Tbe weather yesterday was delightful, notwithstanding there was a severe frost the night before. The blue birds were chirping their merriest notes yesterday and vegetatiou i3 fast donning its spring attire. Pittsbcro, March 11, it. River 11 feet by the pier mark. Weather cloudy and quite cool. Cincinnati, March llth. m. River fallen 21-inches since Saturday. Now 27 feet iu the channel. Weather clear. The regular mail packet for Louisville this evening is the Hugetie, Capt. Ballard in command, and Will. Duvall in the office. The Eugene is one ot the finest and fastest packets on the river, and offers the best kind of accommodations to travellers This is the day for the departure of the "Evansville pony." 'At 1 o'clock the Charley Bowen will leave for Cairo, touching at all intermediate landings. Captain Dexter, assisted by those gentlemanly clerks, Bentley and Lowlh, will, take the best of care of passengers and attend promptly to all freight. The St, Louis Republican of Saturday says : ' ; The river here was rising more rapidly yesterday, than for several days past. In the 24 hours ending at noon, it swelled 7 inches according to the City Engineer's measurement, and was 16 feet 2 inches above low water mark of 1860. The upper rivers are all rising slowly, and in good stage. The Illinois river is open to Dubuque. The weather was very wet and unpleasant during the greater part of yesterday. Towardd evening the clouds cleared away and the sun came out beautifully. The .temperature wad mild and pleasant. Business w as dull on the levee on account of tbe persevering rain. Boats could not discharge or receive anything until after 12 O'clock m. In the afternoon business revived wonderfully, and the landing was soon crowded with freight. A woman and two children were on board a steamboat yesterday morniug, lying on the lower deck, when one of the hands of the boat iu attempting to hoist some hot water in a bucket to the upper deck, upset it upon one of the children, a little boy nix years of age, scalding him very severely. The child was sent to the City Hospital. The mother, at the time of the accident, was Beastly drunk. The Louisville Courier of Saturday gives us the following items : Tha River was rising rather fast yesterday,with eight feet eight inches water iu the canal by the mark at dark. On the falls there were six feet eight inches in the pass, or five feet eight inches steamlx)at water. During the previous twenty-four hours .the river had risen : eight incites at the wharf and two feet at Portland. The weather was moderate, with, however, n, high-wind prevailing all day, stifling people with dust and dirt until late in the evening when a heavy rain fell. That was a " Godsend which effectually laid the dust. Capt. David White, old Enterprise, is in the city looking about to build a new boat for the Keokuk and Xew Orleans trade. He wants a good sized boat, and designs having the hull constructed at Madison. The receipts from the South sugar atid molasses are getting very light, and none of the packets that have arrived this month have half as much as on their former trips. For instance, the Atlantic this trip bad less than 200 tons, and on her last trip she had COO tons. This falling off in the receipts is attributable solely to the scarcity of money with which to make the purchases. The supply of Bugar and molasses received this season, thus far, considering the early opening of the season and uninterrupted navigation, has been very light. -The Cairo correspondent of the Cincinnati Gazette, says the Wrecking Company have succeeded in getting the Fort Wayne afloat, and are still at work pumping her out. A lot of sugar in her hold, amounting to 450 barrels, will be saved. Captain Barr arrived here from the boat last night, and will remain here a few days. HUSlWfeSSS LOCALS. NEWS BY TELEGRAPH. Exclusively for the Journal. EXECUTIVE SESSION OFTIIE U. H. SENATE.' Washington, Mar. 11. Senate. The Senate resumed the consideration of Mr. Foster's resolution for the expulsion of Senator' Wigfall, and Clingman's substitute. Mr. Foster bad offered a resolution neither as a party or personal question, but had acted in accordance with bis duty. Considering the avowal of the Senator e differed altogether with Mr. Clingman, as to the power of a state under the constitution to go out of the Union. Foster said the Senate owed it to itself not to allow a seat here to one who avowed he wa3 a foreigner, and owed no allegiance to the country to which he belonged, but to a foreign government, and if that government happens to take up arms against this government and seizes its property, and expels from its territory by force the troops of the United States, it became a very serious objection, and it w;s inconsistent to allow one so circumstanced to hold a seat here. lie had no personal feelings in the matter. He then argued against Clingman's substitute, which admits the right of secession, that no such thing was known to the constitution. It was too plain on this point to admit of an argument. He held that the Senator was entitled to a seat on sound constitutional grounds, whether Texas seceded or not. That State by withdrawing from the Union could not withdraw him from that body. Mr. Clingman replied that if accounts were true Texas had called a convention and passed an ordinance of secession which had been ratified by the people and if the act was valid Texas is no longer
one of the States, and he took it for granted that if Texas seceded, she is not entitled to a representative here. The Senator from Texas believes his State I seceded. The Senator from Connecticut says the act of secession is invalid. Then the Senator from "Texas is entitled to his seat, unless an erroneous opinion disquali fies him. Was it ever maintained that because one Senator differed from another on a constitutional question, that that was a reason for expelling him. If this is so, why not expel the Virginia Senators, who hold t'ae same opinions ; and especially, why not Kpel those who declared it, and have fcoiie away. So motion is made to expel Jeff. Davis, who is at the bead of a foreign Republic, and who has advised the seizure of forts and arms. He (Clingman) did not think the avowal of Wigfall a sufficient ground fur his expulsion, lie continued at some length, arguing that the course of the Senator from Connecticut wa3 not a proper one. Mason conteended that the resolution was one of expulsion for what the Senator from Texas said on this floor; and he said if Foster thought that Wigfall ought not to occupy his seat because he was not a citizen, he ought to move to refer the subject to a committee, so that the facts may be brought out. Foster asked whether, after the Senator from Texas had been duly elected by his state, and admitted as a member here, they could inquire into the legality by which he holds his seat, a new fact arising, . which did not exist at that time. Mason said he was very certain if the Senator was not entitled to a seat, it could be vacated whenever tho fobt requiring such a course should be disclosed. St. Louis, March 11. The Convention met at 10 o'clock. Mr. Birch called attention to a communication in this morning's Republican pointing at a secret conspiracy to force Missouri out of the Union, and offered a resolution to appoint a committee to investigate the subject, and if possible ascertain the Games of the conspirators, which was passed, 52 to 30. The minority report, signed by Mr. Redd and Judge Hough, was then presented and read by the Secretary. The report opposes a National Convention recommended by a majority, and proposes a convention of the border slave states instead, to be held at Nashville, to decide upon such amendments to the Constitution as may be satisfactory to them. Also recommends Crittenden's proposition to the national convention, without, however, making it an ultimatum, and advises the appointment of commissioners to Delaware, Maryland, Virginia, Kentucky, Tennessee, North Carolina, and Arkansas to secure the co-operation of those states in the movement. A debate ensued on the majority report. The convention adjourned without action. Nbw Orleans, March 11, It is reported that Col. Bacchus, previously in command at Rio Grande city, i3 en route to take possession of Fort Brown. There are no Texas troops in Brownsville, but some are hourly expected. The report of Capt. Hill's determination to defend Fort Brown created great excitement elong the Rio Grande borders. Large numbers ot State troops are on their way to Brownsville and other companies were organizing for the same destination. j The Commissioner of the State has taken possession of the Brownsville Custom House. Washington, March 11. An official letter trorn Major Anderson, which arrived on Saturday, says he had only Cfteen7days subsistence and wood. The question has therefore arisen with the administration whether reinforcements shall be attempted, or the fort abandoned. The latter course, it is thought, will be adopted from inevitable necessity, by the advice of Lieut. Gen. Scott. There is, however, a conflict of opinion between republicans ou this question, but no conclusion was arrived at in tho Cabinet Council to-day. The Cumberland and Pocahontas have, according to official advices, left Vera Cruz Tor Norfolk, and the Powhatan is on her way to New York. The Macedonia is the only vessel left at Vera Cruz, . The Governor has signed bills for tbe commutation of the tonnage duties on the Pennsylvania railroad ami the Sunbury & Erie rail,-oad,,alsp the bill changing the name of the latter to Philadelphia & Erie R. 11., an dproviding for its completion. ' Washington, March 11. Tho Criminal Court to-day discharged William H. Russell who was indicted in connection with the abstraction of Iwdian Trust bonds. This' judicial course was in accordance with tho law of 1857 which exempts witnesses before investigating committees from trial, Mr. Russell having appeared as such before that of the House on the subject of those "bonds. Ex-Sicretary Floyd to-day gave $10,000 security for his appearance at Court. . An official dispatch was received from Montgomery this morning instructing Messrs. Crawford and Forsythe to at once enter upon the busiuessot negotiating With the administration : without waiting for Commissioner Roman.

It is now certain that j the stock of provisions in those forts is alI most exhausted. Republican Senators rej peatedly declared that such a policy was de cided upon, while leading Southern Democrats call it a master stroke of policy. The leading appointments for New York are said to be decided upon. Hiram Barney is said to be Collector ; Wakeman, Surveyor ; Webb, Naval Superintendent; Hoxie. Postmaster, and Nye, Marshal. Delafield Smith, it is said, stands a fair chance to be appointed District Attorney. The Times's correspondent says, I heard distinguished secessionists confess to-night that if Mr. Lincoln does withdraw the troops from Fort Sumter secession i3 dead, and every leader in tho movement ruined. Geo. G. Fogg, late Secretary of the National Republican Central Committee, ha3 been tendered the position of Commissioner of Patents. Illinoisians say Mr. Lincoln's intimate friend, Col. Lamon, is certain to be Marshal of this District. Hon. Eli Thayer is urged to accept the governorship of New Mexico. Jno. D. Defrees of Indiana, will probably be Superintendent ot the Public Printing office in this city. Secretary Wells contemplates disposing of the patronage of his Department at an early day". The Michigan delegation have, agreed to recommend the following appointments in that state : N. G. Isbel ot Livingstone, for Collector of Detroit ; Hon. V. A. Howard, Post Master of Detroit ; Hon. D. C. Leach, Indian Agent; Col. Dickey, of Calhoun, Marshal ; Mr. Stroughten of St. Joseph, for District Attorney. Ben. McCullough, aud his followers, are organizing for a descent upon the northern provinces of New Mexico with the expectation of uniting them to Texas by conquest, and setting up an independent Government detached from the Cotton Confederacy. This Echeine has been planned for Eorne time. He defended the course of Wigfall, and said if it be a punishable offtaise to allege a constitutional truth, theu the resolution may be well founded. For one, he (Mason) recognized no allegiance to this governmeut. None whatever, and he here took his position alongside the Senator from Texas. He owed allegiance to Virginia no one else. Did the Senator from Connecticut, resist the doctrine of constitutional law and hold the government of the Uuited States still sovereign ? If he did, God help him. So far as the Senator from Texas has committed an olfense by saying he owed no allegiance to this governmeut, he stood by his side, and should be unfaithful to Virginia if he did not. Allegiance here is that u bich is due from one citizeu to a sovereign, aud be knew no sovereign except the states. He denied that the act of separation was a nullity, and said that not only Virginia denied it, but six state denied such a doctrine, and have formed a government which is prepared to sustain itself il attacked. Hunter considered the resolution as one of censure for the mere expression of opinion, the Senator from Texas having doue nothing more than declared his belief in secession, and continued at length advocating SX&rxs TlghtS. Washington, March 11. The National Intelligencer of to day contains a long article recommending the relinquishment of Forts Sumter aud Pickens as an act of conciliation and says that the new Administration might by moveing first in the direction of conciliation do infiuitely more to consolidate its power than by passively awaiting the progress of events. A cabinet meeting was held at 12 J o'clock to-day to take into consideration tbe proposed evacuation of Fort Sumter. Archibald Campbell, editor of tbe Wheeling Intelligencer, has been nominated for P. M. of that city. Lieut Walter Stevens of N. Yn the engineer in charge of the' light houses ii Texas, has resigned his commission in order to enter the service of the army of the Confederate States. : New York, March 11. Advices from Montgomery announce that the Constitutioa of the new Confederacy has been ordered to be engrossed. It is extremely conservative. 5,000,000 of the loan have been taken at par, and no doubt the remainder will be taken at the same figure. An animated contest occurred yesterdaj', over the District Attorneyship for Noithern Ohio. Robert Paine, of Cleveland, was finally accepted, through the decided influence of Senator Wade. Mr Ballard will be Collector, and Mr, Coles P. M. of the same place. Richmond, March 10. The majority report, re-affirms the doctrine of states rights, and declares interference with slavery by the Federal or other authorities, or the people, contrary to the Constitution, offensive and dangerous. Condemns the formation of sectional parties. Demands a fair partition of the territories, and equal protection therein. Declares it is unwise, impolitic and offensive to accumulate within the limits of a state interested ia the irritating pending questions of the deepest importance, an unusual number of troops aud munitions of war. Indulges in the hope of the preservation of the Union and fraternal feeling. Recommends the repeal of unfriendly and unconstitutional leg islation, and the adoption of proper amend- J ments to the Constitution. Concedes the right of states to withdrew for just causes. Alludes to the position of tho Federal Government, in disclaiming power under the Constitution to recognize withdrawal. Without expressing an opinion on the question of power, the t'esire to confer upon the government the power to deal peaceably with the questions involved, and, if necessary, to recognise the separate independence of seceding states, make treaties, and pass ? uch laws as a separation makes proper. The majority report recommends the people of sister states to respond at their earliest convenience to its positions aud amendments to the Constitution. In case Virginia fails to obtain satisfactory response from non-slaveho!ding slates she feels compelled to resume sovereign power aud throw herself on her rejjprved rights. It is made an indisfenSHble condition that a pacific policy tie adopted towards t lie seceding stales ami that no attempt be made to reinforce or retake the Fort3 or to exajt duties on imports on commerce, or any measure calculated to provoke hostilities. That Virginia will recognize any fio. tile action by either side as hurtful and unfriendly and as leaving Virginia free to determine her future policy. The report recommends a conference of the border states at Frankfort Ky., ou the last Monday in May. The foregoing will probably not fully meet the approval of the Union members, because it apparently recognizes the legal ? . Boston, March 11.
