant party in Kentucky have, with great uniformity of action, revived the Southern rights party, and made friendship for the " lost cause" a test for office. Those who were practically the Secessionists in Kentucky have taken control of the State. What they would do, if occasion offers, we infer from what they did do at the commencement of the war and during its continuance. . . . . Now, we have done all ' for these Southern rights men that they could .reasonably ask. We protested against their secession sin and blunder, which has brought the country to its present condition. We never voted to disfranchise them even during the war. We accorded to them the full right of discussion and party action." We . have done our full share to restore them to all rights in this State. We accord to, them every Constitutional right now. But we insist now , that that they should do something rationafor : themselves.; They , ought to know, the situation ot this . country,, and how utterly powerless they are ; how unlikely it is that they can help themselves, pr . the State, by such a movement as" this; how little likely . they are to help the South, in .which they i profess so much interest: how little likely to defeat the Radical party, or help their friends North to do it. They must excuse us from helping this ticket.. Personally, we should lik,e to do it. We respect the personal merit of many of the gentlemen nominated; but their position will not do. We could, nat help either them or the State or the country by supporting them, as the matter now stands. - ;If they are in accord with the Democratic party vof the country.it is all the worse for the Democratic party: if they support the President, it will be all the worse for him. Such help can only damage, not benefit him. The "people, who have the power in this country, intend to preserve it as ope country, and they have the power to do it; aaa we have seen that they will use, itat discretion, and without scruple.' 'Those who undertook . to disiae thi country, or who sympaiMaiHl Trith the effort, are not merelv " zero !h political power in this country . they are a negative quantity.' "They may get local or State offices; but oniy a Union party will ever get Fed . era! control in this generation. The Radicals are only in danger now of losing power because tbey stand in-the way of restoration; but with all the outrages on constitutional or civil liberty, they will be supported as long as their; opponents can , be made out to be in sympathy with the "lost cause." . cause they have a right to, and we need not help them do it because they have a right to do it. Reconstruction. The Measure Finally Adopted. . The following is the Reconstruction Bill fiijallyadopted; by. Congress on Wednesday : , .. " Aract for the more efficient government of the rebel States: " Whereas, No legal , State Government or adequate protection for life or property now exists in the rebel States of Virginia, North Carolina, South Carolina, Georgia, Alabama, Louisiana, Florida, Texas, and Arkansas; and. 1 " Whereas, It is necessary ' that peace and good order should be inforced in said States until loyal and republican State Governments can be established ; therefore, ' . " Be it enacted, dec., That said rebel States shall be divided into military districts, and made subject to the military authority of the United States, as hereinafter prescribed; and for that purpose Virginia shall constitute . the 1st district, North Carolina and South Carolina the 2d district, Georgia, Alabama and Florida the 3d district, Mis sippi and Arkansas the 4th district, and Louisiana and Texas the 5th dis trict. . . ' ." Sec. 2. That it shall be the duty of the President to assign to the command of each of said districts an officer of the army, not beiow the rank of Brigadier General, and to detail a sufficient military force to enable such officer to perform his duties and enforce hiB authority within the district to which he is assigned. ; 41 Sec. 3. That it shall be the duty of each officer assigned, as aforesaid, to protect all persons in their rights of person and property; to suppress insurrection, -disorder and violence, and to punish, and cause to be punished, all disturbers of the public peace, and criminals; and to this end he may allow loyal civil tribunals to take jurisdiction of and try offenders; or, when in his judgment, . it may be necessary, for the trial of offenders, he shall have power to organize military commissions or tribunals for that purpose, and all interference under color of State authority with . the exercise of military authority under this act shall be null and void. : "Sec. 4. Thatall persons put under military, arrest by virtue of this act shall be tried without unnecessary delay, and no cruel or unusual punishment 6hall be inflicted, and no sentence of any. military commission or tribunal, hereby authorized, affecting the life or liberty of any person, shall be executed until it is approved by the officer in command of the district; and the lawB and regulations for the government of the army shall not be affected by this act, except in 60 far as they may conflict with its provisions. ' ; .V Sec. 5. That when the people of any one of said rebel States snail have formed a Constitutional government, in conformity with the Constitution of the United States in all respects, framed by a convention of delegates elected by the persons who may vote upon the ratification or rejection thereof, as hereinafter provided: and when said Constitution, so framed. shall have been ratined by a majority of the male citizens of said State, twenty-one years old and upwards, of whatever race, color or previous condition of servitude, who may have been resident in said State for . one year previous to the day of voting on the ques'tion of ratifying such Constitution, except such as may be disfranchised for participating in the rebellion, or for felony at common law; and when . such . Constitution shall provide that the elective franchise shall be enjoyed by all 6uch persons that have the qualifica tions, herein stated,- and shall have been submitted to Congress for examination, and Congress shall have approved the same; and when said State, by a vote of its Legislature elected under said Constitution, shall have adopted the amendment to the Constitution of the United States, proposed by the- Thirty-ninth Con-1 gresaf and known as article fourteen, and when said article shall become a part of the Constitution of the United States, such State shall be declared entitled to representation in Congress, ana senators ana xiepresentatives shall be admitted thereupon, on their taking the oath prescribed bv the law, and then and thereafter the preceding sections of this bill shall be inoperative in said State. " Sec. 6 (proposed by Mr. Doolittle) provides that the penalty of death shall not be inflicted by the military power without, the approval of : the President. ' . , " SEC.7(Shellabarger's amendment). That until the people of said rebel States shall, , by law be, admitted to representation in the Congress of the United States, the civil governments that 4 exist therein , shall be deemed provisional only, and shall be in all respects subject to the paramount authority of the United States, which may at any time abolish, modify, control, and supersede the same; and in all elections to any office under such Vn i governments, all persons shall be entitled to vote, anq none who are entitled to vote under the fifth' 'section of this act, and no person shall be eligible to any office under such provisional, governments who would be disqualified from holding office under the provisions of the third .article of "fcaid .constitutional amendment. ,.,, .,,,1 , The-following is the third section of the pending (Constitutional Amendment, which is made a part of the above bill :
