Iowa, New Orleans; Dunbar, Paducah; Aurora, New Orleans. ——— ......The weather yesterday was extremely windy in the early part of the day, and shortly after noon it commenced raining, and things were kept tolerably damp the remainder of the day. The river is once more on the rise. Business was rather dull. ......The peerless Eugene will be at the landing this evening with card out for Louisville. Capt. Mallard, one of the most popular and experienced commanders on the river, is in command with Will Duvol in the office. The Eugene is as fleet as the reindeer, and her accommodations fully compare with her speed. ......The Lue Eaves is the only Green River packet that leaves to-day. She departs in the afternoon. Capt. McDonald is in charge, and will pay the best of attention to all who may desire to go up that beautiful stream. Freight attended to with fidelity. ......The Charley Bowen leaves to-day at 2 o'clock. She carries the mail and will make all the landings between here and Cairo. Capt. Dexter is in command with Messrs Bentley and Lout in the office. Mr. Phy. D. Viets is the agent. ......We learn that the little Grey Eagle will not make any more trips for a couple of weeks. Her owners intend laying her up for repairs and re-painting. ......The Dunbar left at her usual hour with a moderate trip. ......The Bowen rived yesterday morning with a magnificent up trip. We publish her manifest in an other place. ......The Monarch which sunk at Louisville and was raised again, after being relieved of her damaged freight has gone to Madison to be docked. ......John Roland, mate of the John Simonds, at Memphis on Saturday, had his arm broken in an affray with a number of his crew. ......The Continental, Capt. Hutchinson, a new boat of large size, is expected down from Pittsburg on the present rise. ......The Pocahontas, while lying at the Louisville wharf, was attached and taken charge of by an officer. ......On Saturday night last, as the W. V. Gillum was coaling at the Uniontown wharf, one of her deck hands had both his legs broken by the falling of a stage plank upon them. LtglaSatlve Summary. - Wednesday, March. C, 18G1. Senate. A coEsiderableairae was spent in effort3 made by Democratic Senators to consnme an hour in the reading of the journal of yesterday. A communication was presented from the Doorkeeper to the effert tbat be had contracted with the Messrs. Drapier f,ir GOO copies of the Brevier Legislative Reports. A petition on-the never-ending Crittenden proposition was presented a proposition that Congress, the Peace Confererce, and the Indiana'.Legislature, time and again, have voted down. What is the use of continually consuming time in presenting such papers? Committees reported indefinitely postponing a bill for the establishment of an insurance department in the office of the Auditor of State; amendments to the bill giving liens to attorneys for their fees, and landlords for their rents, which was concurred in, and the bill read a third time and passed ; amendments to the bill authorizing the surrender of free bank securities in certain cases, which was concurred in and the bill read a third time and passed : laying on the table a bill amending the liquor license law ; in favor of the House bill fixing the times of holding Courts in the First Judicial Circuit, which was con-
L curred in, and the bill read a third time and passed ; in favor of a House bill relative, to the re-location of county seats where public buildings have not been erected, (this applies to a proposed removal of the county seat of Kevrton,) which was concurred in and the bill read a third time and passed ; laying on the table proposed amendments to the bill for the removal of county seats ; in favor of the House bill enlarging the legal capacity of married women ; in favor of the House bill quieting the title to a certain piece of ground in Vanderburgh county ; that the safe3 in the office of the Treasurer of State were unsafe, and recommending the appropriation of 1,500 for the purchase of a safe of sufficient capacity to hold the bank securities, moneys and othsr valuables securely from fire and burglars ; amendments to the bill releasing to William Rockhill the State's right and title to a certain piece of land in Allen county, all of which were concurred in. The House revenue bill, levying a tax of 15 cents on each $100, and 50 cents on each poll for the years 18G1 and 1362, was read a third time and passed. Additional reports were made from committees in favor of the passage of a bill authorizing the draining of swamp or wet lands, and providing for the assessment and payment of damages occasioned thereby ; laying on the table a bill to create the Twenty-second Common Pleas District, which were concurred in. The report of the joint Committee on Apportionment for Congressional purposes was made, on which the Democratic members filibustered for two hours, and prevented the bill going to a third reading by breaking a quorum. In this way the wheels of legislation were locked and all business suspended to gratify a revolutionary and disorganizing spirit a spirit that assumes that tha minority must rule the majority. House. Correcting the Jourr"al.-The passage of the militia bill by the House, against the breaking up of tue quorum on yesterday, led to an attempt to amend the journal. Mr. Davis, who came into the lobbies during roll calling on its passage, and was called for his vote, being put down on the journal a3 present and not voting. It was contended that he must be inside of the bar of the House, before he could be called. The Speaker decided otherwise, and the House refused to correct the journal. During the discussion, resolutions' were rend, adopted unanimously by the caucus of the Democratic members last night, declaring that these members would defeat the apportionment bills, and this militia bill, by breaking a quorum. Bills passed. To levy a tax of 2 cents on the S100 valuation for 1861, and of 5 cents for each succeeding year, to pay off the State debt; ?50,000 of the amount received for 1861 is to be paid into the General Treasury, to aid in supporting the Government. The bill also levies a tax of 10 cents on each $100 valuation and a poll tax of 50 cents for common school purposes. The bill was passed yeas 94, nays 1. ' The General Appropriation bill was amended, and passed verts 88, nays 2. The Interest bill was finally passed by the House concurring inthe Senate amendment to it. It allows any amount of interest to be taken. - Senate school bill was read three times by suspension of the rules, amended nnd passed ; ayes 74, nays 29. House bill to amend sections 1 and 103 of the act relative to the valuation of real estate, so as to make the duty of county treasurers as to school fund conform to the new school law, was read a second and third times and passed ; ayes 88, nays 3. Senate bill to amend sections 2 (tad 5 of an act relative to the management of the Sinking Fund, wa3 read three time3 and passed ; ayes 87. Officers of Benevolent Institutions elected. The House by a concurrent vote elected Andrew Wallace, of Indianapolis, President of the Boards of Trustees ; Dr. Jameson, and Dr. Moody of Jennings county, Commissioners of the Lunatic Hospital. Ind Jour. The Dkad A-live. A report inXew Albany recently has gained circulation to Ihe efl'ect that a man by the name of Henry Kelly, of tbat city, had been hung at Bayou aura sometime during the month of January. One man, says the Ledger, who said he was with Kelly, reported that he saw him taken from a coffee house in Cayou .Sara, beaten unmercifully, and afterwards hung to a tree, for balooing for Lincoln. Other reports of a similar character reached the ears of his family and friends, and ho was given up by them as dead. Imagine the surprise and joy of his wife, children, and friends, on meeting the man face to face, that was reported to be dead. Kelly arrived safely on the steamer Baltic, from the South on Tuesday, in the best of health, and says he has never had a barsu word with any one since he left home last December. He was engaged at work 00 a bridge in Louisiana at good wages, and did not write to his friends from the fact that hi3 work was a great distance from a post office. He speaks in high terms of the Southern people in general, "and regrets very much that his absence caused so much trouble. Louisville Journal, 1th. Dote Robbery. A young man, u student of the Vincenoes University, while huntingon Saturday last, on the Illinois side of the river, was robbed by two men of his gun and gold watch. The robbers were caubt, the properly was recovered, and the viliians lodged in Lawrence county jail, at Luvrenceville, 111. T. H. Express. Cd'We understand that a prom.nent member ot tho City Council has invited a gentleman of this city to follow him to I'aducah, Ky., to settle a little personal difference in the most approved way.
