Mr. Carlisle offered a substitute for the

bill, which was postponed till to-morrow,

act of 1851 for a military hospital for in.

resolution of inquiry, to ascertain by what

authority Gen. Hunter had issued an order

to emancipate slaves in the manner ex

pressed by Messrs. Hutchison, Lovejoy and

others. Objections were made to the in

troduction of the resolutions.

The resolutions reported from the Com

mittee on Government Contracts, were

taken up. ,

Mr. Stevens' motion to lay them on the

table was rejected. Yeas 17; nays 107,

Tbe following resolution was read:

Resolved, That the Secretary of the

Treasury be requested to adjust tbe claim

against the Government for tbe 5,000 Hall carbines, purchased through Simon Stevens

by Gen. J. (J. Fremont on the 6th of August, 1861, aud afterwards delivered at the

United States Arsenal at the city of St.

Louis, on the basis of the sale of such arms

to the Government for $12 50 each.

The House adopted a resolution censuring

Mr. Cameron, by a vote of 79 against 45. A resolution censuring Mr. Wells, Secre

tary of the Navy, was rejected by a vote of

45 against 72.

The House went into Committee of the

Whole on the Pacific road bill. Not much

progress was made. Adjourned.

two others were taken. The crew of the

Guide was landed on Gibbs Island on

Wednesday. On Friday they were seen by

our pickets and hred on, under the supposi

tion th.t they were Yankees. David Kauff

of Augusta was killed. The other three

vessels were sent to Port Royal.

The gunboat Mt. Vernon arrived from the blockade of Wilmington on Sunday

night. She left there the Jamestown and

Victoria. ' The Cambridge sailed hence for

Wilmington on Sunday. The Mt. Ver

non's boilers are defecctive, but she will

return to ber station in a few days.

There is but little news. Fort Cas3well

is being strengthened by the rebels in ex

pectations of an attack.

Tbe schooner Kate, from Nassau, was

captured by the Mt.- Vernon about two

weeks ago, while attempting to run the

blockade. - .

New Yobk, April 30. A letter from

Washington, received by one of our mer

chants yesterday, states that the most posi

tive information bas. been received from

tbe vicinity of Memphis that cotton in im

mense quantities had been destroyed

throughout that section of the country, and

it is past any question now that tbe plan of

the rebels long determined is being put into

active execution.

SPECIAL TO T&IBUNE. Washington, April 29. The War De

partment has issued an order for supplies of

arms and clothing for the loyal blacks, to

be enrolled in Gen. Hunter a division.

New Orleans, April 29. A special dis

patch to the Delta from Fort Jackson yesterday, Bays the enemy's fire has much slack

ened. They have fired 37,000 pounds ot

powder and over 1,000 tons of iron. This bombardment is unprecedented in tbe annals of warfare. Our loss so far is

five killed and ten wounded. Tbe mortar

vessels are out of sight behind a point of

woods. ' We struck two of them yesterday

and disabled a steamer.

Banks' troops are in the best of spirits. ;

Washington, April 29. Lieutl Robinson is ordered to the command of the Battery E. A. Stevens, commonly but erroneously called the Naugatuck, now at Fortress Monroe. " ; Tbe Secretary of the Treasury is now prepared to pay all indebtedness of a date prior to tbe 1st of February, in cash. Of tbe month of February 40 per cent, cash, and of subsequent datea-30 per cent. cash. - Tbe emancipation commissioners met today, and several petitions were ; filed, and during the morning 30 or 40 persons waited on the Board. . - .

Fobtbess Monroe, April 29. A flag of

truce from Norfolk to-day brought down the wife and family of "Parson Brownlow,

and also tbe wue ot Congressman May

nard. The party, consisting of four ladies, two gentlemen and six children are all

from Tennessee. They ' .bring the report

that all tbe Union families of Tennessee

have been ordered by proclamation to leave

within 36 hours; 1,800 Union men left for

Kentucky a week eo Friday ; of a party

ot uu attempting to leave, 100 bad been

killed.

There is no doubt of the capture of New

Orleans. The Southern papers speak of it

in tbe most dismal strains, and demand that tbe mystery of tbe surrender of the city

Tbe Norfolk Day Book, in an editorial

says it is by far the most serious reverse of

tbe war. It suggests "future privations to

all classes of society, but most to be lament-.

scuttled. It wan rumored that she was sunk at the first fire of the fleet. Camp

The following are tbe latest dispatches in

to-day's papers:

Mobile, April 27. The Yankee Commo

dore Farngut promised the secretary of the

Mayor of New Orleans, who visited the

fleet by a flag of truce, to tiake a renewed

demand for ibe surrender of the citv. but

he ha not done eo up to this hour, fire

o clock.

Our ship, tbe McRae, came up from the

forts under a flag of truce, with 40 of our wounded. She communicated with tbe

Federal flag ship, but the result is not known. It is rumored that the Federals refused to let her return. The rumor that Fort Pike ha3 been evacuated and blown up, is unreliable. In a conference held with one of tbe Federal dicers after the

conference with Mayor Monroe and Commodore Farragut, the officer left, declaring that he would shoot down the flag from the City Hall, if it was not hauled down;

and be actually brought a ship within range, but has not fired thug far. . It is reported that French and English men-of-war are below, and will enter their pro

test against shelling the city. It is believed the Yankee vessels are short of provisions and ammnnition.

The city is extremely orderly, but tbe

excitement is intense, and tbe feeling of humiliation deep.

Mobile, April 28. Tbe forts on Lake

Ponohertrain were all evacuated on the 25th inst. We have sustained considerable

loss in supplies and dismounting, but not

in the distraction of tbe guns at Fort Pike. All the buildings were burnt, including tbe telegraph office. The operater has gone to

the limits of the citv to open an office if

possible. All the gunboat3 on the Lake have been burnt by our own people.

The Mobile boat3 Wbiteman, Broag and

several others are running troops, stores and ordnance to Manchock alter which we fear

they will be burnt.

The Yankee fleet was returning again to

Ship Island.

In a local paragraph the Norfolk Day

Book, under the head of markets, mentions the very small supply of eddibles exposed

for sale, says it becomes a question of grave moment, where and bow the people are to be fed.

The death of Samuel B, Todd, brother of

Mrs. Lincoln is announced. He died on the battle field from tbe effects of tbe wounds he received at Shilob in the action

of the 7th.

It is reported by the flag of truce that

the Merrimac bas steam up. and it was ex

pected at Norfolk last night, that she

would come out to-day. bhe bas not made

her appearance, however.

only rebel force discovered to-day on the

moved their headquarters near the front of

expected.

General Pope s Division advanced four

miles on Sunday, and is now encamped in

sight of the enemy's cacao-fires.

Rebel deserters, who came in Sunday,

bad beard rumors of the fall of New Or-

eans, which were, however, contradicted i

by officers. Pickets occasionally exchange

snotc.

A later arrival to-mnt reports our

whole army moving forward slowly.

Contraband deserters who came within

our lines repeat previous statements that

Corinth is being evacuated.
