Foreign News The English Press on the President's Message Foreign Markets Mason and Slidell not to sail for several days. Halifax, Dec. 30. The steamer Etna ba3 arrived with Liverpool datea to the 17th inst. The London Po3t treats tbe message as undeniably warlike, and though remarking on the silence relative to the Trent affair, says, it was scarcely within the ordinary scope of the message. It also charges the President with ingratitude in dealing with mar; i ate powers. '" : News considers his silence an indien.ion of caution and prudence and favorable for peace. The Star also justifies his silence, and praise3 hia clearness, force and ability. The Herald takes a contrary view, and fears peace is almost hopeless. Parliament meets in the middle of January. The death of Prince Albert caused a most profound sensation. The Queen bore her bereavement with much fortitude. The Asia's news was generally regarded in Paris a3 unfavorable for peace. Leading journals continue to advocate French neutrality. The Bourse was heavy and lower. Garibaldi has written a letter to the Genoa Committee, which indicates an approaching movement. London Mosef Market. A general decline took place on the 16tb, but on the 17th a stronger tone prevailed, and there was a recovery of i in consols, which closed at 9090J- for money and account. Wheat firmer for American. Flour quiet, but steady. Sugars unchanged. Tea inactive. Coffee quiet and steady. Liverpool, Dec. 16. Cotton very dull; prices irregular and drooping. times' dispatch. Washington, Dec. 30. Lord Lyons was in conference to-day with Secretary Seward, relative to the time and manner of the release of Mason and Slideli. Tbey will not be released for some days, as there is no British vessel likely to leave for sjme time. They will probably go in tbe British mail steamer, which leaves next Wednesday week. It was proposed that they should go out on a British man-of-WRr, but our Government decided upon a less ostentatious mode. St. Louis, Dec. 30. Twenty-four hundred cavalry, under Col. Carr, with fift'.-en day3 rations, left Rolls, yesterday, destined, it is supposed for Springfield, by a circuitous route. New York, Dec. 31. The Hon. Geo. Opdyke, Mayor elect, took the usual osth .v. 14 was art ministered by Mayor Wood. AFTERNOON REPORT. Additional Foreign News Suicide of Gen. Philip St. Geo. Cook Rebel Commissary Stores Burned at Nashville Loss $1,000,000 The Rebels at Yorktown Anticipating an AttackLA TEST FOREIGN NEWS. Liverpool, Dec. 19. Pending the news from America in response to the demands of the British frovernmeut, in regard to the Trent affair, the British papers Uave but. little to say. The Times has a severe article on the brutalizing efftcts which civil war produces, and denounces several Northern measures. Several French journals maintain that France should give moral support to England, by recognizing the justice of her demands, and independence of the South. The Opinione National, the organ of Prince Napoleon, says that France has no other enemy, but England and France should not weaken the United States. The Daily Times also has an article on Mr. Seward's dispatches, and treats them with ridicule, and says Mr. Seward assumes to instruct the entire human race, as to tbe rights and prospects of the war in America, and has confident assurances as to the dimensions and duration of the war. Movements were taking place between the government and the authorities of Liverpool looking to the defenses of that port. The Paris Correspondent of the Post, says that neither France nor Russia have taken any steps as mediators. The Paris Patriae in enumerating the five French steamers at New York say?, others are shortly to be sent there. London, Dec. 19. It was current at Paris yesterday, that the French government sent a no'e to Russia, Prussia and Austria, suggesting common mediation of the grta.t powers, between England and Mexico. The Herald's correspondent observe sthat a tender of such mediation would be a menace, aud it would be rejected ou tbst very ground. A portion of the Mediterranean fleet is gradually accumulating at Gibraltar, to Uready if necessary to cross the Atlantic. Yesterday additional shipwrights were taken on at the Portsmouth dockyards, to get ready with the utmost dispatch the ad ditional ship3 ordered for sea. The two battallions of the Guard, ordered to America, left this morning for Southampton, whese they will embark to-doy. Halifax, Dec. 31. The Asia from Liverpool 21st and Queenstown 2!ad, arrived here this morning. She bason board 500 troops with stores, and is consequently under government orders. J She brings 7,2u0 in specie. The Canada arrived at Queenstown on the 21st. Warlike preparations cc-r-tinue unabated. Additional troops are ordered to be ready to embark, twit the Army and Navy Gazette says, that no more are likely to be placed under orders until hostilities are actually declared. The Adriatic with nearly 1,400 troops of the Grenadier Guards, and the Parana, with about 1,000 of the Scott Fusileer Gtiards, left Southampton on the 20th for British North America. The steamer Cleopatra would leave Liverpool on the 21st for '. Queenstown, there to embark over 500 men J of the 17th Regiment. The Msgdalena I would embark about 1,000 men ou the 21 t. - The mail steamers of the Peaiusula and Oriental Company, numbering about 500
men, are to be armed and made capable of resisting privateers in case of war. The gunboats in the second, class reserve at Portsmouth, had been ordered to be fitted out immediately. A Berne telegram asserts that France had issued a diplomatic circular, taking ground against the arrest of Mason and Slidell, and sent representatives to Washington, in order to urge the American government to make indespensable concesssions. The Post says, the Americans cannot possibly complain of the tenor of the dispatches to Lord Lyons. Liverpool, Dec. 21. Breadstuffis tend downward, and all descriptions slightly lower. Halifax, Dec. 31. Tho steamers Adriatic and Persia have arrived here with troops. The Cleopatra and Parana are likely to be here to-day. Fort Monroe, Dec. 30. Philip St. George Cooke, recently appointed Brigadier General in the army of the Potomac, committed suicide on Tuesday last, at his residence. He was a graduate of West Point and esteemed as a fine officer. The Commissary store, including a portibn bf the Ordnance Department at Nashville, was destroyed by fire on the night of the 22nd. Loss estimated at nearly $1,000,000. The following are the Congressmen from Tennessee: 1st District, J. C. Haskell; 2nd, Wm. "G. Swan; 3d, Jas. B. Contrabands state that the inhabitants of Yorktown and the military authorities there, are very much frightened at an expected attack. It is believed there that Gen. Burnsiders expedition is certainly intended to go up York River, and that Gen. Wo6l wi',1 co-operate in the attack upon Yorktown. Gen. Magruder is said to have telegraphed the condition of affairs to Ricbmond, and asked permission to destroy Yorktown by fire, and to have received a reply directing turn to refrain until he ia.ce'rfath'that place is to be immediately attacked. The Navy Department is sending out specifications inviting proposals from ship builders throughout the country for the construction of iron clad'steam batteries. Ottervii.le, Mo., Dec. 31 One of our uh.u captured by the rebels near Clinton, and carried to Springfield, has just returned, having left that place Christmas. He Siiys Price with about 8,000 men had taken all the houses in Springfield for hia troops, mining the women and children into the streets. Be had unloaded his wagons and v. :ts making preparations for ft long stay. The people of Arkansas refuse to allow Price to enter that State with any other troops than those regularly enlisted in the Confederate service, and he had only 1500 mcD enrolled in that service. The country north of Springfield was full of men returning from Price's army, who said if they were permitted to return home aud take the oath of a'rlegiance, Price would be left with only his regular Confederate troops Since Gen. Pope's rapid operations last week, there is perfect quiet in all the region between the Missouri and Osage rivers, not a rumor of rebel camps or squads being heaid. Louisville, Dec. 31st. The Northern Bank of Kentucky has suspended specie payment. A doubtful rumor prevail?, that the Cave Ci:y Hotel was burued by the secessionists to-day. Exciting rumors of a general engagement in Southern Ky., prevailed all day, but are generally discredited now, no notice bavin? been received at headquarters. The People' Btnk of Bowling Green has been reorganized at Louisville by a new board of Directors, who a?surae the control of the bank, to-morrow. New YoitK, Dec. 31. A private dispatch received from Washington states that Gen. McClellau on investigating the specifications of charges against Brig. Gen. Benhani, his ordered the latter released. Paris, Dec. 22. The Temps asserts (bat a dispatch has been received from Seward, saying that the American government is ready lo guarantee every facility to neutrals compatible with the rights of belligerents, and wouid give satisfaction in the case of tbe infraction of any rule that bad been adopted.
