Thermometer, 30, The weather was clear and very cold yes terday morning, with heavy white frost the second in succession. Another, accord' ing to the old rule, bringa a change of wea ther, which, we hope, will be for the better During the day the temperature morderated, and it was quite pleasant at noon, and thawing. The river is falling rapidly, and leaving great piles of ice on the levee. There are still large quantities of heavy ice in the river, but it is not so thick as heretofore, and boats, we think, could now come up without very great risks. We have no definite news from above or be low. ' - ' Arrivals. . The Ada Lyon and Wm. White, from Green River to return, were the only arrivals up to 3 o'clock yesterday. MlaeellaneonR. ' The Alice V. was receiving large quantities of furniture, manufactured in this city, and shipped by the various manufac turers. Also about 5.000 sacks of corn from R. K. Dunkerson & Co. She would go out loaded to 7 feet The Wm. White brought out of Green . River 40 coops of poultry, 150 dressed ihogs, and divers lots of miscellaneous freights. She and the Lyon were preparing to return to Green River last , evening, with considerable freight.... ...... The Ada Lyon brought out a lot of hooppoles........The White went up toCeralvo on Friday....CapUin Graham, of the Lyon, Informs ns that the country for miles around the mouth of Green RiV' er haa been rendered desolate of rabbits, squirls, quails, and all other kinds of game. He does not think there is a deer within fifty miles of - the mouth, except a pet owned by. the clerk of the Pink Varblel The boatmen, are having 'quantities of fun.....Captain Vawter telegraphed for the David White to come to this port, and she will probably be here this evening, to load for New Orleans. -We think one of the Cairo packets will most likely come our of Green river, to-day, and leave for Cairo ......Captain J. V. Throup arrived from St. Louis yesterday morning. He has our thanks for St. Louis papers of Sunday. The city is lull of steamboat captains and clerks impatiently waiting events. Capt. Vawter employs the colored troops on board to aid in loading, and the African soldiers are making better wages than they will when they get into the field and take to burnishing sabres. They reduce a corn pile rapidly, and no mistake. ' eieanlugs from oar Exchanges, Cincinnati. The Commercial of Satur day says : The weather was clear and mild vesterday. with the wind from the south and southwest all day, and the mercury rang ing at 44 uegrees at noon, .navigation is still suspended from Pittsburg to Evansville. There is considerable heavy running ice here, yet the ferryboats are still making occasional trips to Newport and Covington. At Pittsbursf the river is falling, with four feet in the channel. Here the river has receded nineteen inches during the past twenty-four hours, with sixteen feet hence to Louisville. The Shamrock. Capt. Geo. W. Cullum. is Eartially loaded, and will leave for St. oulsassoon as navigation is resumed. -The wind and weather yesterday were favorable for a resumption of navigation. yet some days may elapse before we have a general thaw and boats in motion again. LouisviLiJE.The Courier, of Saturday! says: , -, The river continues fanine fast, with six and one-half feet water In the canal last evening, and four and one-half feet water in the pass down the Indian chute on the fans, xne weatner nas moderated very materially, and the thermometer at noon ranging at 47. with no indications of freezing last night. There was, however, a sharp frost yesterday morning, the third in succession, and. unless " all siarns fail In dry weather," we may look out for rain or snow. The river during the twenty-four hours ending with last evening had fallen six incnes atine neao oi ine lans, ana eighteen inches at Portland. It was full of heavv m sses of floating ice all day, and none of tne steamooats nave as yet summoned sufficient fortitude to try the hazards of navi gation at present. We have, however, known boats to make safe and successful trips in far heavier ice than we have yet had this season. One of the Jeffersotiville ferry boats was making occasional trips yesterday, and the ferrys at New Albany were making regular trips. The ice at the feot of the falls has become far less formidable than it was a day or two ago. We think tlie navigation of the lower Ohio both safe and practicable for good boats, though it may be rather damaging on wheel-arms and buckets. The underwriters 1n this city have not, as far as we have heard, refused to take risks on any of the boats in port, merely requiring the assurance of the Captain that he thinks he can take his boat out. The navigation of the upper Ohio, above the falls, is, we think, very hazardous, and far more difficult than the lower Ohio, and none of the mail boats are expected to renew their trips for several days. Capt. Conner, of the Laurel Hill, now at Portland, preparing to start South, will be compelled to use three of the locked-up safety-valves, the law requiring one to each pair of boilers. She has five boilers, and will have to take these valves, which, at $200 apiece, is a pretty heavy tax. The safety-valve, as we h tve stated, is a very commendable thing, as, with them, the pressure of steam cannot exceed the limit, as the valves open and relieve the extra pressure as well as give warning. It also relieves the engineer of responsibility, and we may add the trouble of trying to keop up steam. Now these " locked up safety valves" are looked upon as a sort of legal humbug, if the expression is admissable, and the order forcing the use of a particularly designated valve upon the whole community is not only regarded as an unwarranted assumption and monopoly, rut a sort of " bluff game'' without the shadow of authority. After the so-called locked up safety valve is placed upon the boilers the management of the thing at last has to be wholly in the hands of the engineer. Oi course a good engineer, and a conscientious man, will not tamper with the valve, but merely ruu up his steam to the " blowing off" point, and then go no . further. But we here state that these so-called locked up safety valves have never yet been locked up, and we don't suppose they ever will lock 'em up. All that is now required, is to " set 'em up" and let the engineer run 'em.

There will be no approach to navigation : in the Mis-ouri, probably, until March.
