It is reported that a head-water rise is coming down the Cumberland, which will improve navigation about the Shoals. Arrivals Hud Departures. Up to 2 o'clock yesterday afternoon the ' only arrival was the Judge Torrenee, from Mound City for Louisville. The Ella Faber arrived from Louisville late in the evening pretty light.
