Etc., Etc. SEWS VIA NEW YORK. New York, May 18. At the -con vention of loyal meir, held in Alexandrii, Va., yesterday, various resolutions were offered and referred to a Committee of Five. These resolutions set forth, that the rebellion was a wicked and a. causeless one, and that some discrimination should fee made - between those who Buffered for the Government and "those who opposed it; recommending that all .what hore arms in aid of the rebellion should be excluded from the elective franchise: but! if it is decided to restore to all late rebels the right of suffrage, no distirfctios should be made in permit ting all eatizens to vote, irrespective f-color. Theyexpress confidence in the ability, sagacity and .patriotism of a majority or Ueragress, and that they will cheerfully acquiesce ia whatever measures they 3nay adopt for the reconstruetkra of the late rebellious States; thanking those of ; both bouses of Congress who secured the final passage of the Civil Sights Bill; accordia a hearty approval of President Johnson's policy awhile he was . The Consular, Diplomatic and West Point appropriation bills were finished to-day in the Senate, and were returned to the House, but, there are no material amendments that will be objected to, except the creation of another Assistant Secretary of State, to
be termed a Second Assistant. It is understood that Chief Clerk Hunter is designated if the bill becomes a law. The House is star industriously working on the Tax bill, which will firobably not be completed before the astof -'next week.
