" the army must burn powder in the face of the enemy. I can t make them fight, bat they shall either fight or run." "; . , s;;, . sThe Ji.djatant-General has' directed all officers on this side of the Potomac to pay their respects to the New Secretary of War to-morrow. ' 1 ' " : A circular just issued from the headquarters of the Potomac army, saya : ; " Exigencies of the service demand -that every officer and soldier should be at his post The Commanding General, therefore, directs that, nnless by reason of sickness upon medical certificate, no leaves of absence or furlough shall be granted at the present time, except on argent exceptional cases, when the 'necessity for indulgence mast clearly be set forth in the application. It is proper to remark that many of the reasons for which leaves of absence on furloughs have been granted, cannot now be allowed.' Secretary Stanton will be sworn in tomorrow. Ilia first act will be to order the removal of llie, bars which have blocked access to the War Department and the Adjutant-General's Office. Yesterday Cameron gave Stanton a breafast, at which were Senators Wade and -Chandler, and others of that type. ."' ' . , ' ' V Plans roa Raisins Rbtiinpb. A proposition has been made to the Committee of fotu'e "purpose of raising revenue. This proposition looks to the raising of a revenue of two hundred and twenty millions of dollars a year one hundred and fifteen mil lions on excises, and one hundred and five millions on imports, levying high duties on tea, coffee, sugar, tobacco, liquors and other luxuries, and allowing only thirty-five millions of revenue front ordinary imports. It is, proposed to issue three hundred millions of demand notes, and one thousand millions of six per , cent bonds, redeemable after twenty years, the demand notes to be convertible into the bonds at pleasure. It is also proposed that . the government shall receive specie on. deposit, and issue certificates, payable at .any one of its depositaries. It is argued .that by. in is process tae com oi the country will be drawn into the Treasury, and Ihe certificates will circulate in the Dlace of specie. , A strong array or lacta ana statistics is presented, showing the ability of the United Slates, or toe twenty millions of inhabitants , of the loyal States, to raise the two hundred and twenty millions as easily as the twenty-nine millions of inhabitants of Ureal uruam raise annuauy from two hundred and. fifty to three hundred and fifty millions of dollars of revenue.
