Apprehensions are current among our warmest Union men that a collision is inevitable between the Federal powers and the mad-caps of the " Southern, Confederacy," even uuder the ordinary operation of the General Government, while the Secessionists are persistent in conblruinrr Mr. Lincoln's inaugural into a declaration of war. Though ail reasonable men appreciate the kindly tone of the address, aud feel and acknowledge that the President of the United States could not have said less that if we are to have a government at all, its authority must necessarily be vindicated still the enforcement of the laws seems to carry with it the unavoidable necessity of bloodshed, and the publ'c miud is agitated and horrified at the thought. They hold up a divided Union, and ask triumphantly, how Mr. Lincoln ca.'i collect the puUie revenues in ports of seceded States, without war.' union men, knowing that i usurpation and treason will work all the J mischief possible, cannot readily answer the question, and hence tho prevalence of i gloom ana consternation among the best friends of the government. I say to these breeders of disturbance, these Iscariots, who, for "thirty pieces of silver" would barter away the liberties of their country, that your iniquitous "occupation is gone" that the Etraight-forward, manly, friendly, and conservative tone of the inaugural ha3 penetrated the reason of every loyal mind in the country, and the patriotic sense of the people can no longer be made the sport of artfully excited alarms that Mr. Lincoln means to be otherwise thau true and jufct to his administration. To the patriotic Union men, who no longer havo any misgivings of Mr. Lincoln, but are still disturbed by tho bluster of the factious Jeff, the subsidized Alex, and the selfordained potentates of the pelkan and the rattle-3cake government, f would say there is not the slightest occasion for war. You will see in a very short time the pelicans and rattle-snakes take to their wings and holes, and so millenial will be the peace that any child of the Government may lie down unharmed by the " cockatrice's den." All that is necessary to accomplish this is for the government to issue a proclamation closing all ports where there is no Federal Officer to collect the duties. Then there can be no clearances of vessels either to or from these ports, and, consequently, no importa1 1 ti Q . ti ' rr ......... . - 1 t ' i - ( 'dVitdr-piiBj to enter or leave without legal clearances, would be subject to seizure and confiscation, and a few ships of war along the CDast would effectually deter any attempts of that kind. Trade beiug cut off, and no revenues to quarrel over, there would bo no chance for collision, and no one to fight. If the rebellious States would be satisfied with the empty name of "Southera Confederacy," with the ruin of their commerce, and grass growing in the streets of their cities, they might enjoy their olium dignitatem to their hearts content. It would not be long before some one would be found, who could rally strength enough not easily to be put down, to accept the Collector's post, and re-establish the Federal authority. Pressing necessity, the impracticability of meeting the expenses of a seperate organization, and tho love of fat places under government, would very soon wake up the old spirit of rationality and nationality. Also, by continuing the mail facilities, ns at present, the old Union ties would be kept alive, and the whole strug gle for the supremacy of the Federal power would be confined to each seceded State, and among their own immediate citizens. Under such a policy war would be impossible, unless the rebel3 ia their madness were to attack the forts, or undertake an invasion of the North, neither of which, I think, from the amount of " method" they seem to possess, will they likely do. I Km satisfied the day of trial is passed, and our institutions will come forth from the fiery ordeal strengthened by an auacaled flexibility. The triumph of common sense, of virtuous self-restraint, and unalterable devotion to the Union, on the part of the people, will be full and complete , and will reassure the world with confidence in the permanence of freej government. The Liorder States, and Tenu. especially, will be covered witfi the glory of having maintained a serene equanimity during the excitement, and by an example of moderation, restraining and mollifying the iutemtjcrate spirit of both sections. There is no mistaking the position of TeViessee. She is true and loyal to the Union, with qualification or reservation. Iu deprecating coercion, our people do not mean to sanction '.he right of secession fur a moment. They are only endeavoring to avert bloodshed, to invoke forbearance, aud await the return of reason. We would deplore to see a mob of misguided men shot down in our streets. Iu interposing to prevent the catastrophe, we would uot wish to be identified with the purposes of the mob. So in regard to our government. We desire it to be lenient aud forbearing toward our own people, though condemning their course, and hope to see the Federal authority ultimately fully vindicated. We are part of the government. It is our government that we support. In times of peace this government has been so benign, and rested so lightly upon the people, that we were hardly conscious that we had a government. It must Not, on that account, be now entirely thrown off and repudiated. In times of turbulence we most need salutary restraints. Laws are not en acted against the good and virtuous, but for j their protection. They are made against j the vicious and wicked. For our own protection we tnust support the government and 1 ihe laws. Tennessee voted for " the Union, 1 the Constitution, and the enforcement of the ; laws." We do not mean to falsify that vote. I It was admitted by all parties here, that I the election of Mr. Lincoln would uot jus- I tity a disruption of the Nation. We will ; trive no consent now to disunion. Mr. Lincoin is now the President of our govern ment. We are bound by every patriotic duty to support the dignity of that government, and the majesty of the laws. We endured, without levolt or revolution, the

' great wrong of the corrupt Buchanan Administration. We will not countenance revolution now, when a man of untarnished pu- : rity of character takes the helm and presents a chart that indicates no cruise against the interests of our State. I assert that the Inaugural contains nothing to offend any one . not predetermined to cavil and find fault. So fur as I have heard an expression from ' our people, and I have talked extensively, I the reasonable Union men are satisfied and ; pleased. On a former occasion, when South ! Carolina nullified the Federal laws, and Gen. Jackson issued his famous proclamation, the . Governor of Virginia sent a message to him, that if he marched troops through Lis State, to coerce South Carolina, it would be j over his dead body. Jackson replied, that ; he would enforce the law, and, if necessary, march troops to South Carolina. If the S most direct route lay through Virginia, he i should plant himself at the head of his troops and march that way, even over the , dead body of the Governor, but not until I he had first cut the ears from his head. The country theu applauded the will and deterj initiation of President Jackson. Now the same Constitution, aud the same laws are j to be enforced fcy another President. With simply dignity and with appeals to the i country to support their own laws, the i policy of the administration is clearly indi- , cated to be of a pacific aud conciliatory j character, and Teunessee will sanction all l proper efforts to preserve the integrity of j the Union, couducted without unnecessary j harshness and effusion of blood.
