It rained all night Saturday night, and a heavy shower fell on Sunday night. It was raining when we left the levee in the evening. Business was only tolerable good, but there were more arrivals than on any day this season. The River at this point was rising last night, but accounts from above indicate a fall soon, as the river was falling slowly all the way up. CINCINNATI, April 8, M.—The river has risen 1 foot since Saturday. Now 22 feet in the channel. Weather yesterday, was clear and springlike, but commenced raining early this morning and has been raining constant and heavy since then. Mercury 60°. .......The saucy Charley Bowen is the regular packet for Cairo and way points to-day on arrival of the cars. She is commanded by the good natured Bill Bentley, and as she is swift and reliable, we hope she will get a big trip. Viets is her agent. ......The flying Eugene will be down today, and leave for Louisville at her usual hour. We bespeak for her a liberal trip, as she is commanded by Capt. Sayres, with Will Duvol in the office. She leaves punctually at 7 o'clock. ......The Samuel Orr arrived from Cincinnati about noon yesterday, with the best Wabash trip of the season. She left for that stream in the afternoon. ......The Dunbar put up her new chimneys, and got off at her usual hour. They look neat and durable. They were manufactured by Messrs. Beckman & Neihaus, on Water street, and are a credit to the firm. ......The Commercial of Saturday says: "Capt. Cus. Fowler, will shortly lead to the matrimonial altar a blooming belle of Paducah." Which accounts, we suppose, for the Dunbar's new chimneys. The Commercial also says that an omnibus named "Jeff Davis" was shipped for Memphis, on the Glendale. Another shipment on the Glendale was three pieces of artillery and the necessary accoutrements, manufactured in Baltimore. They are consigned to the Southern Confederacy, at Jackson, Mississippi. ......We learn from a Memphis exchange that the show boat, James Raymond, arrived with the Pelican flag in front and the Stars and Stripes in the rear. This is Dan Rice's show boat. If Dan ever attempts to show in the North again, we hope be will meet with a warm reception. ......The St. Louis papers contain the following: We learn from the Dr. Kane that the Castle Garden, bound down to this port, struck a rock on the lower rapids and sunk. The leak was stopped and pumps set to work, and it was supposed she would soon be raised. Her guards did not go under water. It is supposed no freight was damaged. She had two barges loaded with grain, &c. ......The famous equestrian, Eaton Stone, left in the Melnotte for Pittsburgh yesterday, having with him eleven buffaloes and two antelopes. He exhibits them in New York and then proceeds to Europe. Mr. Stone lately came in from the plains, where he has been about a year procuring the animals.— It is a marvelous sight to see him driving ten of the buffaloes, tandem fashion, or one in a buggy, at a 2:40 pace. ====== RAILROAD RECEIPTS. PORTLAND, April 8.— The Canadian left Liverpool on. the 2Sth ult. and Londonderry on the evening of the 29th, and arrived here thi3 morning eight and a half days from Londonderry. France. Napoleon received tin; .'oldress from the Corp3 Legislatif on the 23d ult. On returning thanks he said: "Notwithstanding the debate, he, by no means disliked to see such a discussion, but he hoped the government and Legislature would mutually aid each other. The speech is regarded us ambiguous. The Pope's last allocution ha3 been suppressed. France h far loss coiiciliiatory than 'ua3 been represented. - The order for sending reinforcements of French troops to Rome, intended to counteract the movements of Austria, has been countermanded, after an explanation from Austria. The City of Manchester from New York, arrived at Queenstown on the 2'Jih, and the Edinburgh sailed from Liverpool for New York on the 27th, with 102,000 in specie. The Great Britain Parliament stood adjourned for the Easter season till April 8tb. The strike in London of the building trades again assumes serious proportions. Turn outs among the Lancashire workmen were increasing, and some rioting was feared iu consequence of Friday and Saturday being holidays. The market news by the Persia will be no later than that now received. Italy. Ccmit Cavour, in his speech on the Roman question, claimed that Italy had a right to have Rome for her capital, and that the union of the temporal and spiritual power of the Pope was the source of the evil. Reactionary demonstrations were takiog place in Sicily. Japan. It is cortain that the American Secretary of Legation had been murdered nt Jeddo, and the English and French Ministers had retired therefrom, but the American Minister remained at Jeddo. It is officially stated that Prince Alfred will visit Canada this summer, arriving there in the middle of June. The adjourned meeting of the G.alway Steamship Company, was held on the 27th ult. in London. The directors were author ized to raise an additional 600,000 at 7 per cent. They propose landing the mails at New Foundhtnd every voyage. Negotiations are being made with the Great Eastern to convey to New York 12,000 German emigrants, to the Mormon territories. The London building strike threatened to assume formidable dimensions. The great contractors have determined to close thtir yp.rds, if the men continue to refuse their offers, thu3 throwing some 45,000 men out of employment. Preparations were being made to import laborers from Belgium, where labor i3 lower than in England. The Rev. Dr. Cheever had been lecturing in Liverpool on the question of slavery and the American crisis. The Times' correspondent say3 that Gen. Guyon has been authorized to make contracts for the French army at Rome for six months longer. The French Journals had received permission to publish the Pope's allocution. The Rumor that Austria had intended aggressions against Piedmont and that the French movements were in response, is pronounced false. Ia the Italian Chamber of Deputies, several speakers on the left, proposed the simple proclamation of Rome as the Capital cf Italy, and callingupon Napoleon to wuudraw his troops. It is reported that some disturbance took place at AVarsaiv, but nothing serious occurred. The present regulations for public instruction in Poland are abolished. A special Commissioner for public worship and instruction was appointed. A Council of State is to be appointed, composed of the clergy. Turkey. A scheme of forced loan i3 in progress. China. Telegrams report teas advancing but dull at Canton. London, March 29. The Timcs's Paris correspondent writes that hostilities appear imminent between the Austrians and Piedraontese. Victor Emanuel is said to have written to Prince Napoleon of an attack, and urging him to represent matters in their true light to the Emperor. Tunis'. In the Chamber Deputies Signor Cheeves spoke against tho transfer of the Capital of the Kingdom of Italy to Rome. Count Cavour urged that Rome should be immediately declared the Capital of Italy. The transfer will take place in consequence of the law adopted by the Chamber, without any disturbance. The time will be fixed by law. FROM TIIE WEST. iNDErKNDENCE, Mo., 8th. The Santa Fe mail with dates to the 25lh arrived this morning. Col. Loring had arrived and taken charge of the Military Department of New Mexico, which gave satisfaction to the people of that territory. The report of the taking of Fort Marcy by citizens of Santo Fe is incorrect. No demonstration of the kind has been even thought of. Peace has again been made with the Navajoes. Great crowds of people are flocking to the San Juan mines, and numbers are leaving and going back to the Pike's Peak region. The grass on the plans is growing fast end in a few days will be sufficient for stock to subsist on. Emigration to the gold field ha3 commenced over the Southren route, quite a number of emigrants having been met by the mail party. A great amount of rain lias fallen in thi3 section. Business is looking up. FROM NEW ORLEANS. Nkw Oulkans, April 8, p. m. The steamer Gen. Miramon, with Havana dates to the 1th, is below. Prince Alfred was expected on the 13th. Three more war vessels sailed for Sau Domingo on the 30th. The mechanics at the Warringtou Navy Yard were becoming dissatisfied on account of non-payment of their wages. A private telegram from Fort Jackson says a war steamer in disguise passed the mouth of the Mississippi yesterday afternoon. She came within reach of the guns of the fort. She was teconnoitering aliout until towards moruint;, and then proceeded to sea.
FROM NEW YORK. NEW YORK, April 8.—The steamer Edinburg is in the offing. Her news, is anticipated. The Harriet Lane sailed this morning having exchanged the revenue for the Amer-
ican flag. Large quantities of army stores - are being shipped on board the steamers Baltic and Illinois. Nkw York, April 8th, Evening. The Commercial's Washington dispatch says: Lieut. Talbott left for Sumter to-day with instructions to Anderson and will undoubtedly be re-admitted to the fort, although stringent regulations have been adopted by the Secessionists. Large quantities of ordiiance,ammunitiorj, Ac, have been transported to-day from Governor's Island to the steamship Baltic, including 100 gun carriages for large Columbiads, marked " Fort Pickens." She sailed at 7 o'clock thi3 evening. New York, April 8. Stocks lower and dull. Money, a good supply offered and only a limited inquiry at 4(S6 per cent, oa call. Steriing exchange dull and easier at 1 0731 08 Bankers bills. FROM rENNSYLVANIA. FIahrisburo, April 8, p. m. Gov. Curtia will send a message to the legislature tomorrow recommending an appropriation of $500,000 for the purchase of munitions of war. The message take? the ground that a3 onr people, so long peaceful, have lost the military habit necessary amid the disturbed conditon of tho surrounding States. They should prepare the means of selfpreservation, and it ia the duty of the State to assist in the enforcement of the national laws. The Republicans will hold a caucus on this subject to-morrow. The State Treasurer declares that the appropriation must be raised by a loan. In the Legislature, to-day, steps were taken for the postponement of the time of adjournment for the consideration of the subject. FROM PITTSBURG. PiTTSBcno, April 8. An enthusiastic meeting of the business men of Pitt3bure was held to-day in regard to the currency. The wholesale and retail trade were fully represented, and the strongest determination not to receive depreciated money except at brokers rates wa3 manifested. Missouri and Virginia money is quoted at 4 per cent discount. FROM CHARLESTON. Charleston, April 8. General Beauregard ha3 ordered out 5,000 troops. Companies are constantly arriving and being put in position. New batteries are also being constructed. Charleston, April 7. Gen. Beauregard this morning issued an order and sent a spe- j cial messenger to Major AnderSjti, giving him an official notification (hat all intercourse between Fort Sumter would be j prohibited from that date. All the forts have been strengthened, and two additional regiments are expected from the interior. CITY ELECTION. Hartford, April 8. One hundred and six fugitive slaves left this city last night for Canada, via the Michigan Southern road. It is estimated that over 1,000 fugitives have arrived in this city since last fall, the most of whom have left since the recent arrest of five slaves by the U. S. Marshal. FROM DETROIT.
