Weather clear. Mercury 44°. CINCINNATI, March 23.—River fallen 11 inches, now 19 1/2 ft. in the channel. Weather cloudy and mild, raining off and on for 12 hours. ......The Dunbar is the mail packet for all points south to-day. She leaves at 3 o'clock, on the arrival of the cars. Capt. Fowler and clerks Dusouchet and Taylor are the must affable and accommodating fellows on the river, and will look after the comfort of passenger [sic] with the most untiring zeal. ......The Little Grey Eagle is still in the hands of repairers. We presume she will be out one day this week. ......The new and staunch coast packet Mattie Cook will be at the landing all day receiving freight for Bowling Green and intermediate points on Green River. Capt. Vanmeter and those sociable gentlemen Travis and Miller will be found at their respective posts, and will take excellent care of all who place themselves under their charge. ......The Louisville Courier of Friday says: The River was falling slowly yesterday, with seven feet nine inches water in the canal by the mark at dark. During the previous twenty-four hours it had fallen two inches at the head of the fall, and six inches at Portland. On the fall there were five feet nine inches in the pass. The weather has been changeable, in fact a regular set to, row, or fight between old winter and young spring. Henderson's boat, in Union Township, Vanderburgh county, Indiana, at the Henderson ferry. The verdict of the jury was that the deceased came to his death by a pistol shot to the left eye. At the time of his death he was about 27 years of age; he was dressed in a black satin vest, yellow jeans pants, coarse heavy boots, check shirt, knit woolen undershirt, cotton drawers, yarn socks. He had in his purse one note of hand of thirty-six dollars against David Stephens, with a credit of three dollars written on the back, and pocket-book containing sixty cents in silver, and a key, and a memorandum written in German. A letter was received from the Vice President ia which he stated it was his intention to be absent during the remainder of the session, and also to afford an opportunity for the Senate to elect a Vice President pro tern. On motion of Mr. Dale, Mr. Foote was unanimously chosen Vice President pro tern. Mr. Foote, on being conducted to the chair, made a few pertinent remarks. On motion of Watson, a committee was appointsd to communicate the election of Mr. Foote to the Vice President. Mr. Wade presented the credentials of Jno. Sherman, of Ohio. The Senate to-day confirmed the following nominations : James M. Burgess, Postmaster in Javesville, Wisconsin ; Archibald M. Campbell, Post Master in Wheeling, Virginia; Albert Todd, Post Masteiv in Lexington, Ky.;Vm. D, McLait, Post Ma3ter in Nashville, Tenn ; James L. McDowell, of Kansas, U. S. Marshal; Charles L. Wilson, Secretary of Legation to London ; Wm. L. Dayton, Jr., Assistant Secretary of Legation at Paris ; John Hantia, U. S. District Attorney for Indiana. In addition to the above n number or land officers and army promotions were confirmed, including that of Lieut. Col. Lee in the place of Sumner, promoted. Washington, March 22. The Republican Senators ia caucus to-day resolved to supersede the present surgeant-at-arms, and Assistant Doorkeeper, by a new election. They will determine on candidates tomorrow morning. There is no determination in the Administration circles relative to the extra session of Congress according to the present indications. The nomination of Holloway as Commissioner of Patents cannot be confirmed, the committee on Patents not having reported on the subject. II i 3 name will therefore probably bo withdrawn. Col. The Administration will reply to the Southern Commissioners in a fe' days slating it has no power to treat with them, and they can be regarded only as gentlemen. Dr. Fox of the Navy, accompanied by Capt. ItartsU'in, visited Major Anderson, but the naoire of his mission is unknown. The Secretary of the Treasury has advertised for proposals for the eight million loan which will bear C per cent, interest, payable semi-annually, to bo le-iiabursed in 20 years from 1st of January last. No offer will be receiv ed for any fraction of a thousand or considered, unless one per ce ntum be deposited, subject to order of the Secretary. Proposals will be received up to noon of April 2d. The Charleston Courier of the 21st, received here, says: " The assertion that the term of service of 26 of Major Anderson's men had nearly expired is a mistake. Anderson was in daily expectation of receiving orders to evacuate Fort Sumter. The supply of provisions and fuel is nearly exhausted. ' If ho is not speedily relieved be will be compelled to burn some of his gun carriages. He stated that the fort would be given up to South Carolina after an examination by authorized officers and their receipt for the property. Col. Lay has had a long interview with Gov. It is said the number of persons killed by the troops there was 53. The blockade of the Citadel of Messini is officially proclaimed and hostilities have commenced. On the Paris Bourse rents are 6Sf. 20c. Richmond, March 23. The Virginia State Convention re-assembled to-day, and Mr. Baldwin finished his Union speech. Mr. Bruce, of Halifax, then commenced a speech in reply to Baldwin, and had not concluded when the Convention adjourned. The Convention has agreed to hold evening sessions hereafter. After adjournment Baldwin was presented with a beautiful wreath on behalf of the Union ladies of Virginia. Buffalo, March 23. Eastern mails have all been delayed by deep srnsw. I The Sharp Debate Between Douglas ' and Fcsicntlen in the senate. Mr. Douglas protests against the Globe's : report of his remarks last Friday, in the ' sharp debate with Messrs Wilson and Fessenden, but it is published without any : alteration, ami it is difficult to find any in- ' accuracy in it. ' The debate was unexpectedly personal, and resulted quite differently from the ! wishes of Mr. Douglas, who set it a-going. Mr. Dougla3 ha3 become impatient of the judicious silence of the Republican senators, and he determined, by some ingenious hook or crock, to " bring them to their milk." Believing that a division of opinion existed among them on the question of the proper policy to be pursued by the administration in reference to the Beceded states, he hoped to elicit a premature discussion from them, and to destroy the efficiency and unity of the party at the outset. Their provoking reticence, broken only by an occasional bothering interrogatory from them, proved too much for his temper and he resorted to those weapons ot taunts and charges of inconsistency in the use of which he is prominent. This was done under the guise of conoern for the public peace and safety. A brief, characteristically direct and forcible' reply was delivered by Mr. Wilson, who denied Mr. Douglas's right to act as interpreter for the administration, and nsserted that the effect of his elaborate speech was to revive the sectional excitement which be assumed to deprecate and oppose. Mr. Douglas, in his answer, made a slip of the tongue, in saying " the senator from Maine " instead of the senator from Massachusetts, and wa3 corrected in good temper by Mr Fessenden and others. In a moment of excitement he asserted that he had made no such mistake. . They assured him he bad.- This provoked the Illinois senator to attack Mr. Fessenden. The senator from Maine he pronounced guilty of discourtesy in not accepting his own construction of the langunge he had used, and thus violating an established rule among gentlemen. Mr. Fessenden rose and reasserted that the mistake bad been committed. Mr. Douglas then replied that the senator from Maine said what was false and he knew it. MR. FESSENDKS'S ltKTORT. A profouud stillness followed. Mr. Fessenden took the floor, and with the most cool and impassive severity, administered to his impetuous antagonist a lesson which will not Soon be forgotten. The au3tere indifference with which he treated the imputations on himself, and the contemptuous irony of his voice, look, and gesture, cannot be reproduced iu any report. Of its kind, brief and iuntromiitu as it was, bis retort was tiie mostcompletc parliamentary effortwhich bus been heard in the Senate for a long time. The definition of his position with reference to the question of personal responsibility and the dueling code was exceedingly apt and explicit. "And why? Because I would consider myself a coward to deliberately iusuit a duelist when I could not give the offended party the only satisfaction which he would dceoi adequate for the wrong. Mr. Douglas is endowed with amazing dexterity and resources in debate, but this time he seemed baffled, and promising to give the other side a good deal of trouble yet, he sat down, with this remark that the noise in the galleries would not allow him to proceed. POLICY TOWARDS THIS SECEDINi: STATES. In thu course of his speech, Mr. Fessenden said what the Republicans generally believe to be true, that the object of Mr. Douglas's resolution, asking the Secretary of War to explain the motives and policy of the administration on a very delicate question, was to lay the basis of a speech to arouse an irritating debate, and to create instead of allaying, apprehension in the public mind, for he had no reason to expect the resolution would pass. If he had been disposed not to embarrass the administration, and had acted in good faith, the resolution would have been directed, not tothe War Department, but to the President, and would only ask for such information as the Chief Magistrate might deem it compatible with the public interests to commun'cate. The rumors of warlike intent and suspicion of disunion sentiments on the part of Republican Senators he pronounced purely inventions of Air. Douglas. The admiaistration meant what it had announced, a policy of peace, and, in his opinion, the Senator from Illinois was doing all in his power to thwart that policy. As Mr. Fessenden, by his position as Chairman of Finance, becomes the leader of the administration party in the Senate, his announcement, though coupled with a profession of ignorance of its policy, is of considerable significance.
