It is the opinion at Indianapolis that the Democratic minority expect by this mode to prevent the passage of the apportionment bills and the m Hit in bill. Kg.Caraeron'3 legislative apportionment bill recently introduced into the House of Representatives gives Vanderburgh one rep resentative and one senator, Gibson a representative, Posey one, Knox one, Pike one, Warrick one, Dubois and Martin one, Spencer one, Perry one, Daviess one. Gibson anil Posey have a senator. Knox and Pike one, Warrick and Dubois one, Spencer and Perry one, Daviess, Martin and Greene one. . B,The telegraphic dispatches state that " Texas has ratified the secession ordinance by 40,000 to 45,000 majority. It is reported that Gov. Houston resigns." EtInMurray's Congressional apportionment bill introduced recently into the Senate, this District is still numbered the First, and contains the same counties as now except that Spencer is thrown into the Second District. X-fegfA .militia bill was passed in the House on the 8th by ayes DO, noe3 10; present and not voting 2. There was some fillibustering anil bolting to prevent the passage of the bill, but the bill passed nevertheless. ESiyHarper's Weekly, in its last issue, has a miserable caricature of Old Abe on his celebrated night journey from Ilarrisburg to Washington. The Weekly seeks to curry lavor with the South. The attempt at witticism is a stupid and pointless affair. All the additionul support the paper gains in the South it will lose in the North. A Card. To tte Editors of the Ecansville Daily Journal. Bell, agent of the One Dollar jewelry store in Evansville, in which be attempts to reflect upon the jewelers of the city of Kvansville on account ol the appearance of the article in your issue of the Cth, lieadeil, "A Gigantic Swindle in Progress. The Age ot Brass" taken from the Brother Jonathan. Now, Messrs. Editors, we the jewelers of the city of Evansville desire to say to the public through your paper that we know not who was the author of the article taken from the Brother Jonathan but we do say that the article is true, and we fully endorse the whole of it ami from an examination and test of divers pieces of jewelry purchased ut the One Dolhir Store in Evansville we have invariably found it to be made of a composition called Oraide and not a particle of gold in it3 composition we have no such jewelry in our stores fur sale a3 gold nor would we have such so long as our desire is to be honest, of which the public may judge from our past dealings with them for many years, some of us for over twenty-five years in the city of Evansville. We fear no loss of trade by the introduction of these One Dollar Stores, hut we sincerely desire that such an imposition as the bogus jewelry put forth Ly the One Dollar Stores alluded to by the Brother Jonathan should not be palmed oft' on the community as genuine gold while we are engaged in the jewelry business. Yesterday one brauch of the Legislature the Senate made a selection of officers for the government of the Benevolent Institutions for the coming two years, resulting as follows: Andrew Wallace of Indianapolis, President. Commissioners of the Hospital for the Insane Dr. Patrick II. Juuiesou of Indianapolis, and Dr. John W. Moodt of Grot-ns-burgh. Trustees of the Institution for the Education of the Deaf and Dumb Dr. John M. Kitchen of Indianapolis and Dr. John C. Burt of Vernon. Trustees of the Institution for the Education of the Blind John Beard of Crawfordsville and Wm. M. Smith of Connersville. These are all excellent selections, competent business men, in whose hands the benevolent institutions will Ik: carefully managed with a view to making them as useful and beneficial us possible with the means at the command of the several Boards. The Housis will, doubtless, follow the action of the Senate in reference to these elections. Iud. .our. Emigration to Hayti. The brig Mary A. Jones, which sails hence to-Jay fur Hayti, takes out colored emigrants, who go under the auspices of the "Havticn Uureau of Emigration, " of which Mr. James Redpnth is agent. Among the number are families from Massachusetts, Rhode Island and Connecticut. Nineteen of the emigrants are from Charleston, South Carolina among them Captain Graddock, known as an expert pilot of that port. These emigrants are attracted by the oiler of the present government to pay the passage of such as are not able to bear that expense, to make grants of land, and to secure the men from compulsory military service. They wiil settle mostly in the neighborhood of St. Marks, where they are ex2ected to engage in the culture of cotton. The same vessel also takes out nine passengers of whom six are colored. The Democratic members of the Legislature supported Messrs. Parks and IJenm.sdaffer against the no;nin-es of the Republicans. rid. Jour. gST"Liet;t. Sleramer, in command of Fort Pickens, has given orders to the rebels in that vicinity to discontinue the erection of batteries bearing on his fort. The order has been obeyed.

Councilman Cook reported that the city had lost at least $10 worth of lumber by the bad management of the Contractor who took down the Vine street bridge. This amount was deducted from the Contractor's bill. Roelker from the committee on cancelling city orders reported that they had cancelled orders to the amount of $6,5G8 31. The Report of the Sexton of Oak Hill Cemetery showed the number of interments for the month of Febrnf ry to be 22. The public cisterns were reported to be in good order. On motion of Cook, all orders for laying down side-walks, unexecuted or only partly finished, are rescinded, so far as they are un executed. The Mayor reported that he had examined the side-walk improvements on the north-east side of Eighth street between Sycamore and Division streets, and that McKeever was entitled to 173 85, which amount was properly apportioned among the property owners. The amount received for wharfage during the week was 252 76. The amount of wharfage collected during the mouth was $749 02. An order was passed requiring the property owners on the south-west side of Third street, between Division and El'ii streets, to bring their sidewalks to the proper grade, and lay down a brick walk. The Mayor reported that he had examined the sidewalk laid by McKeever on Locust street, between Seventh and Eighth, and that McKeever was entitled to 82 79, which he hail divided among the owners of the property. The agreement between the city aud Stearnes Hatch, lessee of Locust Hill Cemetery with Hatch's bond was read and approved. The Street Commissioner was ordered to grade Mulberry street, and construct a gum sewer on Gum street between Third and Fourth. The O. K. Fire Company was allowed a yearly salary of 20 per quarter. In response to a pe ition, the Marshal was directed to serve a written order on Philip Schirmer to abate a nuisance created by him on Sixth street. A nuisance was complained of in block 6, 4th Enlargement, and the Surveyor was directed to give a description of the lots on which the nuisance exists. Chandler and Roelker were appointed a committee to report a Board of Health and to coutract with two physicians for vaccinating the children in the city and suburbs and report to the council the terms ot said contract. Tyrrell, First street, between Locust and Walnut, and Dr. Oakar Kress, Second street, between Vine and Division, a City Physicians, and have authorized and required them to visit all the lamilies of the City and suburbs, for the purpose of vaccinating all children who have not yet been vaccinated. TH OF THE JSL City of Evansville, recently re-organized, met in the Chamber of the Common Council on filnnday evening, March 4, lstil. Dr. John T.Walker was appointed President, and W. Raker Secretary. Ordered that a synopsis of the Ordinances r f the City relative to the duties of the Board of Health aud practicing physicians, be prepared and published in the newspapers of the city. Ordered that it be recommended to parents and all others having charge of children, to cause them to be vaccinated without delay. Ordered that it be recommended to the Trustees f the Public Schrols of the City to adopt such measures as will prevent the admission of scholars into said schools who hate not been successfully vaccinated. The attention of physicians is invited to tho following: Synopsis of the provisions of the Health Ordi. nances of the City: "It shall be the duty of every practicing physician iu this City, to notify some member of the board of health, of every case of contagious or infectious disorder, and of every ca-e of sickness from any dangerous or uuusual disease, which is in its character epidemic, within six hours after the time shall have come to bis knowledge: and every such physician shall report quarterly to said board of health every death which shall come to his knowledge in the course of his practice, and also the cause of such death: and should any physician neglect to comply with the requirements eforesaid, he shall, for every such neglect, forfeit and pay not less than three nor more than twenty dollars." Tho board of health is composed of the following pel-sons, viz: Dr. John T. Walker, Dr. A. Walkop, Dr. Ilngh Ronalds, Dr. J. Casselbury and W. Baker.
