I was at the ante-room of the White House about noon, to eeo the crowd of visitors tiiere assembled, and to look at the sreat men there congregated. (Be it understood that the President's Mansion is considered a public property, and " the misses," particularly newspaper rueti, go there freely when they have nothing eUe to do, to "s;e the sights" and " take items." While there, on this occasion and others, I Lave seen tbo different members of the Cabinet pass 'in and out and have of course been interested by their outward appearance. He 13 of large size, has a full, clean shaven face, a slight squint in the eyes : and an ungracefnl manner of looking around on a crowd. He has a splendidly developed head, full of intellect, and moves with an air of conscious strength.- Mr. Chase is rapidly making friends here by his prompt and gentlemanly mode of doing business, and I would not hesitate to term him the " coming man " of this government. Simon Cameron, Secretary of War, is a tall, and has been, a well formed gentleman, but as he is petting well along in year3 ho ? U-ui.s to stoop forward. He is the very picture of the experienced and skillful geueral business man that he is, and the acute and successful political manager. I could easily see , in him the talent that procured his election as U. S. Senator in a Legislature with a Democratic majority against him. Gideon Welles, Secretary of. the Navy. He is a tall, well-formed gentleman, wearing a long, while, patriarchal beard, gold spectacles, and a soft, black enssimere hat. He waiks with an independent air, head up, aud converses and acts on the Yaukee dev-i!-may-care style. His appearance is pre possessing. Edward Bates, Attorney Ceo end, is a gentleman of the medium size, solid, substantial appearance, wears a heavy, white beard, ha3 grey hair, and by his walk indicates the approach in feebleness of age.; . He generally goes to Cabinet meetings loaded with legat papers, and is a good specimen of the sound and learned jurist. Montgomery Blair, Postmaster General, is a tall, slim gentleman, with sandy hair and red side whiikers, acquiline nose, and decided cast of countenance. He walks erectly and with an "irrepressible" air. He is a man who is not afraid to take ! responsibility, iii is managing the vast and j complicated affairs of his oCiee with much energy and discrimination. Caleb B. Smith, Secretary of the Intsrior, i3 well known in Indiana, out. as ninny of our readers have never seen him, I sketch his appearance. Mr. h. 13 of menium height ! heavy set, round head, slightly bald, smoothly shaved face, upright gait, acd lisps considerablywhen he talks. 'Hin office has an immense pi.-tronage, and its duties are very laborious. Mr. Smith is conducting it with great energy and industry, and is making for himself an enviable reputation-. She has obtained, according to a calculation of the President himself, just four offices of a general character outside of the State and exclusive of clerkships. Of these she has got probably a dozen. While she has got four general offices, as above, Illinois has obtained eleven, Ohio eighteen, aud New York twentyeijht. In the value of the offices there is a greater' disparity'!, lan in their numbtr. The President has expressed his determination to remedy this inequality in the distribution of cotivilsuip?, &c. But this is mere surmise. It is Tery natural that thty should want to be here to take a hand in the distribution of official favors. Notwithstanding the departure of many army and naval officers and men, for their rx.qt.q of dutv. within the Dast week, there are ponty more left of the same sort, and rumor says tnat Gen. fccott intends to hare still more here before long. The weather, for the past two days, has been rainy, chilly, windy, and very disagreeable. Spring seems very backward here. Out doors to-day, the appearance incate anything but the vernal season". James H. McNeely has been appointed Postmaster at Evansville, and Alexander H. Conner at Indianapolis. Mr. Conner wag the popular and efficient Chairman of the State Central Committee, and the appointment wa3one eminently fit to be made. He richly earned the handsome position he has received, and will make a capital officer of the Government. J. H. McN. Ati EitPTKD Scicidb. A German residing in this city, a blacksmith by trade, while laboring under excitement caused by liquor, yesterday evening threw himself into the river at the foot of Broadway street, with the intention of " shuffling off this mortal coil." Fortunately he landed in shallow water, and fVeling the cold bath to be somewhat disagreeable, he thought the better of it and crawled out. Yin. Gaz. 10th. There is an abundance of water in both White and Little Red rivers, but freights are scarce. The season is unusually forward in Arkansas, and the planters generally bad finished their corn-planting, and are now ready to plant cotton. LOCAL NOTICES.
