It is doubtful whether all the correspondence between this ttcd the European governments, touching the rights of neutrals and belligerents on the ocean, called up by Senator Sumner's resolution, wi'.l be communicated- Enough will be made public, however, to show that Russia, Spaiu, and the smaller maritime p-jwer, are almost ready to accede to Mr. March's doctrine, by which private property is guaranteed the same impunity on the ocean aa on land; and that France is not far behind them, and that Great Britain alone, despite her recent championship on neutral rights, stands by her old precedents. The publication will without doubt contribute to the success ot a movement in the right direction already on foot in England. The earliest letters date back to 1856, soon after the Congress of Paris adjourned. Some of the ablest in the collection are from Mr. Mason, the predecessor of Mr. Faulkner. Mr. Pickens' dispatches from St. Petersburgh are full of interesting conversations on the subject, between himself and Oortzchakoff, which are perhaps too tree and easy to be made public. The whole subject will probably be discussed when the resolution is answered. A fire commenced about two o'clock, this morning, in the basement beneath the American Telegraph office, and before it could be subdued, the lower fioor and battery room were' completely burned out. Howard's Express office, adjoining, was also much damaged. The telegraph instruments escaped without damage, and communication with the country is uninterrupted. New York, Jan. 3. The transports Cahawba aud Roanoke frou Port Royal on the evening of the 20th ult., arrived here this foreuoon. They bring no newB. They passed the sloop of war Cumberland, on the 1st, in lat. 36, long. 75, cruising. Boston, Jan. 3. Gov. Andrews' inesto the Legislature to-day, is of unusual length. He gives a general history of facts and figures, showing the part Massachusetts thus far has taken against the Southern Rebellion. The war expenses foot up uearly S3,385,000. To offset this, the State has been re-imbursed by Government, 775,000, and by other sums, making the aggregate refunded nearly 1,000,000. The troops sent into the field, both for three months aud three years, with the exception of one battery, have been fully armsd and eqntoped by tbe State. The Governor recommends the State to BSsu-ie the collection ot the direct National t&x of S3 24, 58 1. Tbe State has contributed five regiments of infantry, one battery of axliiiery aud one battfiiion of Rifles of her millltia to toe tbree months service, and to the three years service she lias sent as volunteers 24 regiments of infantry, one of ciivairy, five batteries of arti'lery, two companies of Sharpshooters and cu infantry battalion of five cuwoanies'. The greatest crime of history must receive a doom so swift and sure that the enemies of popular government shall stand in awe while they contemplute the elastic energy and concentrative power of Democratic Institutions of a free people. The monstrous character of the crime has never yet been adequately conceived, nor is language able to describe it. Groundless in its origin, it began, grew up, and continues under tbe lead and direction of men who bad received the favor and enjoyed all the blessings of our government, and who were bound by official oaths to maintain it. She is to day, as she was of old, when the unfurled the flag. Henceforth there will be no one to consider how to reconstruct the Union, excluding New England from the sisterhood of States. Whenever a foe has threatened, the people of New England have responded by opening the lap of industry, and by the march of her braves. And now when the beauty of our Israel has been slain in our high places, and wheu her Lee, Revere, Rockwood and Bowman are in felon's cells, and hundreds of her Bons wear out their hearts in sad captivity, victims of their valor and devotion to our Union, one irrepressible impulse moves our people and inspires our soldiers in the field one prayer to see the day when an nrmy of loyal Americans shall hammer at the doors of their prison hou 'e. Their pickets have net been een from Mamfords-villesia-.e Sunday last. The main force of the rebels is still at Bowling Green. A Lieu'.enaut of one of the Indiana regiments, who hps been a prisoner ot Bowling Green for two months, has been released, and arrived here'. He states the force of the rebels to be 30,000. During the two months of his ' imprisonment, twentyfive hundred re'el soldiers have been buried at Bowling Green, and five thousand seat to the hospitals at Nashville. The force of Gen. Hindman at Cave City, is near eight thousand, and more are marching forward. There are only seven or eight hundred rebels at Glasgow. The rebels suppose Nelson to be south of Green River, on the road from Bardstown to Glasgow, and about to form a junction with "McCook. Gen.
