The reason he ha3 not written ere this, is because his mind, tor the past few months, has been altogether engrossed in tho labor of singing eongs of praise to je Dixie a singular concatenation of circumstances compelling him to sojourn until latterly in that somewhat famous province formerly (aad tc be hoped still) a latteral appendage of our beloved Uncle Samuel. prisoners were not delivered np ; also, that other foreign ambassadors at Washington were in a similar pleasant state of mind, saying what they would do, &c, if the case were theirs. It is almost needless to say that this delightful sensation stuff has found plenty of echoes, almost as needless to add that we have not been able to find room for it. We pointed out yesterday the inconveniences which might arise from such an extension of the rule respecting the carriage of dispatches and dipiomative agents by
neutral vessels, if the rule were so enlarged as to cover the capture of Messrs. Mason and Slidell. It would render all the English mail steamers liable to capture by Confederate vessels, and to all confiscation. LeCourrierdea Etati Unis, also points out that the rule, if held good against a neutral vessel proceeding from one neutral port to another, as the Trent was doing, would justify either belligerent in stationing cruisers in the British Channel even in the Straits of Dover and capturing all the mail steamers bearing American agents of the belligerents, and dispatches from the continental embassies to that in London. It is clear that the rule thus extended would become simply unbearable to neutrals. It must be assigned some rational limit, and a vessel loaded or cleared from a neutral port for a neutral port, bearing dispatches only to the neutral countries or neutral Governments, ought to be exempt from the penalties which the Northerners claim they have a right to inilict upon all vtssols carrying contraband of war. We apprehend that a Spanish or Figlish vessel, carrying powder, Ac, to Cuba, would not be a lawful prize, though the Cub.m importer might really ordered such stores with a view to supply one of the belligerents, else the Government of Cuba might be hindered of supplies for its own army. And so in respect of arms and stores sent to Canada from Great Britain, some of which have undoubtedly beeu imported for sale to the Northern States, but were not, there.'bre, lawful prize while on high seas, and trader a

Williams has three companies of Kenluckians, under Major P. D. Veiser. This force is deemed quite buliiciefit for tho proteclion of this point. Tnu fortifications two in number are consuieiH by judges to lie the beet in the West. The town site prest nts a natural forliticatiou, and the only labor necessary was that necessary upon mounting the guns and erecting the accompanying infantry redoubts. Every gun and there are many coinmamts the Ohio river both ways, the Cumberland river three tniles from its mouth, and the country in every direction. Some experiments by order of Col. Chetlain, tbe other day, proved satisfactorily his capacity tor deictifle, and consequently we all rest well o' nights at this post. A very lnrre eecesh element is si ill vegitating in this ancient aud dilapidated village, but tho otlicers and soldiers treat them with all that accustomed kindness Hnd forbearance so eminently displayed by th Union troops toward an erring and misguided brother. You will have heard ly this of the big scare we all had on Friday night from the presence of a fevr secesh hog merchants " at Caseyville. Our mutual friend Capt. J no. R. Hall, of the Golden State, "owes us one " on that. The Conestoga and transport returned to-night without finding anything. Apropos of the Caseyville matter, let me give the account of Capt. Josh Throop rnnning the llorkatle with the Courier. Lieut. Gus Dusouchet informs us that he came into the lauding double-quick time, leconnoitered a while, and then threw out his pickets no bard that one man went e'ear through a warehouse and found a barrel of whisky in the other end. After Debouching a while, he withdrew bis forces in good order, losing but one man. He, (the man) was shot in the neck. This exploit reminds us of an anecdote told at the expt-nse of the good natured Capt. TBrtop. He was joint owner with Capt. Docsey Smedtey, in the steamer Sam. Kirkmau. The former lives in Staithland, und the lattf.r in Paducah. In August, Siuedley concluded that steamboat stock was worth wore in Dixie than anywhere el3e. Acting upon that idea, he wrote to Capt. Thjojp that ha beleived he would take his half u, Tennessee river into Dixie. Capt. T. iiamedia'.ely repaired to Paducah, but found that his half like the two men who owned a dog in partnership and the one corcimled to kill bis half had none up 1 too ! Owing to the Increase in my boeiness, I am now enabled to pnrckase all my Goods directly from the Importers and Mannfacturjrs, at low figures; and wishing to increase my trade and introduce superior Clothing throughout tbe Southern part of Indiana and Kentucky, I will hereafter sell goods a shade lower than Kew York prices, being confident that the most effectual and only way to increase business is to ianagurate a system of low prices, and sell only first-class, fashionable, and DURABLE Goods.
I have now in my employment a firstclass FHBNCH ARMY CUTTER, and baring on hand a large stock ot Military Cloths, Trimmings, PaiianU, Sashes, Swords, Belts, Bugles, Caps, Havelocks, Military Overcoats, Gum and Oil-Cloth Blankets, &c. I am prepared to furnish Officers with full Camp Outfits, fully as cheap as they can be bought in the largest cities. My facilities for furnishing Military Outfits are not surpassed by any House in the State ; and as I shall hereafter make the furnishing of Military Equipments and Uniforms a regular branch of my business, Officers can always depend on finding a fall assortment of first rate goods.
My Stock of Furnishing Goods, consisting of Officers' Gauntlets, negUee shirts, Gam Coats, Gloves, Cravats, Underwear for Winter, Hosiery, Ac, Ac, is complete, and comprises the latest styles of desirable imported goods and domestic manufacture. I will guarantee all articles to gire perfect satisfaction, and will protect all persons who may favor me with -heir patronage, both as regards the quality and price of Goods.
