PITTSBURG, March 13, M.—River 9 feet one inch by the pier mark and falling. Weather cloudy and mild. ......The Mattie Cook having had things put to rights, will leave at her usual hour this evening. Capt. Vanmeter will be found at his post, as will also those clever follows Travis and Miller. ......The Wabash river is in fine boating order at Vincennes and boats in that trade are doing a fine business. The Greenville passed by Vincennes on Monday evening on her way up, and the Curlew passed down Tuesday morning with a full load. The steamer Atlanta reached that port from her Southern trip on Sunday. ......The Terre Haute Express of yesterday says: The river is yet in a tolerable good stage for boating, but is falling. The freight, however, seems to be pretty well exhausted, except small lots of local, to be re-shipped by rail from this point. This is gathered up by the Campbell, through the industry and energy of Messrs. U. Shewmaker & Co., of this city. The Musselman went up on Monday, but returned yesterday without a load. ......The new mammoth wharf boat belonging to Messrs. Halliday, Graham & Co., of Cairo, was launched at Mound City on Wednesday, and will be ready for business the latter part of this week. She is the largest wharf boat ever built, and will very much increase the present facilities for doing a prompt and successful forwarding business at Cairo. ......The Missouri Democrat of Tuesday says: River fell in twenty-four hours yesterday, three and a half inches. The supposition is the river will fall now a foot or two, and then remain about stationary until the time of the annual June flood from the head waters of the Missouri. It is known that heavy snows have fallen along the sources of the Missouri and other north-western streams, and from this it is reasonably coujectured that the June flood will be greater this year than last. The weather is very beautiful and salutary. Business is quite lively but not so extensive as could be desired. u. s. senate: Washington, March 13th. Mr: Doaglas offered a resolution calling on the Secretary of War for information as to the forts in seceding states, if it is necessary to reccapy the same, what force will be necessary for that purpose, &c. Messrs. Wilson and Mason objected. The resolution lies over. Mr. Fessenden offered a resolution directing the Secretary of the Senate to strike from the roll of the Senate the names of the Senators from the seceding states who have declared they are no longer members of the Senate. The Senate went into executive session. Adjourned. , ARRIVAL OF THE VOSY EXPRESS. Fobt Krarnky, March 13. The pony express with San Francisco dates to Feb. 27th, passed here at 10 o'clock this morning. The Legislature had adjourned over from the 21st to the 2Gth. The sessions continue to tie occupied with the discussion of Union resolutions. The reconstruction of the democratic party caucus, composed of Breckenridge and a portion of Douglas democrats, met at Sacramento on the 26th, ouly 4-1 strong. It was reported that a majority of Douglas democrats, and all the republicans, were endeavoring to induce McDougal to withdraw from the contest in time to elect some compromise candidate who will be named. FROM RICHMOND. Richmond, Va., March 13th. Mr. Summers's speech was the ablest of the session, and produced a profound effect. Unionists consider his arguments unanswerabla. There is but little doubt but that the Border State conference proposition will be adopted, but that the peace proposition will be taken as a basis or adjustment, is aouDtiui. some secessionists admit the impossibility of adopting an ordinance of secession, but say that Virginia will ultimately secede unless her demands are granted. Washington, March 13. The principal officers of the steamer Water Witcb, at Philadelphia,detained for special tervice, are Lieut. Commanding Donckendorff and Lieutenants J. L. Davis, Cushman and Eastman, and A. O. Read, Master. The steam sloop of war Pawnee is still off Washington navy yard, with her officers and supplies ou board. Workmen are engaged in putting in the machinery of the Pensacola, which will not be ready for sea for two or three mouths. Mark H.Cobb of Pa., has been appointed disbursing clerk in the War Department, in place of Jno. Potts, promoted to chief clerkship. The Charleston Courier of Monday says that the subscriptions derived in that city towards the establishment of a steamship line between Liverpool and Charleston have reached an amount authorizing the definitive organization of the company and the commencement of the contract. TRIBUNE CORRESPONDENCE. The nomination of Mr. Corwin as minister to Mexico was quite unexpected by him and was not desired. It is only a few days since he urged upon the President, the selection of auother person, a3 peculiarly fitted for this post. Mr. Lincoln nominated him without any conference' whatever, and was influenced mainly by the desire to secure his services iu carrying out the policy which Mr. Corwin haa advocated in and out of Congress as most desirable for future commercial, political aud diplomatic relations with that Republic. If he consents to accept that mission at all, which is yet undetermined, it will be for the purpose of inducing Mexico to adopt this policy, and for no other reason. In this view, the mission is now among the moat important in the whole service. The agents of Jeff. Davis are there endeavoring to obtain recognition. Galveston, Texas, March 11. Houston refuses to recognize the Convention and considers that its functions terminated in submitting the secession ordinance to the people. He tells the Convention that he and the legislature, which meets on the 28th, will attend to the public questions now arising. He forms a new Convention to make such changes in the new state Constitution as are necpssary. He is opposed to Texas joining the new Confederacy. The Convention in reply passed an ordinance claiming full power and promising to commemorate the Convention of Texa3 with the Confederated states and notifies the state of this course. The Convention will require all officers to taku an oath of allegiance to the new government and to carry out the Convention's ordinances. It is said Mr. Clark will be put in Houston's place if the latter refuses to take the onth. It is also reported that Gov. Houston is raising troops on his own account. 1,500 Texan troops are at and near Brownsville. Savannah, March 13. The state convention has transferred the forts, arsenals, arms and munitions of war to the government of the Southern Confederacy. An ordinance has also been passed appropriating half a million dollars for the support of the government and authorizing the Governor to issne 7 per cent, bonds, for that amount. The report of the seizure of the northern stock in the Macon and Western Railroad is denied. The President of the Road, Isaac Scott, Esq., says there is no foundation for the report. New Yobu, March 13. The World's correspondent says the question of the nomination of Mr. Crittenden to fill the vacancy in the Supreme Court is at last settled by a vote of the Cabinet, that it shall not be made. Col. Elsworth ha3 been appointed Lieut, in the army. The late Adjutant General, Cooper, at the request of Jeff. Davis, has gone to Montgomery with the evident view to resume the same position in the Southern army. The Herald's correspondence says, in reply to dispatches putting the authorities on their guard, Gen. Beauregard telegraphs here to-day as follows: " We are prepared at all points, and defy them to reinforce Fort Sumter." Concord, N. H., March 13. 19G towns give Berry, Republican, for Governor, 26,005; Clark, Democrat, 21, 5G9 ; scattering, 104. The Republicans have elected to the Legislature 115, and the Democrats 50 members. Boston, March 13th. The brig Robert Wing, from Nuneze, Africa, on the 21st ult., reports that in lat. 38 Ion. 6G 50', she fell In with the brig James Krooster, from New Castle for New York, and took off her crew and brought them to this port. The Times' correspondence says See.retary Cameron is understood to favor the policy of collecting the revenues outside of the ports, after Secretary Chase shall have drawn acquisitions upon the officers of the seceding State3 and they have refused to comply. The French minister called upon Mr. Seward at the State Department to-day and tendered the good services of his government to mediate between the U. S. and Peru relative to the difficulties growing out of the seizure of the ships Lizzie Thompson and Georgiana. Mr. Seward received the offer cordially, but of course did not commit himself. AH arbitration on this case waa rejected by the late administration. The court martial in the Armstrong case was organized this morning, Commodore 'Veward setting as President. Shubricks, Gregory, Stringham, M'Ervin, Paulding, Cobb, Bruzer, McClung, Jarvis, and Oapt's Hull and Nicholson, constitute theCourt.Col. A. B. Magruder is Judge Advocate, and Phillip counsel lor the defence. ATcnisox, March 13. The relief committee have received to-day over 5,000 bush of seed wheat half of it being purchased with the New York appropriation and the other half from Wisconsin. About an equal amount had previously been received from various sources. About 1000 bushels were shipped to-day for Leavenworth for distribution on Leavenworth and Douglas counties. The demand for potatoe seed is very great, with scarcely any on hand. The supply of provisions on hand is small and the receipts lately have been light, although the applications are more numerous and pressing than ever. A FATAL AFFtiAV. Wheeling, Va., March 1. Two young men, James McLaiu and Kicbard lladden, got into a difficulty last night while under the influence of liquor, when the former shot the latter, inllicting a wound which will probably piove fatal. McLain escaped to Bellair, where he committed suicide by shooting himself this afternoon. Both belonged to very respectable families. Nkw York, March 13. The New York Central Railroad Company, in anticipation of the opening of the canals have reduced the rates of freight on flour to CO cents per bbl., and on grain to 30 cents per 100 lbs. from Buffalo to New York. Cuazos, March 6. Arrangements are made for the federal troops to leave as soon as transportation is provided. The Convention has passed an ordinauce to continue the custom house officers on duty until superceded by the State government or by the provisional one. New York, March 13. A U. S. steam frigate is coming up the bay, probably the Powha'.an from Vera Cruz via Havana. Hartford, March 13. Navigation is resumed. The river is now free of ice, and the steamers City of Hartford and Granite State are running regularly between New York and Hartford without detention. New York, March 13th.
