Butler is not, and Wm. E. Lehman is, entitled to a seat as Representatiye from the First Congressional District of Pennsylvania, which was adopted by a vote of 75 against 37. - The House then concurred in the Senate's amendments to the bill to promote the efficiency of the Dead Letter Office. -. Mr. Delano made a report from the Committee for the District of Columbia, on a resolution ofred to them relative to Marshal . Lamon's jail regulations. The committee say that it was strictly iu Marshal Lamon's official discretion to make ru!3 to remedy the existing abuses. The committee asked to be discharged from further consideration of the subject. The further consideration of the subject was postponed. Steyens front the Committee on Ways and Means reported a bill for the support of West Point Military Academy. . He took this occasion to explain the raajons why the appropriation bills were not sooner re ported, lie stated that the committee are gathering facts, and work for hours after attending to business in this hall. He de L i red to say that the criticisms, and libels of the press would not make them move one minute faster than a due regard for public interests win permit. - . j Sknat. : 'Chandler presented the credentials of the Hon. Jacob Howard of Michigan, as Senator elect from Michigan in place of Bingham deceased. ' . Sandford, who represents himself as a contractor with Messrs. C jmuiings and Tucker. He says be received information from the War Department that tbey, Cummiegs and Tucker, were authorized to act, bnt is now surpnsed to learn that Mr. Cameron says the beads of Bureaus made all the contracts. Mr. Saaf.rd asks the passage of a law to legalize the contracts made, so as to prevent tops to honest contractors. The juiat resolution of the Legislature of New York, in re lation to the reciprocity treaty with the British Provinces, w! ich was referred to the House Committee on Commerce, was committed to Gen. Weed, who prepared a report. An extension ot the features of reciprocity will be recommended aad a removal of the restrictions which render the operations of the treaty unequal. The committee propose to make this tbe occasion of extcudiug commercial relations with other nations on this continent. The House Military Committee at their meeting this morning, authorized Mr. Olin to report a bill reducing the number of chaplains to one to each brigade, and establishing hospital chaplains. This reduction has been asked for by many chaplains and clergymen, as well as hosts of officers. The Committee on the proposed national armory west of the Allegbanies, has met a sufficient number of times to learn that the members disagree so thoroughly tbat it will be impossible to secure a majority in favor of any place. Probably tbe Committee will recommend tb-it three commissioners be appointed by the President to select a site. Tbe nomination of .'Chark'3 H. Foster as Marshal of North Carolina," was rejected yesterday by the Senate. Gen. Sigel is strongly pressed for a Major Generalship by Senators and Representatives from the North-West. T1JIE3' DISPATCH, ' Tbe Committee on the conduct of the war have resolved to advise the immediate passage of a bill to punish with death any person who commits a fraud upon the Government, whereby a soldier is bodily injured, as for instance in the sale of unsound provisions; also to punish with imprisonment nod confiscation of all property end Government dues of all contractors who in any way defraud the Government iu the quality of goods sold, or services pretended to be rendered to the Govern raeut. Senator Sherman from the Committee appointed to examine and report as to the compensation of all officers of the Government, reported an important bill this morniug in relation to printing for Government. The bill proposes that a daily paper be printed under the- superintendence of the public printer, to be entitled the Congressional Record, to contain the debates and proceedings of each House in the form and Style of the Daily Globe. Lane is considered one of the most interesting that ever came before the Senate. Lane's right to his seat was confirmed by a vote of 24 to 16. ' - A Ptaladelphian who had been ill pressed into the service of North Carolina, came into Gen. Hancock's brigade yesterday from Oenterville. He was on foot and armed with a Mississippi rifle. One hundred and sixty prisoner of war are expected here, to-morrow, to be exchanged and sent North. Tbe gunboat, Rhode Island, arrived from Galveston, this morning. Her dates ate, Galveston, Dec. 23; Ship Island, 3l3t ; Mobile, 31st: Fort Pickens. Jan. 2d: Kev West, Gth; and Port Royal, 12th. iuecunboals bt. Louis, New Loudon. and Water Witch, left Ship Island for Beloxi, Dec. 31st. The result was not learned. but as the Rhode Island was leaving, the New London was seen returning with three schooners in. tow. Tbe schooner Venu3 was captured off Galveston by the Rhode Island. She was bound - from Point Isabel for Franklin. La., with a cargo of tin, copper, lead, and wood valued at 10,000. She was sent to Ship Island. Ihe rebel steamer Florida was inside Horn Island. The rebel batteries at Pensacola having repeatedly fired at our small vessels, Fort Pickens opened on the rebel steamer Times which was landing stores at the navy yard on tne nrst. ine reoel batteries responded. and the firing continued till evening. The fire was seen at a distance of thirty-five" miles at sea. Tbe Mount Vernon which arrived here yesterday for coal, left her station off Wil mington, N. C, on the 12th inst. Sheencountered the storm of Tuesday. She met part of the Burnside fleet off Hatteras. The Mt. Vernon reported that she burnt a licht ship ou New Year's night, which was De ng- fitted ont for a gunboat under the guns of Fort Ledswell. The rebel steamer Gordon is on the stocks for repair of damages received in her encounter with the Mt. Vernon in December. New York, Jan. 16. The American Cabinet have acceded to the just demands cf Great Britain, via: restoration to her protection of the four persons forcibly taken prisoners on the steamer Trent. This decision must, we think, be hailed with satisfaction by all parties. We are thereby spared from "the apprehensions of the horrors of international war, and the Americana have shown their good sense in thus complying with the very moderate demands made of them. It is understood that tbe land force would consist of 10,000 men, and Warsaw Inlet would 1 tbe best destination of tbe expedition. Tbe railroad is progressing across Hilton Head Island.
