Baltimore Jan. 4. One of the released Union prisoners baa an editorial from a Richmond paper which he cat ont and secreted in his boot. It gives an awful picture "of the rebel army on the Potomac, saying that the entire army Is utterly demoralized. Regimental drills have ceased entirely, the men spending their time at cards. Great numbers are offering large sums for substitutes. One offered us high as $1,500. The editor urges the government to do something to remedy the evil. Such a demoralized condition of the army c tnnot go on. Thousands who would enlist are deterred by the' discouraging condition of the army. A New Orleans dispatch, December 29tb, says that the powder mill opposite the city exploded last night. The guard had inspected the premises only half an hour before. It is attributed to an incendiary. The prisoners say their clothing and boots were looked upon with longing eyes by the rebels, especially their boots. Many men offered as high as $25 a pair for them. Coffee is held in Richmond at $1.50 per pound. Mobile, Jan. 1. A Confederate steamer going from Pensacola to the Navy Yard, was tired upon yesterday from the batteries at Fort Pickens. Gen. Bragg's batteries replied, and the tiring was continued at last accounts. August a, Ga., January 2d. Private dispatches received from Pocatolfgo, dated yesterday, state that the Federals attempted to advance from Port Royal Ferry, but were repulsed by the 14th regiment of South Carolina volunteers, under GoL Jones. The Confederate loss was fifty-five killed and wounded. One Yankee was taken prisoner, but their loss is not otherwise given. Gen. Lee has informed Jeff. Davis that he is confident of his ability to prevent the Federals advancing on Charleston or Savannah. TUe Uicbmonct LMspatch, of Friday, says a private dispatch was received yesterday, from Centreyille, by a prominent military officer in Richmond, which says : " Indications point to an attack by the Federals at an early day, on Evansport, and the probability was that an attack would be also made by them, on other points on the Potomac.'' The Richmond Dispatch, cf Friday, also says : . 'After the. Confederate batteries replied to Fort Pickens, the firing continued all day. No vessels were engaged, and no casualties occurred with us. Gen. Bragg was absent while the cannonading was going on. Gen. Bratjg returned on the id inst., but the Federals did not renew the action and our guns were silent." Fobt Monroe, Jan. 3. The editor of the Richmond Dispatch, we hear by a passenger by a flag of truce, is now in Baltimore. A flag of truce from Norfolk this p. m., brought down over thirty passengers to go North, including a theatrical company. The following is the only telegram in the Richmond Dispatch, of yesterday: Columbia, Jan. 1. All the Yankee privateers from Charleston, including Col. Soners, arrived here this p. u. in a special traiD. They were met by tho "rebel guard" of this, city and conducted to jail. Washington, Jan, 3. The rumors current iu the newspapers that further troubles may be expected with Eugland, arising from the blockade of Charleston and Savannah with stone hulks, are regarded here i.s entirely without foundation. General McClellau continues to improve in health. Government has taken measures to obtain cotton seed from Port Royal, in order that it may be planted in Illinois and other Western States. Locisville, January 3. The Journal has infortnation that Johnson and Buckners forces have torn up the Louisville and Nashville Railroad for three-fourths of a mile, about four or five mile3 beyond Green River, piled up the ties, laid the rails upon them, and set fire to the whole mass. They repeated the same operation at different distances all the way to Glasgow Junction, besides telling as many trees as possible across the track, and were engaged lu blowing up a tunnel 300 feet long, near the Junction. The crew of the Pink Varble have returned from Nashville. They say that at the fire at Nashville, which consumed $700,000 worth of property, C. Q. Armstrong's pork (formerly of this city) contributed materially to the progress of the flames, ard that stored shells exploded terrifically in every direction. The rebels have promised to pay for the boat, as it was engaged in bringing them machinery, under a permit from Secretary Chase. Halifax, Jan. 4tb. The steamer Magdaline, from Southampton, Dec. 21, arrived at this port, last Friday night. She haj one thousand troops for Canada. Her news is anticipated. The Paris Patriae says the number of French war vessels, off New York, attracted attention, and was regarded with much satisfaction on the London Change. Halifax, Jan. 4th. There is go news as yet of the steamer Parana, and the apprehensions in regard to her safety have subsided, from the fact that she did not leave Southampton until the 20th ult. Baltimore, Jan. 4th. The Richmond Dispatch of Friday, says : 'A private dispatch has oeen received, dated Mobile, yesterday, that the Federals have possession of Beloxi, and it is believed tbey will occupy all the towns on the coast in that region. Tbey captured two cannon at Beloxi. It is stated that they landed there from five to seven thousand troops, and it is further rumored that they express a determination to path forward their forces to Jackson.

Many of the banks instead of paying bills, use these notes. out their own Washington, Jan. 4. The destination of Gen. Burnside's expedition remains as much a mystery as was that of Gen. Sherman. The agent of the government who superintended the removal of Mason and Slidell from Fort Warren to the British gunboat Rinalde, returned this morning. No papers were exchanged between the agent and the English commander, in connection with the delivery and reception of the rebel Commissioners. Gen. Lane of Kansas, is making preparations for an aclive campaign, upon which he will soon enter. The government has been prompt in giving directions for furnishing all the necessary supplies. Fobt Honroe, January 3. The steamboat Geo. Washington left Old Point at 11 o'clock this morning, and proceeded up James river about nine miles above Newport News, when the rebel steamer Northampton was met, with Union prisoners from Richmond. They stepped on board under the protection of the national flag, as their names were called. Such happy looking men are seldom seen. Cheer after chee.r arose from each boat as they approached, and the band of the 4th Artillery played "Home, Sweet Home," which added to the enthusiasm. As the boat passed Newport News the crew3 of the frigates Cumberland and Congress manned the rigging, and the troops at Camp Butler crowded the beach and the wharves, and sent over the water their shouts of welcome. The Geo. Washington arrived here on her return about 5J o'clock, and the Baltimore boat, which was detained for the purpose, took the released prisoners to Baltimore. The number released was 240, nearly all of whom were taken at Bull Run. The prisoners left Richmond about 7 o'clock this morning. On arriving here, all who needed ciothig were immediately supplied by the Quartermaster's Department. A scouting party left this place this morning and proceeded to Great BetbeJ, and found the place occupied by a guard of cavalry only. The place was taken possession of by the scouting party, aud a guard left there. The names of the returned Richmond prisoners will be sent, if iheie are any from the West. bridge Louisville, January 4th. The over Green river will be completed to-mor row. Federal troop3 are almot daily crossing to the Bouth of the river. The rebels are preparing to attack Col. Garfield, in Eastern Kentucky. Col. Guriield is advancing on Preston'Durg. Gen. Scboepff has made several ineffectual attempts to draw Zoliicotfer from his Somerset entrenchments. No prospect of an immediate fight there. All Kentucky banks located where rebel domination prevails, have been consolidated under Henry '. formerly of Nashville, as President, who has authority to manage them for the Southern Confederacy. Detroit, January 4th. In the Republican caucus at Lansing, last night, Jacob M. Howard was unanimously nominated for United States Senator lo'fiU the vacancy occasioned by the death of Senator Bingham. Frederick, Md., January 2. Official advices - from Williamssport state that detachments of the 13th Massachusetts and the 1st Maryland regiments, participated in the rout of the rebel forces on Tuesday. Our men buried twenty-nine of the enemy, and it is supposed many afterwards died of their wounds. Our loss, according to private information, was five wounded and none killed. Washington, Jan. 3. The long contested land claim between James H. Laue and James Jackson, involving the title to a valuable quarter section of land adjoining Laarrence, Kansas, has been finally decided by the Commissioner of the Land Office, Commissioner of Indiar, Affrirs, and the Secfetarn of the Interior, irrevocably in favor of Gen. Lane. The merits of thcca3e have been exhaustibly presented on both sides by eminent legal advisers, and involved the original parties in a personal conflict on the claim, resulting in the wounding of General Lane and the death of James Jackson. The case has excited great interest throughout the legal circles, the various department, and the countay at Urge. The decision vindicating General Lane in his right to the property was rendered on the last day of December. Gn the commencement of this year General Lane presented the attorney of Mrs. Jackson, the sum of 1,500 a3 a free will New Year's offering of kindness and sympathy. It appears by the report of the Superintendent of Public Printing that the government Printing Bureau has been conducted with the utmost efficiency and satisfaction. The wi.dom of Congress in superseding the former arrangement by the present establishment is fully vindicated. As compared with the prices formerly paid to Public Printers, there has, during the past seven months, been an actual saving to the government of $60,000. Fort Monp.le. Jan. 3.
