A Female Caralrjinan. A Mrs. Frances F. Sigel is now in Washington, applying at the Pay Department for back pay for services in the Western armies as a cavalryman. She saya she enlisted in 1861, with her husband (a John Cleyton) in the 13th Missouri cavalry, and fought for two years as a cavalryman in our armies. She fought under Grant, Sheridan and Rosecrans. She was in the battles of Shiloh or Pittsburg Landing and Stone River, and at the latter battle her husband was killed and she severe ly wounded. Her sex thus became known, and she was discharged the service. She has married since, and is now endeavoring to get the pay; due her when discharged; but there is no law which would authorize her payment, females not being recognized by any as soldiers. Mrs. Sigel's appearance and manners cannot be said to be very prepossessing. She has evidently seen hard service in camp or elsewhere, and has contracted all the rude airs, attitudes and manners of a man. She wears a Scotch cap, cocked on one side of her head, chews tobacco, smokes, and swears like a very trooper, as she claims to be. , She is accompanied by her present husband. Both are very poor and have been compelled to sleep in the station house every night they have been in Washington. Altogether Mrs. Sigel, who bears traces of having once been in a better condition once even good looking presents a sad illustration of the effects of a woman stepping out of her natural sphere, to enter upon a career entirely foreign to the design of her creation. A friend asks: " Would she not be a valuable subject for the study of the advocate of what is called Woman's Rights?' " The History of January. It is very appropriate that this should be the first month of the year, as far as the Northern hemisphere is concerned, since its beginning, being near the winter solstice, the year is thus made to present a complete series of the seasonal changes and operations, including equally the first movements of Spring and the death of annual vegetation in the frozen arms of Winter. Yet the earliest calendars, as the Jewish, the Egyptian and the Greek, did not place the commencement of the new vear at this noint. It

was not done till the formation of the Roman calendar, usually attributed to the second King, Numa Pompilius, whose reign is set down as terminating in 672 B. C. Numa, it is said, having decreed that the year should commence new, added two new months to the ten into which the year had previously been divided, calling the first Janarious, in honor of Janus, the deity supposed to preside over doors (Latin a door,) who might very naturally be presumed also to have something to do with the opening of the year. Although, however, there was a general popular regard to the 1st of January, as the beginning of the year, the ancient Jewish year, which opened with the 25th of March, continued long to have a legal position in Christian countries. In England it was not until 1752 that the first of January became the initial day of the legal, as it had long been of the popular year. Before that time it was customary to set down dates between the 1st of January and the 24th of March inclusive, thus: January 30th, 1848'49, meaning that pODularly the year was 1849, but legally '1848. In Scotland this desirable change was made by a decree of James VI., in privy council in the year 1G00. It was effected in France in 1564; in Holland, Protestant Germany and Russia in 1700; and in Sweden in 1753. According to Vestigar, in his curious book, the restitution of decayed intelligence, (4to. 1628,) our Saxon ancestors originally called this month Wolf-month that is Wolf-month because people were wont always in that month to be more in danger to be devoured by wolves than in any season else of the year, for that through the extremity of cold and snow those ravenous creatures could not find beasts sufficient to feed upon." Subsequently the month was named by the same people After Yule that is, after Christmas. It is rather odd that we should have abandoned the Saxon name of the month while re taining those of the days of the week. The Palestine Exploration. Jerusalem is to be examined this year by the committee of the Pales tine exploration Fund of England. The authenticity of the site at present shown as that of the Holy bepulchre depends in a great measure on the course of the second wall, and there would be no difficulty in obtaining permission to make excavations in eearch of this in the plot of ground

called "Muristan," where the Hospital of the Knights of St. John stood. This excavation would have to be made on an extensive scale, and there would be some trouble in exploring the most important part near the Bazaars. " No doubt much may be done if the Society set vigorously to work, and to this end they have made a fresh appeal for funds.

Notice of the Proposed Widening of Water or Front Street between Last Street and the Alley, which divides the fourth Enlargemeit from Lamasco. 1800, December 27. On motion of Coun oilman Reitz, seconded by Councilman Miller, the following order was unanimously adopted and passed : Ordered, that six weeks public notice, by advertising in the Evansville Daily Journal, be given, that on the 18th day of February, 1807, the Common Council of the City of Evansville will make an order to widen Water or Front Street of said City, so as to embrace in said street all the ground embraced and contained in the following lines, to wit: The line on the northeast side of said Water or Front Street to commence at the most southerly point of Lot 15, Hornby's Enlargement of the City of Evansville, being the same goint where the northwest 6ide of Leet treet intersects the northeast side of Water Street, as said Water Street is now laid out in front of said H rnby's Enlargement, and running thence north, fiftynine degrees and ten minute (59 10') west from the the magnetic meridian to the southeast side of Uoodsell Street, at a point on said side of said Uoodsell Street, thirtytwo feet and forty-two hundredths of a foot (32.42) northwardly from the most westerly corner of Laugh. in's Addition, thence north fifty-two degrees (o2) west from the magnetic meridian to a point in line with tne middle of the Alley which divides said Fouith Enlargement from Lamasco, three hundred and twenty-nine feet and eighty-three hundredths of a foot (329.83) southwardly from the southwest side oi First Street. And the line on the southwest side of said Water or Front Street, t- commence at the point where the southwest side of Water Street as laid out in front of the Lower or McOary's Enlargement of Kvansville, intersect-a continuation of the southeast side of Leet Street, and running thence northwestwardly sixty (tiO) feet to a point sixty (tto) feet south west wardly from the most southerly point of Lot 15. in Hornby's Enlargement, said point being in the line ot a continuation of the northwest side of said Leet Street ; thence north fifty-nine decrees and ten minutes (59 10') west from the magnetic meridian until said line intersects the southerly side of Water or Front St reet as the same is now laid out ; thence along the southerly side of Water or Front Street as now laid out to a point opposite the middle of the Alley which divides the Fourth Enlargement from Lamasco; and should any person aggrieved, at any time within six weeks, apply to the Common Council for redress by petition or remonstrance in writing, left with the Cleik of the Common Council, and containing a statement of the injuries complained of, and the cmount demanded therefor, said petition or remonstrance will be considered, heard, and determined by theCotnmon Council on the said 18th day of February, 1867; and it is further ordered, that tne Clerk record in the Minute-Book of the Council the plat of the said Water or Front Street, as proposed to be widened, which plat has been prepared by A.
