Mr. Editob: These are the resolutions which we have submitted, and upon which we have spoken in the presence of several assemblies of the people in different sections of this District. The subject has met with favorable consideration, and at the request of thosti interested, we propo a brief sy nopsis through the columns of your valua ble Journal: jxeso.vea, inat American slavery, more than all otter causes combined, has contibutcd to the unhappy and hostile division now subsisting between the free and slave States. . . Resolied, That by the secession ordinan ces ant, consequent appeal to aprus which the rebels of the seceding States have made, they exclude themselves from the rights of citizenship, and forfeit all claim to the sup port or protection ol tbe United States Government, either in person or property. Administration is not bound to them by the late doctrine, of " No intervention with slavery," as the. property of overtly treasonaDle saijecta. we do not propose at thia point, to enter into the argument upon the justness of the above resolutions; but as the ultimate' to which they lead, we indicate the following nue 01 uovernment policy. As the basis of this plan, we propose a radical change in the principle upon which the war has been so far conducted. Governments do not remain stationary. They must either advance or rtcede. Must rise higher and higher in all the elements of prosperity , and grandeur, or must sink lower ana lower in tbe scale ot Dorertv. ignorance aud consequent degradation. Therefore we claim, that we must emerga troui this war wita a better estimate of our mission and destiny as a nation, and with a bolder purpose and stronger arm to achieve, it; or with a depreciation of our power position and stlt-re3pect before the world. We must show by our deeds, more ilevotedness to the true principles of greatness, or our moral sense and national pride must dwindle into truckling policy, thus showing our weakness to the nations of the earth, aud inviting their merited contempt. Which will we do? If we would be more elevated aud happy than ever before, we will not hesitate to assert our power now while the favorable opportunity offers. Our power will be unmistakably known and acknowledged, when we dare to dictate our own terms for the settlement of a permanent peace. - We should proclaim to onr foes not only the terms upon which peace may be restored, but we should also say wbat shall be the results following to those in arms against their Government. They do not know whether or not their lives are to pay the forfeit what species of their property is to be Jost aDd most of all, they see not how, if they would, they can hope to extricate themselves from tbe vortex iato which Ihey have been Jravvtt. They know somebody must pay tbe cost of this war, even if the innocent have to bear the burden of tbe tax. The South may justly dread that all this cost may be demauded at her hands. All these considerations, with others, are pressing upon this issue; and they demnnd that a future course should be adopted by which a perpetual peace m:iy be maintained. Tbe course which the opportunity demands, and for which the public mind is now well nigh prepared, is 1st. That tbe Uuited States Government should issue a proclamation, offering pardon to all insurgents on their conformity to the following terms : (1). That within the period of ninety days from the date of said proclamation, they, shall deliver up to the United States authorities all arms and munitions of war under their control, and shall resume their allegiance. (2). They shall arrange for the settlement of all claims due from them to loyal citizens of the United Slates. .. 2nd. All overtly treasonable subjects who shall refuse or neglect to comply with the above terms of pardon, within the time specified shall be treated as incorrigible foes and all real and personal properly, and all slaves to them belonging, shall be cenfiscated to be appropriated to the use and support of the war. 3rd. Nothing in the foregoing shall bo construed in conflict with the Constitutional State Rights of the loyal men of the slave Slates; on the contrary, if in the operation of the above policy should any loyal men suffer the loss of their slaves, the Government should hold itself bound to indemnify them against the same. 4th. As a wise and judicious measure the j Government should offer to purchase the slaves of all loyal men, and also, the slaves of the returning disloyalists, who can be induced to sell the same at n fair valuation. . ftb. Such persons as are now held as slaves, who may, according to the above provisions, be either purchased or confiscated, shall not be immediately and unconditionally emancipated ; but, on the contrary, a Government protectorate should be preserved over them, and they should be held as servants to the Government for a given terra of years with certain limits and conditions hereafter to be named with a view to better prepare them for self-government in tbe future, aud to reimburse the United States in part for the expenditures made in their bebalf. Ctb. These Government servants should under no circumstances be armed for mili
tary service, but should be assigned such fields oflabor as might promise best to subserve the purposes of this policy. ; 7th-. These servants, when finally assigned to a government and country of their own, should not bo permitted to occupy any State or Territory within the present limits of the United States, jurisdiction or control; but should be separated from the American people by hundreds or a thousand miles of O'ean navigation. Vth. They should not all lie trannported at once for two reasons: I. Because it would be unjust to the loyal men of slave Stales thus suddenly to deprive, perhaps whole districts of their country of that species of labor which for the present, is no
