President Johnson to the Xegroes. On Thursday last the negroes in "Washington City celebrated the armi- . versary of emancipation in the District of Columbia. The pageant - is
described by the Washington papers as of the grandest character, and the best6f order prevailed among the colored people. " At precisely twelve o'clock" m. the head of Ihe column entered the grounds of the Executive Mansion, .and after the firing of a salute and the playing of music by the band, the President made his appearance. Three faint cheers were given as he appeared, when he proceeded to ad- " dress the negroes as follows : SPEECH OP THE PRESIDENT. I am happy to meet you here, iny frieiads, on this'your day of celebration. I come forward here for the purpose of indicating my approbation of, and ; manifesting my interest in, this celebration. I thank you for the complisaent you pay me in, coming, and I mean what I say. I tell this vast concourse that, the time will come, and that before long, when the colored population of the United States will find 'out wha are their true friends. - The time will come when they will find out who has selected them as, a -hobhv and a uretence by which to successfully obtain and maintain power, and those who have , been their friends and wished them to participate in the blessings of freedom' -;;'."'.;."' The ttine will .cosae when it will be made kt own who it is that has con tributed as much as any.otherand I need not be considered, egotistical in saying that has contributed morei, iin procuring the great national gursntee of the abolition of slavery . in all these Stated ' by the ratificationf,of the amendment to the Constitiiiionr of the United States, giving the national guarantee that slavery is no longer to exist or, be re-established in! any of the Mates or .territories within the jurisdiction of the United States 1 know how easy.it JS'o cater to prejudice. I "know" how" easyit is to excite feelings' of prejudice 4and' nnkindness. I .. care cot:, for that. I have been engaged, in this work in which my all has been perilled and I was not in it as a hobby; nor was I riding the colored man for the sa fee of getting power, but it was for the purpose of -establishing-, the, greafc principle of freedom. And, thank uod, I feel, and "know it to be so1' that my efforts have worked out equally as much if not more in the accomplishment of that great national guar antee, wmcn cannot now Be repealed . as any othetJiTing -Stf-- Cheers aA removed from danger,' may theorize aDsiraeteaiy on freedom men who never exposed -life. 1 and whenever contributed a sixpence' for tne accomplishment of the great uusaoout wnicn tney talk, applause while another has periled, his all, and has put up ' everything that is sacred to man, and while those Jie raised and who have lived with him, now live on and enjoy his property with his consent, receiving his aid and his assistance,, yet . may be suspected and conuemnea, while others are received as the great projectors and defenders ot the rights ot the colored . man. 1 repeat, . my colored friends, here to-day, that the time will come, and is not far distant, when it will be proven who has been your principal and best iriena. iy iriendship, as far as it has gone, nas not been bestowed for the sake of place or power. I had these already'.: It has been'for principle, and, thank , God ! the great principle has been established, that whenever an individual j m 'the, language of 4 distinguished orator and statesman, treads American- soil, his soul swells peyond the pressure ot his chains. He has been redeemed, regenerated, and disenthralled by the universal genius of emancipation.; , Cheers j tTherf let me mingle with you in the celebration of the day which commenced your freedom. Tdo it in sincerity andtruthj and trust in God that the blessing which has been conferred may be enjoyed, appreciated, and given the proper direction " by you. There is something for you to do. You have high and solemn duties to perform.- And remember that freedom is not a mere idea only a mere idea ; it must be reduced to a practicable reality. Men, in being free, have to deny 'themselves many things that seem sometimes to be embraced in the idea of universal freedom.; v It is for you to give evidence to the world, and to the people of the United States, whether you , are going to appropriate this great boon as it should be appropriated and , give evidence, that you' are capable of being, freemen. ' t'v'jv.,... ii?;.! -- Then let me, thank you in sincerity for the ftQiupliment you have paid me in passing to-day, and tendering to me your icspettOC want to repeat, again, that the time-iwilUcome, when- it will be known who jfas yourShest: friend, and who has -Ect been your friend from mercenary- motives. Again accept mys thank'lbr thi$ compliment yon have paid me. .". Some one here elhid for three cheers for the. President, which was responded to by the crowd in front.
