The President to-day sent a brie

message to the House, inclosing the

louowing letter irom lien. Vrant:

hbadq'rs. Armies ofthe IT. s. Washington, D. C, May 16, 18Ji. J

To E. M. Stanton, Secretary of War

In view of -the lona-delav , in the,

loweTHouse of Congress in agreeing

ujwnaiau pi reorganization oi tne armyTOTtable to our present requirements, and , the urgent necessity for earlyction, I am induced to present

me matter to you omeially, and to ask the attention of Congress to it, believ

ing mat tney have the matter fairly

wciure uiiem mey win ao wnat should be done speedily. At the present time settlements are

cpringing up witn unusual rapidity in the district of country between the

iMiBBoun river and the Faeific ocean where heretofore the Indian was left

m undisputed possession. Emigrants are rmslrini? to thoso ti.To

to tfe&old fields of the Kocky Moun

ting Dy every, available highway. The people flocking to those regions, are citizens of the united States, and are entitled to the protection of the Government. They are developing the resources of the country to its great advantage, thus making it out interest as well as duty to give them military protection. This makes a , L .A 1' . .. . . , 1

necessary to give a feeling of security

J ? APlI "vA'l classes disposed 1p obey the laws of the country will feel

have become dissatisfied,' and claim that the contract with them has been violated by retaining them after the

v?&r was over. By reason of, this dis-

patisiaction, they are no longer, of use andV w6mlght- as well ' discharge

vice, x ne colored volunteer has equal rights to claim his discharge, but as yet he has not jdone so." :How long

win tne existing Jaws authorize the retention of this force, even if they are content to remain? The U. S.

benite passed promptly a bill for the the reorganization of the army, which, in my oninion. is as free from nhin-

tion as any great measure could possibly be, and which would supply the minimum requisite force -It gives but a fewthbusand additional ' men "over the present organization, but gives a large, number of additional battalions and companies. The public service, guarding routes of travel over the glains and giving protection in the outhern States, demands the oecupatiorfofa "great many posts:" For many of them a small company is just as efficient as one with more men in it would be. The bill before Congress or the one that hasJhe-Seuate gives, increased, , numbers of companiesMby diminishing the number of rank and file of each company. It is an exceedingly appropriate measure ; in? this particular, for it provides for the increase when the occasion requires more men. The company is the -smallest unit -of organization that can be used, without materially injuring discipline and efficiency. : kj Hf.'t riiiT 'in v;i-.

If you agree with me in this matter, I would also ask; if you deem i proper that this, with such indorsement as you may be pleased to make, be laid before Congress through the Speaker of the House. Very respectfully, U. S. Grant, Lieut. Gen. '.""'it. T" A .'''t-r.rr, HOW THE LETTER WAS RECEIVED. This letter was referred to the Military Committee. .... An effort was made to couple with it instructions that the Committee at once report the pending Senate bill reorganizing andenlarging the araiyV but the endeavor was -not successful. That Committee, as is well-known, are much opposed to the Senate bill. It is understood that they: have linformalljr agreed upon a modified form of their own bill some time ago defeated but the temper of the House has been eo adverse to an army bill; th,at they have not. felt warranted in bringing it forward. This letter of the Lieutenant-General will probably give BQmejB?ntkmen n5w ideas of the wants of the country, and it is likely that the House will be constrained to early action in the matter.
