A bill has been introduced in the Minnesota House of Representatives to strike out the word " white " from the Constitution ; also, a resolution requesting the resignation of Senator Norton. At Topeka, Kansas, the Senate, yesterday, passed the Joint Resolution for the amendment of tbe State Constitution restricting suffrage to loyal men. A Nashville dispatch says that the Legislature of Tennessee will undoubtedly pass a law extending suffrage to freedmen. It is reported that Gov. Fletcher has statioued militia companies in Lafayette county of that State, much to the displeasure' of the Conservatives. , Legislative Summary. In the Senate, on Monday, Mr. Mason, of Hancock, oflereda resolution directing Committee, on Benevolent Institutions to inquire into the expediency of making another appropriation to complete the proposed hospital for the incurable insane Mr. Stein, of Tippecanoe, offered a resolution appointing a committee of three from each House to inquire into the expediency of ratifying the . appointment of John A. The best answer that can be given to the article is the unanimous nomination of the Governor by the party, an instance without precedent, and that this action is hailed by the party and people of the whole country as a well earned and deserved reward. Gov. Morton needs no defense from the attacks of such men. Jefferson Davis, instead of being a State prisoner, is rather enthroned in state at Fortress Monroe. The last performance is the formal presentation of a cane made of the wood of the rebel ram JIanassas, and his speech in reply complimenting the donors upon, their " patriotism,"' by wiiich devotion to " the lost cause " is, of course, implied.
