Gen. Patterson demands a Court of Inquiry A Lieutenant caught sleeping on his post Reconnoisanees" Gen . Wool anxious to march on Richmond Good News from Kentucky Governor Morton in Washington. TRIBCNBB DISPATCH. Washington, Dec. 7. Gen. Patterson has called for a Court of Inquiry of bis conduct in the campaign of last spring and summer. Commander Poor, tried for allowing the Sumpter to escape from New Orleans, when he was in command of the Brooklyn blockading that port, was acquitted by the Court and the sentence has been approved by Secretary Welles. The high military crime of sleeping on a post in front of the enemy has brought another officer into peril of his life by a Court Martial. Lieut. Hart, of the New York 31st, was brought over to-day and placed in close confinement, charged with this offence while on picket duty. Gen. Sedgwick who commands a brigade iu Gen. HeinUleman's Division, marched with infantry, cavalry and artillery amounting to three or four regiments as far as Bone Hill on Acontinck Creek, where three hundred rebel cavalry have been posted three or four days. Gen. Hancock, of Gen. Smith's Division, with three or fbnr regiments marched toward Fairfax Court House, and then marched back again. They found indications that the enemy bad been over the road within 24 hours. TIM13 DISPATCH. Wasbinton, Dee. 7. An officer of Gen. Burn's brigade who left his camp to-day, reports the enemy appear to be withdrawing their forces, especially those near Monocacy. The pickets have diminished and appear afraid to show themselves. It is thought the whole rebel force on the upper Potomac is preparing to retire. Gen. Wool held a council with his officers and they unanimously came to the conclusion that a demonstration ought to be made on Richmond, from that point Gen . Wool was very anxious that the government should give him the requisite number of men and means for that purpose. The subject is before the government. General Robert Wilson, President of the Missouri State Convention arrived here last evening. He says the federal troops still occupy Sedalia, Roll and Tipton aid so far from McCullough surrounding Sigel at Sedalia, Sigel is now in command in place of Gen. Sherman, whose disorders have removed him, perhaps, permanently from his command. Mr. Wilson says the loyal citizens of Missouri, have perfect confidence in Gen. Halleck. heeald's dispatch. It is the intention of Gen. McClellan to consolidate the different companies of each regiment of the regular army. The exegencies hitherto nave made it necessary to atter iDat lorce, so mat naraiy a wnoie regiment of the old army was together To effect this consolidation, a number of com panies of infantry are to be sent to Fort Pickens, where the rest of their regiments are stationed, and other compnnies are to be brought from Fort Pickens here to fill up regiments to which they belong. Thus in a little while, each of the regiments will be all together for the first time since the Mexican war, and in many instances for the first time since they were organized. Recent arrivals from Kentucky bring cheering news of the prospects of the Union forces. It is stated positively that the rebel Buckner, has a much smaller force than has been generally estimated. His army at Bowling Green is less than 20,000 and arrangements are already perfected, which will compel him to surrender, or retreat rapidly into Tennessee. Gov. Morton of Indiana is in this city, looking after the health and comfort of the Indiana volunteers. LAST NIGHT'S REPORT. Fort Monboi, Dec. C. The Bteamer Spaulding arrived here early this morn ing from Hatteias Inlet, and brings intelli gence ot a naval engagement between the U. S. gunboats Stars and Stripes, Underwriter, Putnam and Ceres, and two rebel gunboats. Between twenty and thirty shots and shell were fired on each side, without doing any damage. Several shots came close to the Spaulding from the rebel boats, to which Capt. 11 owes replied with his gun. By this steamer, we also learn that on the 2nd inst, a furious gale prevailed at the Inlet, but the fortifications remained unin jured by the tide which was Hot as high as that of the previous month. The troops were all in good health. A flag of truce baa just comedown from Norfolk, bringing Horace Agles and five ladies and children. Mr. Agles was re leased on his parole. Passengers report nothing new. According to a dispatch dated Augusta, Tybee Island was evacua ted by our troops and the light house burned by the rebels. Nbw York, Dec. 7. Port Royal letters state that the report that the dispatch from Jeff. Davis, announcing the destination of the fleet was found in Fort Walker, after its capture bad no foundation. No dis patch was brought to any officer of rank in our army or navy. Nor if it bad been sent, could it have been anything mora than Jeff's conjecture. The stories about the betrayal of the object of the expedition were all false. The Ben. D. Ford, returned from Tybee Island, on the 1st inst., having captured rebel schooner of about 200 tons, the Worthiogton, Capt. Hawes, of Charleston, with 1500 bags of coffee and a quantity of cigars. The schooner was run ashore, in the endeavor to escape, and the captain succeeded in getting off in a small boat. No troops were left behind. Pittsburg, December 7. The new gnnboat Oasco, bnilt in the Mystic river, Conn., arrived at the NavyYard yesterday, to be armed and put into commission. The ship Nightingale, and the Bteamer Wyandotte, sail immediately for the South Atlantic blockading squadron.
Philadelphia, Dec. 27. The marin3 and tars of the steamer Hartford marched to Independence Hall this morning, to present to the city, a splendid flag made during the voyage home, which is made of silk and was purchased in Canton. The flag was raised at noon, at Independence Hall and a salute fired by the Hartford at the Navy Yard. The train which left here last night for Baltimore and the trains from Baltimore collided near Gray's Ferry about 11 o'clock. The engines and baggage cars were crushed. No passengers injured. A general disposition among Congressmen is to pass a law making more certain and stringent the forfeiture of rebel property, while that of Unionists will be more surely protected. In other words, making a wido discrimination between the two classes.
