WEDNESDAY MORNING.............APRIL 17 ======= Tlie Tocsin i Sounded. The war excitement has absorbed every other interest every other passion. Nothing else is thought of, bat little else talked about. The Northern yeomanry having done all in their power, save surrendering their manhood and liberties to avoid the shedding of blood, begin to realize that the dread event can jno longer be avoidsd, and are girding up their loin3 for the deadly strife. From every hamlet, village, and State, we hear of mighty gatherings, and if our Southern friends will bat place their ears to the ground, they may hear the low muttering of the coming avalanche. No government on the face of the earth ha3 been so patient, so forbearing, as has our3 in the few months- that have past. Confident in fcer power and resources, she received the blows and insults of her rebellious children, hoping almost against hope, that they would eventually cease their insane conduct and become obedient to her authority. Cut her forbearance ha3 been treated as cowardice ; her kindness only provoked renewed insult. At last, forbearance ceases trbe a virtue, aad she rouses herself to adopt a more resolute course She appeals to the children who are yet true, to stand by the old fireside and protect it from the lawless ones who seem determined to break it up. "They call it a political war a war of consanguinity," said Colonel Dumont at Indianapolis "but when a brother holds a knife to my throat, I know no relatioEHhip. When men who have lived, grown rich and prospered under the protecting folds of the star-gemmed flag, raise their impious hands to strike it to the dust, they are doubly traitors. For a foreign foe there may be some excuse for a traitor there can be none. They declare themsolves a foreign nation ; I take them at their word and would shoot one of them with as much willingness as I would any other enemy of my country and her institutions." These are but the sentiments of every true patriot, and tho myriad3 of men that are now rushing to arms throughout the Eastern, Middle, and Northwestern States, demonstrate how ardently our people love their glorious Union and star-spaagled flag. "You will have enough to do to take care of the Secessionists at home," has been tauntingly hurled in the face of the Northern Union men, by Southern traitors, while they coolly rifled mails, robbed the mints, and stole the Federal property. Too late they will discover their Bad error. Too late their eyes will open to the deception practiced upon them by mercenary dema" gogues. No man drinks in the pure air of the North without loving liberty, and prizing the (iovernment under which that liberty is presurvtd. They hato all who hate order and an assault upon the Government is an assault upon them. They are rallying around their loved flag, which our Southern and erring brothers may depend upon will be protected at every hazard. The children of pitriotic and revolutionary sires will, like them, " pledge their lives, their fortunes and their sacred honors" in it defense. Wliere do Von Stand? This glorious government of ours is threatened with destruction by traitors. This must not be. The memory of our patriot fathers forbids it; the associations which hang around our flag forbid it; our own feelings and best interests forbid it. Without the Union we are nothing. Everything desirable in life is bound up in its integrity. Therefore, its preservation is our first, great temporal concern, and our earthly salvation. Who will falter or fail back from the defense of his country in its day of trial ? Who will hesitate to declare himself unconditionally in favor of the Union ? Nobody, unless he 13 of the same mould as Benedict Arnold or the tories of the Revolution. What did they do but betray their country and give aid and comfort to its enemies ? Jcst So. At the Union meeting in Indtanapoli3 on Saturday night, Mr. Newcomb, one of the orators, told the following anecdate illustrative of the difference in the manner of doing things by the North and South. The telegraph dispatches indicate that in most of the Northern States pratera have been said: During the past winter, said the speaker, Robinson, of R. I., was unfortunate enough O fjrm the acquaintance of Wigfall, of Texa3. Wigfall was blustering away in his windy style, about what the South was going to do, in the event of war. Robinson listened until lie had finished, and then replied, "Mr. Wigfall, you don't understand our people; you accuse us of cowardice. You are mistaken. You of the South talk big then yc u take a drink then put in more big talk then take a drink. We Yankees don't operate in that way. We sit down and calculate the cost, and what is to le gained by going into anything. Having made up our minds, we say 'let us pray,' and afUt prayers you may look out for hell!" fccf-The Boonville Democrat say3 that Wm. J. llemmenway has received tie appointment as Post Master at that place, and speaks very favorably of the new official. C"The Louisville Democrat says that Col. Green has been told by Mr. Lincoln that he could keep the mail agency on the Louisville ami Evensville mail Hue. The gency wa3 oii'ered to Mr, W. M. Editor Journal; A distinguished General once said to his army, on the eve of battle, "Seventeen centuries are looking down upon you from the battlements of. the past." To-day, eighteen centuries of the past, and the world of nations for the present, are , looking upon America. A strange phe- ' nomenon greets their gaze. An unparalleled controversy comes before the nation. Not whether fugitives shall be returned to their " owners; not whether all citizens shall be protected in all their Constitutional rights ; a j -v u ri ? not a personal dispute between the Chief Magistrate and a portion of his subjects but a controversy with the government itself. A resistance to the Constitution and laws of the country the Constitution and laws that protect our homes and hearth-stones, our property and persons, our wives and chil dren. President, Cabinet, and all dignitaries, are lost sight ot. It is the Government of I the United States that is assailed. The question now comes to us divested of i all its abstractions, and becomes a plain, j practical question. Have we now, and ! shall we continue to have, a Government ? j It is too late to pause and ask after all the causes and occasions of the present state of affairs, or to blame the pusillanimity and imbecility of men in authority who allowed treason (not to leap lull grown m a mo ment from the head ot some fabled political deity) but to slowly and gradually grow and develope into the enormous and wicked proportions of secession, or resistance to established government. This question must and will be decided, and in its decision are the fortunes, happiness and lives of tliousinds. We must decide, not merely whether the Cotton States shall have their way but shall the govcrnmeut of the United States be preserved, or shall it be brought to a speedy and complete destruction. The theory that allows the fight of secession, would authorize New York, Cincinnati, or Evansville, to become.ri?e cities; Maine and Minnesota, Kentucky and California, to become separate governments. In thi3 general break up we all havs a right to be heard. As to the various domestic questions mixed up in the controversy that have preceded the present state of affairs, the people, in their own accredited and timc-honorrd democratic manner, the ballot box, have spoken repeatedly, and the voice and sentiment of a majority of the American people are well understood. Shall the voice of the people be regardedshall the constitution and government be sustained? This is a question not merely for the President and his Cabinet to decide. He has already indicated what he proposes, and he has done this in a manner alike creditable to himself and respectful to the enemies of the government. , It now remains for the people to say whether the men and the money are ready. What will the people say ? The excitement here is intense I know not how to describe it. Hundreds aud thousands throng the streets, and . from hundreds of windows, and steeples -and Btrects corner?, the Stars and Stripes may be seen indicating the seutiments of men, women, and children. Even the Enquirer, that indescribable sheet, offers indications of attachment to the Union. But this will neither atone for, or recall its deep, dark, damnable, and treasonable misrepresentations, by which it has deceived our Southern friends in regard to the true position of the North. This is a moment of interest, in the history of our country, the value of which cannot be expressed by word3 or indicated by figures The character, socially, financially, and politically, of a long future is to be determined by the counsels, decisions and firmness of this hour. The elements that form the materials of this controversy must be disposed of sometime by us or our children. For one, I prefer settling it now. If we must and will be two governments, nothing can be gained by postponing lor any considerable time, the rupture. If we are "many in one," and design to remain so, let it be so understood, and that promptly. The suspense is painful and disastrous to all interests. Every man, woman and child in the Government, North, South, East and West, is interested in a speedy settlement of the question. In any event the growth and prosperity of the country everywhere is retarded by the presence of these troubles. May the God of Nations guide our Ship of State. Veritas. ,- Good for Douglas. Clt will be seen by an article in another place that Senator Douglas recently called on Mr.-Lincoln and promised to sustain him in the standee had taken for the Union, at the same time recommending a vigorous policy for the preservation of the government. Ve are glad to hear of this. The truth is, all patriots are coming up to tho support of the Administration. .Any other course argues rank toryism and black-heartedness. . - Magnificent M on um e n t. M r. M. A. Lawrence hasjust completed one of the most beautiful specimens of marble work we ever beheld. It is about seventeen feet high, very symmetrical, and finished in the best taste. It is constructed in sections and is of the G nest marble. Beautiful "turrets" decorate the sides and crown the superstructure, and the glass-like finish must excite the admiration of every beholder. This beautiful specimen of workmanship i3 to go to Bolivar County, Mississippi, but will remain a few days before it i3 shipped. Our citizens ought to call and see it. Married. Senator Douglas fob the Govkrsme.nt. The following telegraphic dispatch, dated Washington, April 14tb, was not received over our line. Senator Douglas called on the President. He had an interesting conversation on the present condition cf the country. The substance of it was, on the part of Mr. Douglas, that while he was unalterably opposed to the Administration on all its political issues, he was prepared to sustain the President in the exercise of all bis constitutional functioos to preserve the Union and maintain the Government and defend the Federal Capital. A firm po!iiy and prompt action were necessary. The Capital, and all our country 13 in danger aod must b protected at a I hazard.-, and r - , ' at any expens-j or men and money. ' He Spoke of the present .and future with out reference to the past. Mr. Lincoln was , very mncb gratified with the interview. I
