Mr: Fnf on " Intrntliirpfl a. hill urnoi. liner for the payment of the interest in cerlaifl Ca3e3 on claims against the government Mr. W ashburn introduced a bill to tin isn iirauds against the coTernment. Mr. Ilichardson introduced a Mil to estab lish an arsenal at SrpincGeld, Illinois. Tho above bills were all appropriately re icrred. The House proceeded to the consideration of the bill abolishing the franking privilege air. uoitax saia in explanation, that bill for tb"i3 purpose has on several occasions passed the benate, but had never before re ceived favorable action by the Past Office Committee of the Ilouse. It was now re ported unanimously, with one exception, In England, even the Queen has to pay her own postage aod no man haa there suggested that the frank'.Dg privilege be restored it it should be abolished in this country it win never De restored and the people would wonaer tnat it Lad existed o long-. Mr. uncii produced a tabular statetr.ent of Post Office expenditures and deficits. Un der the law as it now stands, at least 20, 000 persons, including; Postmasters, whose salaries do not exceed 5200, receive and transmit letters and packages free of post age, in no way relative to public business. lie opposed the bill, for the reason that while it abolishes franking in one part, it restored it in anotlier. Mr. Vallandinghani said this was the day of small reforms, and as the measure pend ing was eminently one of the very smallest, it would doubtless meet with favor. He read from the special Committee of which he was a member, views therein expressed of atjoiistung tlie irankmg privilege, maintain ing among other thinp-g. that there should be the freest communication between Con gressmen Slid their constituents ipon.lialinn.M . . . x -(-, tue priffcipio that the Post Oflk-o Depart ment should be self-sustaininc, and show ing that the increased expenses are owing mainly to the increase of mail facilities. SENATE. Mr.CollatnQr from the Post Office Commit tee reported back the bill to nromote the ef ficiency of tho Dead Letter Office. The bill provides that all dead letters be returned to the writers instead of being destroyed. After a long discussion, the bill was ix.stponed until to-morrow. Mr. Trumbull reported from the Judiciary Committco in favor of the resolution to expell Waldo. II. Johnson of Missouri. Mr. LTaib introduced a bill to punish frauds on tho Treasury. It provides that persons obtaining money under false pretenses, be punished with fine aud imprisonment for not more than ten years. If any officer of tho Government do it, ho be discharged and punished and ever alter held inclligible for any office. Referred. A communication was received from the W' Department, transmitting the report of tho Buiiitary Commission. The Hou.;e resolution in regard to bouded sug'ir aud cofTee, was taken up aud passed yeas, 23 ; nays, 15. Tho ciiiu'uunicalions from the KucreJary iif Slate in regard to the Trent -affair w as taken up. Mr. Kututicr proceeded to address, the Senate. lie look., the ground that. Oait. Vilke3 was not tegaIlyjiislifiV.il in searching the Trent ail taking from her the rebel ambassadors, though in making the cei.!ir, th gallant Captain was actuated by the purest motives and acted in .strict nccordanco with British precedents and inteniatioual law as expounded by the highest Uritidh authorities. He. fontnded that tho uniform policy of the United Stales as wi.ll as the Stales of Continent.-!! Europe has lvi'ii opposed to tho pretensions of the BiiU.-iti Government and has ..maintained a liberal interpretation of the Tights of uetitrals and that in many solemn treaties, iu "many most important and authoritative State papers from the foundation ol the Kepxblic, to tho present time, the. American Government has committed itselt fully and unrest rvedly to the right of a inutial flag to cover civil passengers. .The question, lie continued, has been . argued iti the greatest nlalityand thoroughness by fhe Vnc.st 'eoi inert of our. statesmen,,, including Jefferson, Adams -and Monroe and -other I'lvi-i.lr-nls" and the whole record, of "our diplomacy- i 3 - luminous with - arguments agaifist sju h" netFiJas tbatofCapt. Mr. Sumner held that Capt. Wilkes, misled by British legab authorities and by British law books, bad violated the American principle of the right of search, while the ibitisu government, on the other hand, has, by demanding the surrender of Mason anp Slidell, stultified its own history, renouncing it3 own principle and virtually acknowledged the justice of the position so long maintained by the United States. This was a political and diplomatic triumph of the highest value, for which we are deeplyindebted to the daring and patriotic net of Capt. Wilkes and the enlightened statesmanship of Mr. Seward. Washington, January 9. Applicants for situations as masters and mates in the Navy Yard, are requested to accompany their papers witb recommendations from their last employees, and must have seen three years sea service, and not over thirty years of age. Acting masters are similarly npiiointed with the exception that they must not be over forty years, of age. Treasury notes are 4 per cent, discount. Exchange on New York per cent, discount. New York, Jan. 8. Specials stale that Gen. Shields was serenaded to-night by the Irish Brigade. He responded briefly, paying ft graceful compliment to Gen. Meagher and explaining his own apparent rejection of the offer of the Government to place hitn ia -command of a brigade. He predicted a brilliant career for Gen. Meagher and iutitnated that he himself would yet lmve a commission- in tbe National Army. - - The Senate Judiciary committee are considering the case of Senators of suspected loyally. --Ap rial Pispitoh to the M iouri Pemocrat. ; ' Cairo, Jan. 8, 18C2. Jeff. Thompson's band is again infesting t.he' country west of Commerce, Price's Landing and southwest of Cape Gircnleau. A body of them is at William's mill, near Saxton, grinding wheat. Tbe remainder of them are scattered about in various parts of that county. Boats coming down the river should exercise great care. Jeff's force has ben materially reduced of late, now numbering not over six hundred men. After the return of the expedition from Bird's Point, last night, a second force, consisting of detncbme.-.ts from the Tenth Iowa, Twenty-second and Seventh Illinois, undir commmand of Col. Pnrsell, of the first named regiment, left for Charleston, Mo. They got away from Bird's Point about 11 p. m. About daylight this morning, their advance was fired upon by the rebel cavalry which they were seeking, lying in ambush in a corn-field. ' As soon as they had fired, they jumped on their horses and fled. Five of out men were killed by their fire, and several others wounded, the loss falling mostly on the Tenth Iowa. The names of the killed are not obtainable this eVeiiing. Twetny-five thousand troops aro on their way here from St. Louis and other points. As soon as these re-enforcements arrive, a column of from sixty to seventy-five thousand troops will move from here aud Puducah, under command of Gen. Grant. This will be but the advance column. Another will follow shortly after. From a gentleman who arrived last . night from Columbia, which place he left yesterday morning, we learn that a scouting party came into Co lumbia Monday evening with five prisoners, wnom tney nad taKen as tney were endeavoring to work their way to Zollicoffer's camp. They were captured at or near James town, the county-seat of Russell county. Two or three of them were younp; men of Louisiana and Texas, (so they say,) who have been going to school at Bardstown. One of them is a young inau of Bardstown. The scouting party report that Zollicoffer, with a force of about 4.000 men, is moving up towards Columbia, and was at last ac counts between Creelsboro and Columbia, but this we doubt. Creelsboro, on the Cumberland, is about forty miles from his intrenched camp at Mill Spring, and the road he would have to travel is very circuit ous and at this time of the year exceedingly difficult. VV hen our informant left Columbia the news was that Greensburg had been depopulated, only some twenty families being left in the town. Two or three regiments of Gen. Ward's biigade went to that point yesterday. morning and will hold l.--Lon Democrat. The Closing of Charleston Harbor. A Charleston paper of tho 20lh, after men tioning tho sinking of the whalers at tho etilrauce of tho harbor says: Charleston harbor -has a waterfront from the Rattlesnako Shoal lo Folly Island iiencii 01 about eix miles, with numerous passages to and from the sea. On the oc currence of the first heavy northeaster, after the sinking c the wrecks, the force of tho wind, the heave of tho sea ami the action of the quicksands will, according to all pre vious ex jierience, dissipate the Yankee ob structions with a rapidity nearly as great as that of the late terrible conflagration. He have known uew and first-class ships of nearly one thousand tons capacity, loaded with railroad iron, stop on the bar, ufniidchaunel, and in a few weeks there would hardly lie a trace of them, and what could be found had worked upon the shallow part of the bar. The permanent closing of Charleston harbor bv sinking vessels at the entrance we consider an impossibility. This attempt of the lankees, however, will have one ood effect attending, to quiet the otrves of an v citi.eos who may have sup posed that the Lincolnites intended an attack ocr our city from the sea. (5? Gen. Buell has issued an order placing the navigation on the Ohio below Louisville completely under Government superviaiou Neither passengers nor freight, letters or newspapers, are to lie taken with out passes, and the boats are to land only at authorized points. A large amount of smuggling ha3 been carried on at obscure points along the lower Ohio, which this regulation is expected to prevent. Cincinnati Gametic.
