LATEswoRTii, Dec. 11. Ool Morgnn, fn command of troops at Weston, has issued a proclamation to the citizens of Platte county, in which he calls upon them to aid him in protecting the railroad, and calls on absentees to return, assuring them protection to persons and property, if loyal. No negroes wiil be allowed in carap or to leave the Slate without a pass. Ail marauding parties and armed men will be shot. Col. Morgan's force is compose of Miesourians enlisted under Gamble's call. A strong force including Col. Jennison's regiment the 8tb Kansas, Col. Wessel, a portion of the 7 th lliasoTjri, and other troops are ordered to West Point, Bates county, Missouri. The iaet reports from Price state he was still at Osceola, and made a speech swearing vengeance on Kansas for burning that place. A skirmish took place on the 6th inet., on the border of Johnson county, between Missouri refugees, aided by some Kansans, and a body of rebals. Three rebels are reported killed. vVasbikgton, Dec. 11. About sixty gentlemen were present at the Republican Caucus. Finally the resolution of Representative Bingham was unanimously adopted. It provides for the confiscation of all property of rebels in arms and those who aid and abet them, and the unconditional emancipation of their slaves. Sherman of New York took the ground that we never could put down thia rtbellion with the bullet j that wu must employ the slaves to do tt. Pomeroy, from Mr. Seward's county, deprecated strife. lie wanted the Republican party maintained. lie said we ought not to find fault with the Administration ; that we should blame ourselves; that we had abandoned our party; that there was no longer a Republican party in New Tork, Pennsylvania or Ohio. Messrs. Julian and Dunn of Indiana, in the ;ame strain, closed the debate, which showed unmistakably that the House will strike straight and sure right at the heart of the rebellion. er-ECIAI. TO THB TBIBOSH. Washington, Dec. 11. It is probable that the fir3t military execution for desertion will take place speedily. Private Johnson, who deserted from the Lincoln Cavalry, is now on trial. The proof against him is conclusive. lie was trying, not merely to get away from our army, but to go over to the rebels. It is anticipated that an example will be made of him. The trial will probably bo concluded to-morrow. Last night tho troops along tho center of rmr lines slept on their arm. A dispatch frira Oca. McClellan has issued an order to the officers having .-barge of the military prisons of this city, to confine no civilian who is not regnlarly committed by a magistrate, and no soldiers except deserters, or those arrested by patrol, without special orders from headquarters. This may be the means oi' checking a very serious offense. Thirty-seven rebel prisoners of the 250 -e.-ertily releaaed, having arrived at Norfolk, a corresponding number of our own prisoners having been forwarded North by the, rebel authorities. It is understood that Col. Corcoran and the other officers designated a3 hostages for the safety of the pi rates, will not t-e releasca except in exchange for those prisoners. LtiKDOJt, November 2Y. Consols closed at 94 J for money. U. S. 6's and N. Y. Central Railroad Shares had advanced. The bullion in the Bank of France ha increased 100,000. Capt. Nelson had entered his protest against the capture and destruction of the ship Harvey Birch by the rebel steamer Nashville. The Southampton magistrates refused Capt. Nelson a warrant for the search of the Nashville, and referred him to the Secretary of State. Capt. Pegram and Mr. Tancey had returned from London together, and the latter jstates that it haa been intimated to him by a third party that the Nashville has been recognized by the British government as a national vessel, and will be allowed to refit and repair at Southampton, as was the case with the James Adgar, so as to exercise perfect neutrality batween the two contending parties. Liverpool, Dec. 2T. Moat intettee excitement exists hero to-day, under the intelligence of the taking of the Southern Commissioners, Mason and Slidell, from the British mail atearner Trent. An indignation meeting was promptly held, and rcsblutions were carried by acclamation, denouncing the insult and calling npon the Government to maintain the dignity of the flag. Some prominent merchants spoke against precipitate action, and said the matter had better be left to the Government. The feeling of indignation is general. Con sols declined in London per cent. The ship Helen, from Charleston, arrived here to-day, with a cargo of rosin and turpentine. The HanSR brings the London Times, of the 28th, which containe the account of the meeting in Liverpool. A public jruoeting will be held in the cotton sa'e' room at 3 o'clock. The room was crowded to excess. The chair was occupied by James Spence, who read the following resolutions: Resolved, That this meeting having heard with indignation that an American federal ship-of-war has forcibly taken from a British mail steamer certain pnasergvsra, peaceably under the shelter of our flag from one neutral port lo another, we do earnestly call on the Government to assert the dignity of the British flag by requiring prompt reparation for this outrage. This resolution was received with great enthusiasm. The resolution was advocated by the chairman, who considered he waa expressing the feeling of the people when he said it was the duty of the people to press on the Government the imperative necessity of vindicating the honor and dignity of the British name nnd rl jr. Mr. John Campbell considered rhere waa reason to doubt whether the fart related and acted upon by this meetieg weio) in reality, a breach of international law. and referred to the opinions of the law officers of the Crown as being iu som- mmmre Inclined to show that rtfh a s?rp aa taken with respect to the fwiutboTTJ OommiBsioners, was justifiable under the existing state of international law, and urged the propriety ot postponing the consideration of the snhjact until to-morrow. Mr. Lowe sustained Mr.Oampbetl'a viewa. The chairman suggested that to meet the objection of Mr. Campbell to strike on! the words, " requiring prompt reparation for this outrage," and thus amended, the reeoleyion passed almost unanimously. Colonel Leonard, of the Thirteenth Massachusetts Regiment, arrived here this morning, from Williamsport, with important advices from the Upper Potomac.
