OFFICIAL. LAWS OP THE UNITED STATES, Passed at the Second Session of the Thirtyseventh Congress. Public No. i. AN ACT to further promote the efficiency of the Navyf Be it enacted by the Senate and House of Ripresenlatives of the United States of America in Congress assembled, That whenever the name of any naval officer now in the service, or who may hereafter be in the service of the United States, shall have been borne on the Naval Register forty-five years, or shall be of the age of sixty-two years, he shall be retired from active service, and bis name entered on the retired list of officers of the grade to which he belonged at the time of such retirement. Sec. 2. And be it further enacted, That the President of the United States be and be is hereby authorized to'assign any officer who may be retired under the preceding section of this act, to shore duty, and such officer thus assigned shall receive the full shore pay of his grade while so employed. Sec. 3. And be it further enacted, That tbe President of e United States, by and with the advice and consent of the Senate, shall have tbe authority to detail from the retired list of the navy for the command of squadrons and single ships such officers as he may believe that the good of the service requires to be thus placed in command ; and such officers may, if upon the recommendation of the President of the United States they shall receive a vote of thanks of Congress for their services and gallantry in action against an enemy, be restored to the active list and not otherwise. Sec. 4. And be it further enacted, That the President of the United Stateg shall have tbe authority to select any officer from the gradeB of captain or commander in the navy and assign him to the command of a squadron with the rank and title of a "flag officer ;" and any officer thus assigned shall have tbe same authority and receive the same obedience from the commanders of ships in his squadron holding commissions of an older date than bis that he would be entitled to receive were his commission the oldest; and to receive, when so employed, tbe pay to which be would have been entitle if he were on-the active list of the navy. Sec. 6. And be it further enacted, That all officers retired under tbe provisions of this act shall receive the retired pay of tneir respective grades as fixed by law. Sec. 6. And be ii further enacted, That promotions shall be made in place of the officers retired under the provisions of this bill as is now provided by law. Sec. 7. And be it further enacted, That the Secretary of the Navy be and is hereby authorized to cause two hundred "medals of honor'' to be prepared, with suitable emblematic devk -3, which shall be bestowed upon such petty officers, seamen, landsmen, and marines as shall most distinguish themselves by their gallantry in action and other seamanlike qualities during the present war, and that the sum of one thousand dollars be and the same is hereby appropriated out of any money in the Treasury, for the purpose of carrying this section into effect. Sec. 8. And be it further enacted. That the hours of labor in tbe navy yards of tbe United States shall be tbe same as in the private ship yards at or nearest to the post where Buch navy yard is established, and the wages paid to all employees in such yards shall be, as near as may be, tbe average price paid to employees of the same grade in private ship yards or workshops in or nearest to tbe same vicinity, to bs determined by the commandant of the navy yard. Approved December 21. 1861. J86f Tbe following sharp practice of a I boy ten years old, son of Mrs. Horine, occurred last week in Barre county. The lad and his mother were riding a colt on the open prairie, when they were met by a squad of secesh from Granby, who ordered them to dismount. The leader placed bis own saddle on the colt, mounted tbe latter, and was thrown off quicker than thought. Boy exclaimed " good," at which manifestation secesh swore roundly. The boy then appeased their wrath by saying : " Gentlemen, there is a curl on that colt's neck by which you can always know him." They desired tbe boy to point out the mark, when the little fellow stepped up to his favorite animal, grasped the mane with one band, and with the other slipped off tbe bridle. The colt, as if understanding the joke, "skedaddled" over the plain, leaving the captors perfectly astonished at being thus so easily outwitted. Col. Billy Wilson askd to Resign. Tbe latest information from Fort Pickens is that serious difficulties have arisen between the staff and line officers of the regiment and Col. Wilson. They are said to be greatly dissatisfied with bis abilities as a military man, and accuse him of conduct highly culpable iu a commanding officer. On the 13th nil the officers, with two exceptions, waited npon and requested him to resign the command of his regiment. It is said that he refused to listen to their request. The officers seem determined to resign from the regiment themselves, or compel him to withdraw. Should the Colonelcy of the regiment become vacant, the officers propose to tender it to a United States officer. Here is an old epigram in two lines or rather an epit.pb, sharp enough to wake up the vixen, if she were not very dead indeed : " Here lies my wife Polly, a terrible s.irew. If I said I was aorry, then I sbeuld lie, top."

A gentleman in London, who had not lived long in bis bouse, went to the sea-side for a week or two leaving everything safe, and hia furniture locked up in the various rooms. When he returned it was late at night, and he could not find his bouse. It had absolutely been sold, pulled down, and carried away in hi absence. The assistance of the police was obtained, when it was found that a person of fashionable exterior bad called upon a furniture de'aier, and upon some pretext that he wished to em inflate, asked bim to value the furniture in the bouse. An estimate was given, a bargain was Btrock, and everything taken away. The thief then went to a bricklayer, and Inventing a story that he wished to build a larger house upon tbe site, sold tbe brick and materials for what they would fetch. The astonishment of the owner, fresh from sea-bathing, who left a bouse and furniture, and on his return could find neither, was a caution." Disappointed. Some of those who are so very anxious that the South should liave its rights, were very much elated at the news by grapevine Telegraph from Evansville via Phillipstown, to the effect that there had been a fight in Kentucky, in which the Federals were badly whipped, and were rushing into Evausville by the thousands, perfectly panic-struck. The news was expressed through the neighborhood with lightning rapidity, but " alas! poor Yorick," unfortunately the battle has'nt come off, and the Federals are not defeated, and they are not rushing into Evausville by the thousands. When the real battle is fought, the news will be of a different character, and tbe laugh will be with those who love their country. Orayville Independent. We have just received a copy of the Memphis Appeal. It contains a long article, making bitter complaints that tbe re quisition of Gen. Harris upon the militia of tbe State has failed utterly. We anticipated its failure from the first. We have no doubt that there are thousands and thousands of the Tennessee militia who would heartily rejoice at the marching of the Federal army through their State.
