New Orleans ——— ......The weather yesterday was most delightful and we are confident our citizens will appreciate it all the more when they read the account of storms and freezes found in to-day's telegraphic dispatches. We are persuaded that, with us Spring is very near at hand. CINCINNATI, Feb. 8.—The River fallen 2 1/2 feet, now 28 feet. Weather clear. Mercury 25°. PITTSBURG, Feb. 8.—The River 6 feet 6 inches by pier mark and at a stand.— Weather cloudy and cold. Mercury at sunrise 10° below zero. ......The champion light draught Charley Bowen is the mail packet to-day for Cairo at 2 o'clock. Capt. Dexter can provide as comfortable quarters for passengers as any boat on the river, and all freight sent to the Bowen is invariably delivered in good order and with the utmost dispatch. ......The Lue Eaves will leave for South Carrolton this evening. Capt. McDonald, a veteran Green River navigator will be found on hand extending a hearty greeting to all who may desire to take passage with him or furnish htm with freight. ......The Eugene having been chartered for a short season to take the placee of the Big Grey Eagle will be down this evening and return to Louisville. Our clever friend Will. Duvol will be found in the office. The Eugene was due from above last night, and will take her place in the Louisville and Henderson mail line to-morrow. The Eugene came down last evening, making an extraordinary run. Her time from Cincinnati to this port was eight hours, against a strong wind. Capt. Ballard is delighted with her and she will please the people. ......We learn that the steamer Sunny South has been tied up at Wheeling by the United States Marshal. The claims against her amount to about $17,000, and she will doubtless be sold soon. She has been a very unfortunate craft, never having made a dollar. She is a fine boat for the cotton trade, and is only about six months old. The steamer Capitola, also built for the Southern trade, is in the bauds of the Sheriff at Wheeling. ......Parties were at St. Louis on Tuesday in search of two suitable boats for Cumberland river—a fact which shows freight to be abundant for that section. ......Capt. Phelps sold the steamer Col. Morgan on Tuesday at St. Louis for $2,000 to a gentleman who wants her for the White river trade. ......The Mattie Cook arrived last night. We are indebted to Mr. Henry F. The Mattie Cooke returns to Bowling Green at her usual hour on Monday. ......Vast quantities of pork, grain, and produce are being transported over our railroad destined for the South. Drays are kept busily engaged in hauling it from the railroad depot to the steamboat landing from whence the most of the shipments are made direct. Our wharf is covered with the northern products almost daily, and shipped without delay.—<N. A. Ledger>. ......The steamboatmen of Cincinnati are certainly generous hearted and benevolent. They make donations almost weekly for the benefit of the poor of that city. They donated quite a sum last week. ......Over 5,000 packages of pork and lard were shipped South from New Albany last week. The great portion of it arrived over the Louisville, New Albany, and Chicago Railroad, and was destined for the seceding states. ......It will be seen by the following from the Louisville Journal that the Louisville and Henderson trade is to be well provided for: Capt. Knight has changed his plans, and determined to place the Moses M'Lellan in the Louisville and Henderson trade permanently as a regular semi-weekly packet, leaving Louisville every Monday and Friday. She is admirably adapted to the trade, and already enjoys an enviable popularity with everybody along shore. Capt. Knight is a Virginian by birth, and knows the wants, while Mr. L. A. Seward and Hale presented petitions from citizens of Philadelphia asking for the preservation of the Union and the enforcement of the laws. Bigler presented petitions favoring the Crittenden resolutions. Wade asked to take up the. resolution extending the time for taking testimony in regard to a patent for McCormick's reaper. Fitch read a protest of Commissioner of Patents against an extension of time. He moved the resolnt'10113 be referred to the Commissioner of Patents. Wade argued for an extension of time. ARRIVAL OF THE CANADA. Halifax, Feb. 8th.---The Royal Mail steamship Cauada, from Liverpool on the 20th via Queenstown on the 27th, anchored outside at 3 o'clock this morning, and arrived at her dock at 8 o'clock a. m. The Canada has 33,000 in specie. The London Times in another editorial on the American crisis is very bitter on President Buchanan. It says few men who have been celled on to play so important a political part have been found more utterly unequal io their situation. The bombardment of Gaeta continued and occasioned much damage. The Sardinians entered the Roman States on the 'iliX ult. and dispersed reactionary bands and burnt the convent of Casmalia. Prince Carigan was about to proceed to (iieta. The Galway mail contract 13 allowed to remain suspended till March 25th, and is then to be effectually carried out. Livkrpool, Jan. 27. BreadstufTs have a declining tendency. Provisions dull. London-, Jan. 27. Consols closed at 91 J rV?.91J for money; 91i for account. , r9 ARRIVAL OF THE POXY EXPRESS. Fort Kkarney, Feb. 8th. The Pony Express, with California dates, "fiassed at O A. M. The steamer Uncle Sara sailed on the 21st, with $1,044,000 in treasure. Tho Legislature bad done but little business so far. A grand military union demonstration was in preparation at San Francisco, to take place on the 22d of February. New Orleans, Feb. 1. A resolution wa3 introduced in the Convention to-day to invite all the states except the New England slates, to join the Southern Confederacy. It was ordered to be printed, and made the special order for Saturday. At the request of the Convention, Collector Hatch reported fully in regard to the New Orleans customs, and also the state's capacity. The U, S. revenue cutter3 McClelland and Washington are now in possession of the state authorities. MoxrGOMEKY, Feb. 7. Congress has received an official copy of the act of Alabama appropriating half a million dollars for tho support of a provisional government of the seceding states. But a short time was spent in open session. The committee on the plan of a provisional gov. rnment, reported in secret session. It was discussed four hours with much unanimity of feeling, when the Constitution of the United States was adopted, with some additions in relation to free trade with all the world. Adjourned, till 11 o'clock to-morrow. N ew York, Feb. 8 A dispatch from Washington says it is rumored that Senators Johnson and Wigfall are arranging the preliminaries for a duel. Also that several leading secessionists are meditating a demonstration upon the Tehuantepec Transit Route upon which Senator Benjamin and others claim to have a lien under certain pretended grants. St. Louis, Feb. 8. The Springfield correspondent of the Republican says that prominent Republican members of the Illinois Legislature favor the signing of a remonstrance against Seward's goiug into the Cabinet. Washington, Feb. 8. Col. Hayne and Lieut Hall left thi smorning for Charleston. They came here together by agreement and so return. The postmaster at Mobile denies to the P. O. Department that letters passing through his oflice have been violated. Toronto, Feb. 8. The Railroad is still blocked with dry snow in drifts, which falls in as rapidly as cleared out. The Grand Trunk road is not attempting to run east or west. The Great Westers and Novthtrn roads are trying to run but it is doubtful if they get through. Weather bitter cold. Chicago, Feb. 8. The Wisconsin Legislature yesterday appointed Senators Doolittle, Durkee, aud Representatives Washburne and Potter to represent that State in the Peace Congress. Inpianapolis, Feb. 8. The President elect and party will leave Springfield on Monday 11 th at 8 A. m., arrived at Lafayette at 2::irt p. m., and arrive in this city at 5 p. M. Sunday. Bankers are supplying their customers at $c prem., but do not sell outside at these rates. Legislative Summary. Wednesday, February 6, 1861. Senate. Memorials were presented asking for legislation for the protection of sheep from dogs and against the repeal of the new county act, which were referred. Also, a proposition to do the public printing at a reduction of 25 per cent, on present prices. Committees reported in favor of laying on the table a petition from citizens of Brown county, asking legislation authorizing suspension in the collection of debts for one year; giving back for the Senate's action the House loan bill ; recommending the passage of the bill authorizing county auditors to purchase dockets for justices of -the peace ; and recommending the bill for the repeal of a portion of the road law, all of which were concurred in. Two reports were presented from the select committee to which had been referred a bill for the repeal of the acts authorizing the formation of new counties, which elicited a discussion that lasted over two hours, during which the injurious operations of the law in various localities of the State were detailed. The general drift of the speeches was in favor of the unconditional repeal of the acts of 1S57 and 185D authorizing the formation of new counties. Some Senators desired to insert a saving-clause so as to preserve the rights acquired under the operation of those laws. Without disposing ot the matter the Senate adjourned. House. Petitions asking the removal of the Calumet Dam in Illinois; asking the repeal of all laws authorizing the formation new counties; asking the repeal of the Courts ot Common Pleas, and establishii.g the surrogate system. Reports from committees : Against the expediency ot repealing the valuation law ; to pass the bill increasing the jurisdiction of justices to $300. This bill gave rise to a protracted debate, but at its conclusion the House re-committed the bill, and numerous amendments, to the committee on Rights 1 and Privileges of the people of the State. j Bill introduced : To previde for the re location of county seats ; to authorize formation of companies for home insurance ; to authorize the killing of dogs when straying beyond the premises of the owner, and to pay for two-thirds of the value of sheep killed by dog3 ; to require tho number of dogs to be listed and tax them 50 cents for the first one, $1.00 for the second, and so on ; to regulate the remission of fines and forfeitures ; to amend sections 2, 3, and 4 of the act incorpor ating cities; relative to estrays and articles adrift; to change the law s a3 to make costs recovered on appeal from the justice, in proportion to the amount the judgment 13 reduced; to give salaries to district attorneys; to create a 15th judicial circuit; to provide for the jurisdiction of the Circuit and Common Pleas Courts iu cases of forfeited recognizances; to provide for the salaries of Judges of the Court of Common Pleas. Mr. HefTren introduced a joint resolution declaring the office of state printer vacant, and that Rev. T. A.
