Enforcement of the JL.w. j Oa Monday next Abraham Lincoln will take the following oath of office : " I tlo solemnly swear that I will faithfully execute the office of President of the United States, and will, to the best of my ability, preserve, protect, and defend the Constitution of the United States." Having taken this oath he can pursue but one course to avoid committing the awful crime of perjury. He will, of necessity be compelled to see that the laws are enforced. He has no other alternative. If Congress does not repeal the revenue laws, he will be compelled to collect the revenue at all ports of entry even if force be required to do so. Matters have been allowed to drift so quietly alocg,and traitors have been permitted to consummate their treason with such impunity within the very shadow of the National Capitol, that the people are beginning to apprehend they are no longer taxed to support the government that will in turn insure them protection at home and abroad, but to feed a vile horde of leeches, who while they eat up their substance plot against their liberties. The dilly-dallying course pursued by Mr. Buchanan, has outraged the patriotism of the people and their reverence for law and order, and they expect Mr. Lincoln to demonstrate to surrounding nations who have been gazing with astonishment at the strange spectacle of a great government being overthrown without a struggle in its defense that the. Constitution still answers the purpose for which it wa3 made, and that all violations of its provisions will be visited with the penalty they deserve. Mr. Lincoln we doubt not will suggest in his inaugural address the propriety and necessity of calling a national convention. If the people of the Southern States want to establish a Slave Confederacy let them first go out of the Union by changing the constitution in accordance with its own provisions. Let them join in the movement for the convention and we have no doubt the Northern States will consent to let them go in peace. This is the only way that the present secession movement can be consummated without bloodshed. It is folly to think anything else, and the sooner the people arouse themselves to face the true position affairs have assumed the better will it be for all parties concerned. Is it likely that the people of the Northwest will permit either Louisiana or the Southern Confederacy to levy tribute on their merchandise, at the mouth of the Mississippi, without fighting ? Louisiana wa purchased by the government to insure the free navigation of that river. Will our people tamely surrender that right at the dic- . tation of a petty State ? Never, never. The country will expect Mr. Lincoln's inaugural to give forth no uncertain sound. Those who have been praying, for months, that the 4th of March might quickly come, are confidently anticipating that something will be done and done promptly. If it is neces3aty that our people and nation should be purified as if by fire, the sooner the issue is made, the quicker will the terrible ordeal be passed. But the praye:. of every true patriot is, God grant a peaceful solution of our difficulties 1 EOur di?patches seem to indicate that the Secessionists have swept North Carolina the old North State. When it is borne in mind, however, that all the counties from which returns have been received, with one exception, are on the South Carolina border, things do not look so badly. In Wake county, in which is situated the Capital, the Secessionists met with a Waterloo defeat. We doubt not that other counties in the central and western portions of the State will tell a similar tale. PQPetitions were introduced into the U. S. Senate on the 27th that contain one proposition likely to meet with general favor, viz.: consenting that South Carolina may secede as often as wants to do so. We would move to amend by urging her to rtat out altogether: Mr. Ten Eyck presented petitions from citizens of New Jersey, for the Union, asking for amendments to the Constitution to prevent the secession of any State, except South Carolina, which shall be allowed to go out as often n.3 she chooses. John Minor Botts writes to a friend in Wheeling that when eastern Vir&rc3 oat of the l'nion he intends to take up his residence in the Wcatom part of the State, provided that remains in the UnQf Now that a definite proposition has come from the Peace Cougress, we suppose the Crittenden amendment that the Democracy have been harping on continually for the past month or more, is tolerably dead nearly as dead as the Democratic party. The project to kill the Republicans off with it didn't succeed. It proved a very useless blunderbuss, that 'Recoiled and kicked the owner ovar." BQlThe Legislature ha3 only eleven days more to sit and of these two days are Sabbaths. The f'xtr-one days allotted it expire on the 12th. Busiaess will have to be put through with great rapidity to clear the files, and we fear this cannot be done. JEgg" We are informed by persons from the country that the growing wheat looks finely and promises well. We hope our farmer friends may not be disappointed in the hopes they now entertain for an excellent crop. Cocsterfeits. The Louisville Democrat of Tuesday says that counterfeit $2 notes on the Bank of the State of Indiana vignette, heads of Jefferson and a female, and a four norse covered wagon are in circulation in that city. The bank has issued no S2 note3.
The Ptati Coaft react Proportion, j We find the propositions agreed upon by 1 the Peace Conference in the Washington telegraphic correspondence of the Cincinnati Gazette. They were adopted by a vote of
sixteen to five, the vote being taken by States. The plan is the one offered by Franklin of Pennsylvania, as a substitute for the report of the committee made by Guthrie : Sec. 1. In all the present territory of the United States north of the parallel of thirty-six degrees thirty minutes north latitude, involuntary servitude, except as a punishment for crimes, shall be prohibited. In all the present territory south of that line the status of persons held to involuntary service or labor, as it now exists, shall not be changed, nor shall any law be passed by Congress or the territorial Legislature to hinder or prevent the taking of such persons from any of the States of this Union to said Territory, nor impair any right arising from said relation, but the same shall be subject to the Judicial cognizance of the Federal Courts, according to the common law. When any territory, north or south of said line, within such boundary as Congress may prescribe, shall contain a population equal to that required for a Member of Congress, it shall, if its form of government be Republican, be admitted into the Union on an equal footing with the original States, with or without involuntary servitude, as the Constitution of such State may provide. Sec. 2. No Territory shall be acquired by the United States except by discovery, and for naval and commercial stations, depots and transit routes, without the concurrence of a majority of all the Senators from the States which allow involuntary servitude, and a majority of all the Senators from the States which prohibit the relation. Nor shall Territory be acquired by treaty, unless the votes of a majority of the Senators from each of the States, herein before mentioned, be cast as a part of the two-thirds' majority necessary for the ratification of such treaty. Sec. 3. Neither the Constitution, nor any amecdment thereof, shall be construed to give Congress the power to regula'e, abolish, or control, within any State or Territory of the United States, the relation established and recognized by the laws thereof touching persons held to labor or involuntary service therein, nor interfere with or abolish involuntary service in the District of Columbia without the consent of Maryland, or without the consent of the owners, or making the owners who do not consent just compensation ; nor power to interfere with or prohibit the Representatives of otkor States from bringing with tbeni to the District of Columbia, from retaining and taking away persons so held to labor or service; nor the power to interfere with or abolish involuntary service in places under the Executive Jurisdiction of the United States, within those States and Territories where the same is established or recognized, nor the power to prohibit the removal or transportation of persons held to labor or involuntary service in any State or Territory of the United States, to any other State or Territory thereof, where it is established or recognized by law, usage and right During the transportation by sea or river the right of touching at ports, shores, landings, and landing in case of distress, shall exist, but not the right of transit through any State territory, if said traffic be against laws thereof ; nor shall Congress have the power to authorize any higher rate of taxation on persons held to labor or service than land. The bringing into the District of Columbia persons held to labor or service for sale, or placing them in depots to be afterwards transferred to other places for sale as merchandise, shall be prohibited. Sec. 4. The third paragraph of the second section of the fourth article of the Constitution shall not be construed to prevent any States by appropriate legislation, and through the action of judicial and ministerial officers, from enforcing the delivery of fugitives from labor to persons to whom such service or labor is due. Sec. 5. The foreign slave trade is hereby forever prohibited, and it shall be the duty of Congress to pass laws to prevent the importation of blaves, Coolies, and persons held to service or labor, into the United States and Territories, from places beyond the limits thereof. Sec. 6. The first, third and fifth sections, together with this section and these amendments, and the third paragraph of the second section of the first article of the Constitution, and the third paragraph of the second section of the fourth article thereof, shall not be amended or abolished without the consent of all the States. Sec 7. Congress shall provide by law that the United States shall pay the owner full value for his fugitive from labor in "cases where the Marshal or other officers, whose duty was to arrest such fugitive, was prevented from doing so by violence, intimidation, mobs or riotous assemblages, or when, after arrest, such fugitive wa3 rescued by like violence or intimidation, and the owner thereby deprived of the same ; and Congress shall provide a law for securing to the citizens of each State the privileges and immunities of the citizens of the several States. The seventh section recommends that when a fugitive negro was paid for he was to be free. New Time Table. A new Time Table goes into effect on the E. & C. It arrives at Terre Haute at 4:08 p. and makes a close connection with the train on the RocVville Extension, landing passengers in Ecckville at 5:50 p. M. The regular mail train leaves at 9:55 a. M., five minutes later than heretofore, and arrives at Terre Haute at 3:52 r. m. The down mail train leaves Terre Haute at 7:30 A, M. aa heretofore, bringing the passengers of the Rockville train (which leaved RockTille at 5:40 a. m.). The mail train arrives as heretofore (12:54 p.m.). The down accommodation leaves Terre Haute at 5:20 A. u. and arrives here at 4:14 p. m. We notice that a " Wednesday's accommodation " has been put oa the Rockville Extension, leaving Terre Haute at 8 A. m. and arriving at Rockville at 9:20 a. and returning, leaving Rockville at 9:35 a. u. and arriving at Terre Haute at 1 1 a. m. r. J. W. H. Risinger has left in our sanctum for the examination of the curious some specimens of oil from the Pennsylvania oil-wells. One kind is the oil in its crude state; the other four specimens exhibit the oil as it appears in the various refining processes. They are worth looking at. The London Sporting Life announces that Tom Sayers will start for America on the 13th of April.

Bg?We call attention to a valuable table in to-day's paper giving a detailed statement of the standing of Illinois banks, the circulation of which form3 so large a portion of our currency. The table ought to be preserved for future reference. Fresh Fish. Cook& Langley, who always keep a good supply of everything nice to eat, have just received some fresh Mackinaw Trout, which but a short time since swam in their native element in the Northern lakes.
