Stirring events are jast ahead. &3?A writer in the Philadelphia Press suggests the formation ot two great Unions on the following basis : 1. Let the present Constitution and laws be adopted by each Union, subject to subsequent alteration. 2. Let the pre.nt capital be abandoned, and none established for either Union within two hundred miles. 3. The tariff now in force to continue so in both four years, unless altered by mutual consent. 4. Any slave State to be admitted, at any time, into the Northern Union on its own vote ; provided, all children born thereafter shall be free, a fixed sum being paid for damages in case of those born of slave parents; and also that slavery itself shall be abolished in such State within thirty years trom its admission. lie shjs: the last proposition regards slavery, when left to itself in peace, a3 eventually to fade away before Christianity ; and such a provision would gradually readmit the border states, one after another, until, without war or discussion, we should again be one people, and that people free indeed. Have u-e the patient faith for this ? E The Southern Congress at Montgomery have reversed the ordinary rules that govern human actions. Instead of praying in private, and transacting their business in public, they pray in public and dispose of business in secret. They don't seem to desire that the world should hear aught of them except that which is to their credit. fc-s5"'The report of the late Indiana State Librarian to the Legislature, shows 23,146 volumes iu the Library. It is said to be the second largest State Library in the Union. Eg The New York correspondent of the Philadelphia Press saj-s that in two days over 100,000 residents of that city visited the Central Park to enjoy the sport of statins:. Ei2FThe Cincinnati Gazette) says it has information from a reliable source, that the Hon. Salmon P. Chase has been tendered by Mr. Lincoln the position of Secretary of the Treasury, which offer he holds under advisement. It is further .advised that Mr. Chase will probably accept. Malicious. The fraternal advice of the Providence Journal to Kansas is: " Now young sister State, don't you go and secede before we have had a chance to spend a few millions on you.1' New Counterfeit. One dollar bil Is on the Exchange Bank of Attica, have been raised to fives. The work is said to be well done, and well calculated to deceive the most expert in detecting such frauds. CsS"A revival of religion has been going on in the Baptist Church at Greencastle for Eome time past. The church is under the pastoral charge of Rev. J. S. Gillespie. A number have been added to the church. The Free Bank It HI. The bill before the Senate for amending the Free Banking law contains excellent provisions for giving our currency stability nd high character. It provides for banking on Indiana bonds to the exclusion of the bonds of other States, tbu.3 keeping a large part of our indebtedness at home and making the notes issued therean safe beyond all contingencies. Indiana bonds when pledged for the security of circulation dollar for dollar, form a basis every bit as safe as under the present law where an excess of 10 per cent, is required. In fact, such a basis is considered tafer than one composed of miscellaneous stocks that fluctuate with every trifling disturbance. The prominent sections of the bill we briefly state as follows, and ask the earnest attention of members of the Legislature to them : Section four of the act of 1835, by this bill, is amended, so as to allow the Banks organized under this act to issue one-sixth of their circulation in bills less than 5, instead of on--twi;ritit;th. . Section sixth is amended, so as to allow Banks having Indiana stocks to issue $100 of notes for every SI 00 of Indiana stocks those having other kinds to issue, only 100 f,r 5110 of stocks. The report of the committee on this section is to amend by inserting S103, so that for every $105 of Indiana stocks, they .shall have S100 in Dotes; and Banks b.-iving other than Indiana bonds, sh-.ill have, until January, 1803, to exchange such bonds for Indiana bonds and the Auditor dial!, upon the application of any B:ink, exchange honds other than Indiana for Indiana bonds. Section seven is amended so as to allow Banks hereafter organized to use only Indiana stocks. The Commit"" recommended the following amendment : Amend section three of the act so as to provide for the keeping of the plates, dies, ic, by the Treasurer of the State. Section forty-nine of the act is amended so as to provide for the burning of the notes by the Treasurer and Auditor of State, and the issuing a certificate showing the amount and kind of notes. Also, making the Auditor issue a certificate to persons surrendering the notes of any Bank, stating the amount surrendered, how much paid, what balance is due, and providing that such certificate may be the basis of an action, and shall be prima facie evidence of the balance due in a suit against the Bank of stockholders. fitJuiitiipuU Journal. fT"The Sons of Malta are refiie;t.d to meet this evening at Crescent City Hall, at 7 o'clock. Legislative Summary. THURSDAY, February 7, 1861. SENATE.— Three petitions were introduced, asking for the protection of sheep from dogs.
Resolutions were introduced for the appointment of a joint committee to report an apportionment bill; of inquiry into the expediency of amending the school law in ' reference to the sale ot mortgaged property by county auditors, and the distribution, semi-annually, of the proceeds of such sales among the townships, and of inquiry t into , the expediency of discontinuing the publication of the annual reports of the State Board of Agriculture, and of reducing the salaries of the officers of the Board. The consideration of .the minority report of the Committee on Federal Relations was postponed until Thursday, next. Committee reported in favor of the bill creating the 14th Judicial Circuit; that legislation in regard to amending several sections of the road law, as mentioned in a resolution of inquiry was inexpedient, and that other legislation in reference to counties paying the expense of laying out highways on the lands of individuals petitioning for roads, was expedient, and a bill in accordance therewith was reported, placing the expense of the viewing and establishing of such roads on the persons petitioning for the same. The reports were concurred in. " ; , Bills were introduced for apportioning the State for Legislative purposes ; amending an act for the incorporation of towns ; repealing an act repealing a section of the general law providing, for the settlement of the estates of decedents ; to repeal the 17th and 18th sections of the act for the settlement of the estates of decedents ; to authorize the killing of dogs running at large ; declaring commission merchants, attorneys, &c, guilty of felony in certain cases ; to amend the sixth section of an act establishing county boards;1 to repeal an act for the voluntary assignment of property ; to amend several sections of the practice act ; to amend the liquor law ; supplement to an act for the colonization of negroes and mulattoes ; to amend the; general railroad law ; to authorize the trustees of the State University to appropriate funds for the replenishment of its mineralogical cabinet ; to authorize the Bank of the State to lay off five additional districts, and establish branches therein ; to amend the 6th section of the appraisement law ; for the incorporation of agricultural, horticultural and nursery companies; in relation' to petit juries, and to repeal all laws for the organization and regulation of the militia. The bill repealing the act for the forma tion of new ; counties, and for changing county boundaries, which was pending at adjournment yesterday, was taken up and discussed at ' considerable length.. ;. The amendments offered yesterday were tabled by separate votes, and a number of additional amendments were presented, which, with the bill, after a rambling debate, partaking, occasionally, of a personal nature, were referred to the committee on the judiciary. IIouE. Petitions were presented for a prohibitory liquor law; to allow owners of lands through which roads pass to change them on certain conditions; to protect sheep against dogs ; all of which Were referred. Reports from committee; bill reported to allow county commissioners to purchase bridges owned by individuals ; ngainst the necessity of amending ;the treasury law ; against amending ihe practice act ;$o'as to allow the executiou plaintiff when the bidder fails to pay over a judgment, against him, without the benefit of valuation laws. This report elicited a long debate,; with no action, on account of the, special forder of the day at ten o'clock. f The special order was the interest -bill, increasing it to ten per cent. It was discussed until near one o'clock, in Committee of the Whole, but without coming, t6 action, the committee rose, and were granted leave to sit again. J. II., are at present arranging terms for a separation, to avoid the scandal of a judicious divorce, and a friend has been employed by the husband to negotiate he matter..; The latest mission was in reference to a -val uable ring given to the wife, before marriage, by the husband. "What,"; said the indignant wife, "do you venture la charge youself with such a mission to me? Can you believe that I should tear myself from a gift which alone recalls to me the days when. my husband loved me? No I The ring is my only souvenir of happiness forever departed I 'Tis all (and here she wept) that I now possess of a once fond husband." The friend insisted. The lady supplicated grew obstinate threatened to submit to a public divorce as a lesser evil than parting with the cherished ring and at last confessed that she had sold it six months before. ' Late dispatches from Capt. Meigs state that immediately aftr the arrival of reinforcements at Tortugas, the steamer Galveston approached, having on board some five hundred filibusters and fire-eaters from Mobile, for the purpose of taking possession of the fort, but when they discovered that Uncle Samuel had been iu advance of them, they turned and departed in a homeward direction.
