Debt stmt Resources Compared with tnose of England stud France. .. , M d As our people are soon to be taxed for the interest on the public debt, we hare collated from an able article on the subject in the New York Herald, the following facts and figures, compariog our debt and resources with those of France and England. The debt of the United Kingdom of Great Brit ain and Ireland, on the 31st of March, 1859, was $3,896,585,041 (calculating $4 84 mint price of the pound sterling). . The annual interest on this debt at three per cent. amount to 5138,483,081. The British debt per capita, is $134 34, and the annual charge of debt per capita is $4 77. The av erage annual increase of debt from 1793 to 1817 was $121,273,376. The debt of France on the 1st of Jan uary, 1862 (estimated) was $2,206,000, 000, The interest at 6 per cent, would be $132,360,000. The debt of France per cap ita is $61 28, and the annual interest per capita is $ 3 67. The debt of the United States on the 1st of December, 1861, was $275,232,666 Further required for the service of the fiscal year, $242,140,136, making our total debt, July 1st, 1862, $517,372,802. The interest on this debt for the current fiscal year is $29,932,696. Supposing this debt to be borne exclusively by the loyal States, with a population of 23,000,000, the debt per capita would be $22 SO, aud the interest per capita would be $1 30 per annum, The total debts of the loyal States amount to $166,286,276; this would be $7 20 per capita.. If the total national debt on the 1st of July, 1862, should fall on the loyal States, added to their own State debts, the amount would be $683,659,078. The charge on twenty-three millions of loyalists per capita will be $30 00: the annual interest on the aggregate debts will be $44,437,000 ; the annual interest per capita will be $1 93. A reference to the above table shows that the National debt of the British United King dom, wun a less population, is more than even times preater in amount than ours will be next July: quite eight litres great er per bead, and the annual charge five times greater ; and that the debt ot France is more than four times in amount, four times greater per head, and a four times greater burden in annual interest. Our relative ability to bear the burden is not so easily ascertained with accuracy. The na tional government has hitherto res ed so lightly upon the people that their resources have never been tried. Let us look a mo ment at the sources of revenue that support the expenses of government in the two empires with whose financial condition we have been comparing our owu. England derives annually twenty-three millions sterling from duties upon foreign imports; but something less than one million of this sum is levied, after the manner of our import duties, upon commodities which compete with her domestic productions. The other twenty-two millions are, in effect, taxes upon consumption, or ex cesses collected at the custom bouse. Six millions upon sugar, five and a half upou ; tobacco, and five and a half upon tea, are all strictly of this character; and so of all the remainder of her import duties, except one million of pounds. From excises, or inland taxes upon consumption, and from property taxes, tbe revenne receives thirty millions more; from stamps eight millions. and from other inland taxes nine millions. Here we have about three hundred and thirty-eight millions of dollars raised by inland taxes, and only five by customs, duties, in our meaning of the word three hundred and forty-three millions of dollars raised annually to meet one hundred and thirty-four millions of interest upon the public debt and the ordinary expenditures of the government. Our debt at the end of the current fiscil year asks less than thirty millions to discharge its interest ; and if peace were restored about forty or fifty millions moie would cover tbe expenditures of the government. France raises every year three hundred and fifty millions ot dollars of which tbe customs proper affords less than thirty millions, and internal taxes all the rest. Stamps jield sixty-eight millions ; direct taxes upon land and other property ninety, and licenj ses, excises and other indirect taxes ninety -thres millions more. We have hitherto avoided direct taxation. We have not had much or frequent occasion to resort to it, and we have all along bad a decided aversion to excises, stamps and collectors, first awakened by the endeavor of England to employ them against us before the Revolution, and the ill-timed introduction of them under the administration Of th elder Adams. government of the continent have proved by an experience, full of the most trying financial exigencies, what the system of in, ternat taxation direct and indirect, is capable of. The national wealth has everywhere grown under it immensely. 'Whether it be 80 much in aid or hindrance of the general prosperity, it is certain that the community purse is filled so much faster than it is depleted, where the system obtains, that populations no greater than our own grow rich under burthens from four to eight times greater than we are now called to bear.

Arithmetically our resources answer the requirement easily. Suppose ninety mill ions a year required to pay the interest on our public debt, provide a sinking fund for its gradual reduction, and meet the ordi nary expenses of the public service, ine value of the real and personal property of tbe loyal States alone is eleven thousand millions of dollars. Ona per cent, would give one hundred and ten millions ; the cus toms and public lands must annually yield forty millions, without a penny from tea, coffee ana sugar. These articles, assuming the consumption of the loyal States to be two-thirds of tire quantities imported, when they were imported free of duty, would afford, at the rates proposed by the Secretary ot the Treasury: 100,000,000 lbs c&ffae, at 6 cents. .....8,000,000 840,000,000 m sugar, at 2 cents. ... 6.000,000 iv,ww,uw log tea, at 2U cents .. i,-AJ,ovu Stamps in Great Britain pay to the reve nue forty millions of dollars; in France, sixty-eight millions; with us they might pay, say ten millions, very easily.,. The ex cise duties on British spirits amount to fortyfive millions. We could charge our con sumption with ten millions. . These sums together make one hundred and eightythree millions. There still remain bank notes, legacies, carriages, tobacco, and other ht subjects of taxation, which would carry np the total to three times the ninety mil lions required ; and the rates here suggested could therefore be cut down to one-third on the total production of these per centages, or judicious selection of tbe objects, and still cover the requirement completely NEW ADVERTISEMENTS.
